No solid waste management for Poor network

Baramulla, July 4: For
over 23 lakh population of
north Kashmir, the solid
waste generated from resi-
dential houses and commer-
cial places has no place to be
disposed off.
Resultantly, lakhs of
people here are prone to
infectious diseases while
improper waste disposal is
severely affecting the envi-
ronment.
In Kupwara district, the
municipal council authori-
ties had identified several
places for dumping waste.
However, due to objec-
tions raised by the locals,
the issue often landed in
controversy.
“The waste dumping site
is a big issue here. So far, we
have identified four dump-
ing sites after the objections
raised by the people around
the identified area, the pro-
posal could not be executed,”
said Riyaz Ahmad, an official
of the Municipal Council
Kupwara.
Similarly, in the Baram-
ulla and Sopore town of
Baramulla district, the lack
of dumping sites has led to
the pollution of water bodies.
Solid waste generated
each day from Baramulla
and Sopore town could often
be seen dumped on the river
banks, which is lifeline for the
people of Baramulla district.
“The authorities have so
far failed to address this grave
issue. The result is Sopore
town has turned into a dust
bin. The once most vibrant
town of Kashmir has now
turned into a filthy town,”
said Fayaz Ahmad, a local.
Similarly, the Baram-
ulla town is struggling with
improper waste management.
Around five metric tones
of waste are generated from
the town each day.
In absence of the dump-
ing site, the waste was being
dumped on the banks of the
water bodies, polluting it
beyond repair.
“The solid waste from
Baramulla town is dumped

islation governing the places
of worship in Jammu and
Kashmir.
Hearing a petition alleg-
ing the encroachment of land
belonging to a Shiv temple in
north Kashmir’s Gulmarg, a
division bench of Chief Jus-
tice Pankaj Mithal and Justice
Sanjay Dhar asked Advocate
General D C Raina to “explore
the possibility of having a uni-
form legislation governing the
places of worship”.
In his plea, the petitioner
Ranjeet Gurkha said that he was
the president of Shri Shri Jagat

ing after the affairs of the Shiv
temple at Gulmarg since decades.
While the plea alleges that
the property of the temple has
been “encroached upon by the
Gulmarg Development Author-
ity”, it seeks direction for

water haunted me. Staying in
Delhi for last several years with
every basic amenity I had never
imagined life without portable
water at home."
He said he used to get dis-
turbed on seeing women of his
locality carry water covering
a kilometre and a half on foot
from Golipora Nallah.
Ahmad said that the Jal
Shakti Department had started
to construct a bore-well at Raj-
pora for which storage tank had
already been constructed.
However, work on the bore-
well was left half way, he said.

Ahmad said that during a
walk with friends, he witnessed
abundant ground water oozing
out from a roadside hillock few
kilometers from his village.
“Instantly an idea came to

ground water, the hardships
faced by the people of my vil-
lage could end. I along with my
friends went to the department
and discussed the idea with the
officials there but they showed
cold shoulder,” he said. “At
home, I started to think how

the hillock be used as an alter-
native for the villagers. I, on
my own, managed to construct
a 4 feet by 8 feet concrete water
storage tank by spending over
Rs 20,000."
However, he said that due
to financial constraints, he
was unable to procure the
required pipes to supply the
water to the village.

Locals hailed his efforts and

their schools to deliver community classes amid the closure of
educational institutions for offline class work.
“Teachers should understand that they have to deliver community
classes in their own villages. They need not to report to their schools
for this,” DSEK Tasaduq Hussain Mir told Greater
Kashmir.

