1. OBJECT
The purpose of this procedure is to firstly, instill orderliness and discipline amongst
the site crew and secondly, ensure a seamless flow of reporting lines amongst the
various personnel and work groups that make up the entire team working at the
FSO UNITY worksite.
2. FIELD OF APPLICATION
This procedure applies to all personnel deployed for the FSO UNITY FRESH
WATER TANK MAINTENANCE PAINTING WORKS only.

14. Mates.
The general site administration shall follow the project site organogram.
The site management shall consist of the Project manager and Project Engineer.
They shall be responsible for overall project activities on site. They shall be
responsible for driving and instilling discipline and orderliness on site, ensuring that
reporting lines are followed. Final decision making on issues bothering on site and
personnel matters shall rest with them.
The supervisory team shall be made of the HSE Coordinators, Painting Inspector,
Painting supervisor, Scaffold Inspector and HSE Officers. These are the unit heads
assisting the Project Engineer in directing and managing activities and personnel
under them.
The HSE Coordinators in addition to their primary job function of HSE shall be
responsible for all personnel welfare.

The scaffold Inspector and Painting Supervisor shall manage the team of scaffolders
and the blasting/painting crew respectively.
The paint inspector is the QC watch dog and shall work closely with the Painting
Supervisor.
The workmen shall consist of the scaffolders, blasters, pot operators, spray painters,
hand painters, mechanics, electricians, and mates. They are responsible for actual
and physical site work activities. They are to perform their assignment strictly as
prescribed by their unit heads. Except for the mechanics/electricians and mates (that
reports to the Project Engineer), the others have their unit heads whom they work
under and channel their complaints. However, welfare matters shall be channeled
through unit heads or directly to the HSE Coordinator.
6.3 Misconduct
All Personnel movement in and from site shall follow a time off system of 2 weeks in
and 2 weeks out. Booking in and booking out of personnel shall be coordinated by the
Project Engineer, who shall liaise with TEPNG Painting Supervisor. No personnel
shall submit himself for booking without the express permission of his unit head.
Where personnel have an emergency from his family that requires coming out, he
shall immediately alert his unit head who shall inform the Project engineer. The
Project Engineer shall apply for the booking through the TEPNG supervisor on site.
