MUHAMMAD ZARIF LUDIN

Zarif works as Head of Market Partnerships in ACCA (Association of Chartered


Certified Accountants) since 01st January 2019 and is currently based in United Arab
Emirates. He leads and develops strategic partnerships with national accountancy
bodies, regional accountancy organizations, governments (Ministry of Finance,
Supreme Audit Office, Central Bank) regulators and donors, and represents ACCA in
external forums and consistently promote ACCA’s global contribution to public
value.

Zarif was the Chief Executive of Certified Professional Accountants (CPA)


Afghanistan since March 2017 and earlier was the Program Manager for Professional
Accountancy Organization Development in the Ministry of Finance in Afghanistan
since June 2013. He was responsible for enactment of Afghanistan Accountancy Law,
establishment of Executive Office, Board and related Technical Committees and
Capacity Building of Accountants and Auditors. Zarif focused on quality education,
well defined regulations and CPA Afghanistan’s recognition in all national, regional
and international platforms. He played a major role in obtaining South Asia
Federation of Accountants (SAFA) and Confederation of Asia and Pacific
Accountants (CAPA) associate memberships for CPA Afghanistan. He initiated the
idea of Strategic Partnership and revenue sharing for CPA Afghanistan jointly with
ACCA. He also initiated a unique scholarship model funded by the World Bank and
increased the number of professional accountants from 200 to 1,700 within 2 years in
which over 30% of them were women.

Zarif has experience of more than 14 years of working with different Organizations
like USAID and US embassy funded programs, Financial Institutions and Banks,
NGOs and Universities as Finance Manager, Program Coordinator and part time
Lecturer. Zarif holds a master’s degree in Practices and Policies from Graduate
Institute, Geneva.

Zarif has travelled to about 30 countries including USA, United Kingdom (multiple
times), Ireland, Europe, African and east, south and central Asian countries during his
tenure in Afghanistan. Zarif has had several interviews with national and international
journals, TVs including BBC and radio channels.
