11. Any Contractor Registered with Central Government / Any State Government / Any Public Sector
Undertakings or an Agency of National or International repute may tender, but Registration with
Building Construction Department will be essential after issue of Letter Of Acceptance. Any
contractor debarred from work or blacklisted will not be allowed to participate in this tender.

12. Tender shall be carried out only through e-tender procedure at the website (www.eproc.bihar.gov.in).
For any information regarding e-tender procedure, bidder may contact at Help Desk, 22 Telegraph
Building, Kidwai Puri ( near income tax Golamber) Patna -800001.
13. Bidder desiring to participate in the tender shall have to get registered with e-procurement.
Necessary registration forms are available at the website. Bidder will get user id and password by
registration. Bidder shall have to obtain DSC (Digital Signature Certificates) also. Bidder shall be
able to participate in tender using user id, password, DSC and internet.
14. Bidder shall have to obtain (download) tender papers and submit (upload) their bids only at the
website. Prescribed forms filled up at specified places and necessary documents shall be
submitted. Information regarding tender opening or any corrigendum regarding tender shall be
available at the website only.
15. Disposal of tender will be done according to SBD rules , G.C.C. & S.C.C. of Bid document Joint
Venture (JV) is acceptable as per Annexure - 1
16. Cost of Tender document in shape of Bank Draft of Rs. 10,000.00 will be deposited in favor of
Executive Engineer, Construction Division No.- 2, Building Construction Department Patna payable
at Patna and Bid Processing fees of Rs. 16900.00 will be paid online to BSEDE(Beltron) through
RTGS or NEFT.
17. The cost of tender document is non-refundable and it should be in the shape of Demand draft from
any nationalized bank, payable in favour of “Executive Engineer, Construction Division No. 2, BCD,
Patna payable at Patna. Original Bank Draft along with one copy of uploaded document (except
BOQ & Financial Bid) and EMD (in original) shall be submitted at the office of the Executive
Engineer, Construction Division No. 2, BCD, Patna or, the Superintending Engineer, Construction
Circle, BCD, Patna or, the Chief Engineer (Patna), BCD, Patna, till date and time of opening of
technical bid.
18. Earnest money shall be in the form as explained in the Bidding Document available in Tender free
View at the website. One Hard copy of uploaded tender document and Earnest money in original
shall be submitted at the office of the Executive Engineer, Construction Division No. 2, BCD, Patna
or, the Superintending Engineer, Construction Circle, BCD, Patna or, the Chief Engineer (Patna),
BCD, Patna, till last date and time of opening of technical bid.
19. Regarding any information of the proposed work, bidder should contact the Executive Engineer,
Construction Division No. 2, BCD, Patna or, the Superintending Engineer, Construction Circle,
BCD, Patna or Chief Engineer (Patna) on any working day, before submission of bid.
20. The undersigned has right to extend or cancel the Bids without declaring any reason.
21. Defect liabilities period for this project will be 3 years.
22. Any query or clarifications regarding conditions of tender, specification of works etc can be made
on or before the date of Pre-Bid meeting. After this no representation in this regard will be
entertained.
