The Voice of Citizen

1. Background

FICCI Regional chapter in association with NMIMS Hyderabad is working on various

knowledge reports to understand and assess the challenges of Citizens and act as
catalyst to represent the voice of Citizen, especially hearing from the state of
Telangana.

Public communication ecosystem plays a critical role in ensuring that policies

respond at the ground level to the needs and aspirations of citizens. It relies on and
reinforces the open government principles of transparency, integrity, accountability
and stakeholder participation. Communicating effectively and fostering a robust
communication mechanism is all the more important given low trust in government
in most part of the countries and a global context where online and social media are
increasingly shaping citizens' perceptions, and where disinformation and hate speech
are proliferating.

2. The Purpose & Scope of the study

As communication landscapes are evolving from time to time, their challenges

require an effective policy and legal framework, clear strategies and adequate
capacities at national and local levels. To this end, the FICCI & NMIMS Hyderabad
wish to cooperate with state government in selected departments to access the
perception of the citizen based on the services provided by the state government.
The study helps in drawing a strategic public communication that supports open
government principles and contributes to improved policymaking and public services
in the city of Hyderabad / in the state of Telangana.

The larger objective of the study is to understand and analyze the e-Governance and
its tools of integrated services to its citizens through a free flow of information, and
to usher in an era of Good Governance, to ensure transparency, efficiency,
accountability, accessibility and reliability in delivery of such services, to enhance
citizen-centricity, responsiveness, inclusiveness and citizen engagement as essential
ingredients of good governance.

The Telangana State government has 266 Citizen Services across various
departments. Out of which, FICCI & NMIMS Hyderabad proposed to work with Police
department to understand the perception of Citizen on various services of Police
workforce in protecting its citizens.
It is important to note that the release of such reports serves not only to quantify /
qualify the quality of service (Eg crime in the city), or an intention of creating a
debate in our society, but also a call for action by Policy Makers, Administrators,
Crime Analysts, Criminologists, Researchers, Media, NGOs, different Government
Departments and General Public at the large extent.
