EXECUTIVE ORDER

AN ORDER CREATING THE ASSESSMENT TEAM OF THE MUNICIPALITY OF

FLORIDBLANCA FOR THE BARANGAY ANTI-DRUG ABUSE COUNCIL

WHEREAS, the Local Government Unit of Floridablanca is one with the state in its
declared policies to maintain peace and order and to protect the life, liberty and
property of the people;

WHEREAS, same intention is provided by the Local Government Code of 1991

mandating all Local Government Units to exercise its powers and functions necessary to
promote and maintain peace and order over its jurisdiction;

WHERAS, Republic Act No. 9165, otherwise known as the Dangerous Drugs Act of
2002, provides that Local Government Unit shall appropriate a substantial portion of
their annual budget to assist in or enhance the enforcement of said act;

WHEREAS, the Department of Interior and Local Government (DILG) and Dangerous
Drugs Board (DDB) issued Memorandum Circular No. 2018-01 providing the
Implementing Guidelines on the Functionality and Effectiveness of Local Anti-Drug
Abuse Council (BADAC);

WHEREAS, DILG issued Memorandum Circular No. 2018-135 providing the Technical
Guide Notes on BADAC Functionality Audit and Barangay Drug Clearing Program (BDCP)
Monitoring and Evaluation System which provides the details on the conduct of the
annual BADAC Audit Barangays;

WHEREAS, the DILG-NCR encourages all Local Governments in National Capital Region
to form a BADAC Audit Team in their respective jurisdictions for the effective
implementation of BADAC Audit;

NOW, THEREFORE, I, DARWIN R. MANALANSAN, Municipal Mayor of the

Municipality of Floridablanca, by virtue of the powers vested in me by law, do hereby
order:

SECTION 2. DUTIES AND FUNCTIONS

The assessment team of this municipality for the Barangay Anti-Drug Abuse Council
shall have the following functions and powers:

1. Ensure the conduct of annual assessment of the Barangay Anti-Drug Abuse

Council (BADAC) covering all barangays in this municipality;
2. Meet once a year, or as needed, to plan the conduct of assessment of the
BADAC;
3. Schedule and conduct the assessment per barangay, which includes actual
barangay visitation, document review, and interview;
4. Conduct a post-assessment deliberation to consolidate and finalize the result of
the assessment;
5. Establish a system of reward and punishment based on the performance of the
BADAC;
6. Perform such other functions as may be directed by competent authority, or as
may be necessary to achieve the provisions of this order.
