Thank you for your emails.  Yes, we can prepare the guaranty agreement.  Could you kindly 
provide the legal names and address for yourself and your wife so that our legal counsel may 
prepare the guaranty document? There are other agreements we will have prepared for signature 
by the Freedom Center to be signed concurrently with the guaranty, assuming Commission 
approval. 
 
As conveyed last week, at this time we are awaiting the monthly cash flow projection from the 
Freedom Center, from now through projected federalization and into positive cash flow.  I 
appreciate your assurances that the cash flow projection is forthcoming.  Tony Capaci from 
our office has been in conversation with Ben Reece about the cash flow for several weeks.  
The cash flow projection may illustrate that, even if the Commission approves release of the 
funds requested by the Freedom Center, there may be insufficient cash flow for the facility 
to remain in operation until federalization.  We would then need a plan from the Freedom 
Center, approved by the Freedom Center board, detailing how the Freedom Center will remain a 
going concern. 
 
We are still aiming for the February 8 Commission meeting, but achieving this date is 
dependent upon completion of our analysis and corresponding staff report, for which we await 
information from the Freedom Center.

In the flurry of e-mails and teh Thanksgiving holiday, I wanted to be sure I had been clear that I would ask you to prepare
the formal papers I will need to sign to release the funds now being held.

I can assure you that Ben Reece has been and is working non-stop to provide the information that you have requested.