Education Policy (NEP) 2020,
the government of India will be
focusing on enhancing the qualitative
outcomes as envisaged in the NEP 2020.
The main motive will be to increase
the effectiveness of the implementa-
tion of the scheme and for this purpose
the government of India has set certain
Key Performance Indicators (KPIs) for
each intervention to assess the inter-
vention which can be made to achieve
the set targets.
However, all eyes will be on the J&K
government whether it will be able to
achieve the targets as envisaged in the
NEP-2020.
One of the indicators in the new
approaches of NEP is strengthening
of Block resource persons and Cluster
resources persons.
Being one of the performance indica-
tors, the Government of India consid-
ers the Block Resource Centres (BRC)
and Cluster Resource Centres (CRCs)
as the most critical units for training
and on-site support to schools and
teachers.
But in J&K, these resource persons
are being relieved from the schools and
are mostly adjusted in offices for jobs.

the learning outcomes of the students
in government schools. The outcomes
have shown no improvement as it is
believed that most of the teachers are
not well trained and acquainted with
new pedagogies and technologies. For
this, the resource persons are respon-
sible to provide the teaching support to
the teachers in schools to overcome the
learning gaps of the students.
In context with the new approach-

of India has suggested that periodic
inspection and supervision of schools
by resource groups to observe the infra-
structure and facilities and the admin-
istrative aspects is critical.
In addition to it, a proper system of
academic and curricular support has
to be developed to serve the purpose of
continuous professional upgradation
of teachers.
As per the policy, each Block and
Cluster Resource Coordinator is sup-
posed to visit the schools and provide
onsite academic support and send
reports on a periodic basis.
It is always expected that the peri-
odic visits by BRCs and CRCs will be
monitored at UT level through tech-
nological intervention, preferably
through a mobile app. But in case of
J&K, the CRCs and BRCs in majority of
the zones across J&K are given patron-

offices as clerics with no supervision
of schools.
Only a few resource persons work
with dedication and follow the norms
as set by the GoI but their contribu-
tion goes unnoticed as the majority has
made it a messy state of affairs.
Over the years, the J&K government
has issued repeated orders and circular
instructions to streamline the job and
duties of these resource persons besides
adhering to their tenure in offices. But
all these orders and circulars remained
confined to only papers with no imple-
mentation in the ground. The J&K gov-
ernment has underestimated the impor-
tance of the role of these resource per-
sons but has allowed these teachers to
handle the non teaching jobs for years.
While the Government of India

Besides strengthening of BRCs
and CRCs, the other key indicator is

So keeping in view all the points,

need to visit their place of posting to deliver community classes,” he said.

classes during the first half of a day, he or she can and should deliver
one online class through LMS during the other half of the day. We have
not stopped online classes,” he said.

problem of waste manage-

"The fact remains the
SMC has also failed to pro-
cure adequate men and
machinery for scientific dis-
posal of solid waste through
segregation, collection, treat-
ment and disposal of waste,"
experts said.
Sources said the SMC
has just around 120 hoppers
against the need of round 600
to collect and transport seg-
regated waste from munici-
pal wards.
Each municipal ward
must have at least two hop-
pers, one to transport degrad-
able waste and another for
non-biodegradable.
In 2017, a pilot project
was started in few munici-
pal wards and people were
educated about the segre-
gation of waste at source.

claimed of starting same
pilot projects in following
years.

ahead from so-called pilot
projects,’ said a group of Sri-

Few years ago SMC pro-
vided two colour coated dust-
bins, one each for biodegrad-
able and non-biodegradable

state of affairs is that in
absence of hoppers, the SMC
officials mix the segregated

industry in Kashmir has incurred
a loss of more than Rs 1000 crore
during the past three years, the trad-
ers said.

wake of Covid-19 brought the sales
down.

“The situation has gone bad to
worse for the bat manufacturers.
The demand has fallen considerably.

losses will surely be more than Rs
1000 crore,” he said.
He said majority of the manufac-
tures have turned defaulters. “The
passionate and educated youth
who had invested to set up units
in recent years are in distress as
they have to clear the debts now,”
Salroo said.
The manufacturers are now wor-
ried about the wear and tear of the
raw material and finished bats in
their godowns.
“This year we were expecting that
we would get a bit of breather but the
second Covid wave dashed all of our
hopes. The industry is literally on
crutches,” Salroo said.
The manufacturers have demand-
ed tax relief and waiving of interest
on loan so that they could revive
their business.
“The 12 percent GST has also hit
the industry hard,” said Muhammad
Ashraf who runs Shaheen Sports, a
cricket bat manufacturing unit at
Halmula Anantnag along the Sri-
nagar-Jammu highway.
According to industries and com-
merce department there are 400
cricket bat manufacturing units
functional in the south Kashmir
region. 220 units are operational in
Bijbehara, Sangam, Halmulah vil-
lages of Anantnag district and 180 in
Pujteng, Sethar Charsoo, Jawbara
villages of Awantipora in Pulwama
district
As many as 35 lakh cricket bats
are exported from Kashmir to other
states annually and the industry
provides livelihood to thousands of
people in Kashmir.
Low demand and the dearth of raw
material are making things difficult
for the bat manufacturers. The sector
is grappling with challenges in the
absence of a modern seasoning clus-
ter plant.
In the absence of this facilities
most of the bat manufacturers have
to rely on open air drying of willow
clefts, which is slow and not upto to
the world standards.
The Kashmiri willow has high
levels of moisture as compared to the
English willow thus the bats made
out of this willow are comparatively
heavy.

Hallmarking regime were
discussed and agreed upon,
while mandatory Hallmark-
ing was being implemented
w.e.f. June 16.
The key issues concerns
discussed and agreed upon
were related to Mandatory
Hallmarking to be rolled out
in 256 districts, Fee and pro-
cess of registration, Applica-
bility of hallmarking, Allow-
ance of additional karatages,
Time for disposal of old stock
Seizure provisions.
However, there has been
only one order released
from the BIS on June 24,
which covers just a few of
the agreed points.
Nitin Khandelwal, Past
Chairman, GJC, said, "There
is a huge unrest in the indus-
try. The Hallmarking has
been made mandatory since
16th June 2021, and till today,
there is no clarity on impor-
tant aspects. Honourable
Minister during the meeting
on 15th June had confirmed
that HUID would only be
restricted to Hallmarking
centres, and not on jewellers,
however, there still seems no
clarity on this as the process
as it still involves jewellers
in certain elements of HUID.
"We are still facing prob-
lems and cannot get our
jewellery Hallmarked any-
where. Along with earlier
approved 3 karatages, 20, 23
and 24 k were also agreed
by the Minister and DG
BIS, this has not been made
part of the order released
by BIS while a Gazette is
being awaited. There has
also been a lot of webinars
being conducted by BIS to
enforce a new HUID process
that is being imposed upon
jewellers via the Hallmark-
ing centre route. There is
industry."
Saiyam Mehra, Vice
Chairman, GJC, added, "The
applicability of hallmarking
continues to loom the dark
clouds of uncertainty in the
industry. The wholesalers
and manufacturers who
generally stock jewellery in
thousands are unable to get
their jewellery hallmarked
as the hallmarking centres
under the current procedure
of hallmarking are not able
to give required output.
"The new HUID process
being implemented may take
weeks or months to get jewel-
lery hallmarked. The indus-
try has still not received any
official clarity on the status
for their old stock in trade.
Hence, we humbly request
the Honourable Minister to
kindly intervene and look
into the pending matters on
priority."
During the meeting on
June 15, it was conveyed that
the jeweller was allowed to
sell their existing non hall-
marked stock till August
30, 2021 which was also
conveyed via press release
from the Ministry, however
all these important concerns
are missing in the order and
thus has created a scenario
of unrest and panic amongst

or years, Farooq Ahmad
Kotroo, 49, a houseboat owner
of Best View Resorts, has been
dealing with foreign tourists and
travellers. Today, his only inter-
action with them happens online
as he is struggling to continue his
business amid COVID protocols and
lockdowns.
Struggling to stay afloat, stake-
holders, like Katroo, demand the
complete resumption of houseboat
operations and incentives from
the government. They say that the
houseboat sector came to a grinding
halt two months ago after the second
wave of the COVID-19 pandemic
started sweeping Jammu and Kash-
mir which forced the government to
declare a lockdown.
Kotroo’s father, Haji Ali Muham-
mad Kotroo, inherited travel and
trade business from his forefathers.
He maintained his place—a pri-
vately owned island, with a group
of houseboats, including, Miss Eng-
land, King of Sea, Royal Orchard
etc. in order to attract foreigners,
mostly from Italy.
It was here, on one of Kotroos’
houseboats moored in the heart of
the Dal Lake in Srinagar, Kashmir,
that the German Ambassador and
many top-notch personalities have
been coming to this place.
“Since 1950s, we have been giving
services to the customers and we
have always tried to maintain our
quality,” Farooq Ahmad Kotroo,
owner of the Best View Resort, says.
“I personally took over the proper-
ty during the early 1990s and imme-
diately connected with the foreign
tourists. I started my tour agency
and wooed tourists to Kashmir,
during the peak seasons,” he says.
“Working with foreigners gave
me an in-depth understanding about
how to provide outstanding services
to the tourists and travellers.”
“I also learned to speak three for-
eign languages during this period,
including Italian, Spanish and Eng-
lish. I am currently learning Russian

FLOATING ART CORNER
At Best View Resort, the visitors
and travelers meet the treat of their
eyes, a floating library, known as
‘Zabarwan Library Post’. After a
floating post office located on the Dal
Lake in Srinagar, Kotroo’s floating
library also attracts travellers.
“This concept was started by an
Italian tourist here. So we contin-
ued with it and we are getting a good
response. The name of the floating
library was suggested by one of my
Kashmiri friends,” Kotroo says.
He claims the moving library has
over 500 collections of books of dif-
ferent genres in various languages
including English, Spanish, Italian,
and Russian. “We have many well-
known people coming here just to
enjoy the pleasant reading ambi-
ance,” Kotroo says.
‘ANCHORED ECONOMY’
Kotroo says that the credit guar-
antee schemes announced by the
Union Finance Minister were in
no way beneficial to small tourism
business owners like houseboats.
“It is purely for Ministry of Tourism
certified travel agents and licensed
guides. That too is a very late and
small help to the sinking ship.” He
says, “Direct cash benefits to Small
and Medium Enterprises (SMEs),
looking at the average Goods and
Services Tax remitted in the last
three years, would be a great sup-
port to SMEs. It would help to pay
off creditors, which would also help
bring in more money circulation in
the market.”
Kotroo says: “Houseboats
remained closed for six months
in 2020. After the sector reopened
in October, the business never

to poor tourist footfall. The second
wave of the pandemic and the subse-
quent lockdown have spelled disas-
ter for the sector.” “Several of the
owners have taken bank loans and
the crisis has pushed a number of
them into a debt trap. Apart from
the owners, a large number of people
allied with the sector have found the

Prominent Bollywood sufi
singer Richa Sharma was recently
shooting along with her crew at
the resort. “This has come as a sur-
prise. I came to Kashmir after a gap
of over 20 years and I straight away
came to stay at this place. This place
has given me so many memories
and the people around,” Sharma
told Greater Kashmir.
Another Bollywood music direc-
tor and singer, Jaan Nissar Lone,
says he always prefers this place
because of its privacy, picturesque
landscape, safety and splendid views.
“Whenever I have any work on
camera. I prefer to shoot in Kashmir.
This is just to bring some work to my
locals here,” he says.
Another customer from Delhi,
Ashutosh Shrivastava, says “I have
lived in the best of the places across
the world. I found peace in this lake.
It has an amazing view, beautiful
people around and also solace in
nature.”
“The Dal Lake speaks to the visi-
tors. All we need to do is to respect
the dwelling population and its ecol-
ogy,” he says, adding, “I have gone
for the open water Shikara cruise
and I really enjoyed it.”
‘TALE OF HOUSEBOATS’
Some contend that there have
been houseboats on the Dal and
Nagin lakes since the 1800s. “We do
know that in the late 19th century
the boat-dwelling Hanji community
of Srinagar started building floating
homes or houseboats for English
visitors and residents, who were not
allowed to own land in Kashmir,”
says another houseboat owner of
Khyber group.

Pertinently some observers spe-
cifically trace the houseboat phe-
nomenon to around the 1880s, to a
shop-owner Pandit Naraindas who
used to cater to foreign tourists.
When his shop burnt down, it is said
Naraindas moved his inventory to a
small boat used by the boat-dwelling
Hanjis and moored it. With some
improvements, his became the first
proper ‘houseboat’. Later, Nara-
indas sold his boat to a European,
realised the potential in the idea,
and started commissioning boats.
He became locally famous as ‘Naav
Narain’ and his first houseboat was
named Kashmir Princess.
However, the famous British
explorer, Sir Francis Younghusband,
is known to have credited one MT
Kennard with the idea of a ‘floating
house’ between the years 1883 and
1888. It is said that for a long time
locals used to call these 'the boats of
Kennad Sahib’. Younghusband wrote
that by 1906 there were hundreds of
houseboats in Kashmir.
There is a respectable lineage to
the semi-cute, semi-hilarious names
of Srinagar’s houseboats; the early
European boats were called HB Duke
Wells, or New Buckingham Palace,
in honour of the settler’s memories
and sensibilities. How this led to our
contemporary beauty bobbing on the
Dal — New Soul Kiss —remains a
matter of lively interest, though.
‘FAULTY POLICIES’
At the famed Dal Lake, hundreds
of houseboats stationed along Sri-
nagar’s lakes and river’s banks,
are facing an existential threat.
In an attempt to save the ecology
of Kashmir’s water bodies such as
Dal Lake, which is shrinking owing
to pollution and climate change,
authorities have begun strictly
enforcing a decade-old ban on the
reconstruction and repair of Kash-
mir’s houseboats that occupy – and
pollute – the lakes and rivers. With
owners banned from fixing them,
the owners say that Kashmir’s lakes
are slowly turning into graveyards
for the sinking boats.

t is one of the most liberating things
to write when it comes to the poetry
review. One has to just express what
one thinks about the poetry depending
on ones own mental makeup. Poetry is
something that embraces any interpre-
tation for itself. It is for everyone and it
is everyone's. Despite this advantage, it
is not any less daunting. One feels one
has a sense of responsibility to present
the poem in the same way as it touched
ones mind. A person also does not want
to kill the essence of the poetry while
analysing it. It reminds me of William
Wordsworth's lines:
"Sweet is the lore that nature brings
but our meddling intellect misshapes
The beauteous forms of things
We murder to dissect."
While reviewing this piece, one can
only hope that one has not murdered
to dissect. Writing this piece in the
subcontinent tells me that one does not
need to mention who
Rumi was. But what he was is a huge
question for most of us; which can be
answered by
reading his extraordinarily magi-
cal poetry. One of these is "The Guest
House." It is perfect to begin with
Rumi's works. It is included in Essen-
tial Rumi by Coleman Barks.
"This being Human is a guest house.
Every morning a new arrival.
A joy,a depression,a meanness,some
momentary awareness comes as an
unexpected visitor.
Welcome and entertain them all.
Even I'd they are a crowd of sorrows
who violently sweep your house empty

There is a brilliant usage of a meta-
phor that shadows the whole poem. The
words This being Human is a guest house
signify how just like a guest house, our
existence is. For we have a mind and it
is the recipient of many things. It is a
mechanism and our thoughts make it
an institution. Every day we have a new
trouble or perhaps a new happiness, a
new hope, a new circumstance. Many
of these things can be unexpected and
perhaps even unwanted at times(just
like some unruly guests)but we must
welcome them with open arms, just
like we welcome certain people even if
we don't want to. One must do all this
because one never knows what lies
behind those things(just like we don't
know what lies in the minds of those
unruly guests).They might be there for
a purpose, to alter our lives
or our thoughts for good. Each of
these things, as Mevlana puts it, has
been sent as a guide from beyond.
This line is particularly intriguing
as it not only gives hope but makes
one think that perhaps these guests are
sent from the divine. It makes us ulti-
mately believe more than ever. These
