Quality Assurance Advisor Position Description

Position Location: Cairo, Egypt

Position Summary:
The Quality Assurance Advisor has the responsibility for providing technical guidance to the
project, in line with its scope, in applying QA standards and building the internal quality
management system. S/he will work closely on all planned activities for qualifying Technical
Education schools for national/international accreditation. S/he will participate in the efforts to
establish and operate the new Egyptian Technical Quality Assurance and Accreditation Authority
ETQAAN and develop its accreditation scheme. Moreover, s/he will be responsible for
implementing and following up the capacity building activities of CEQAT. This entails
establishment and operation of its internal quality assurance system and development of indicators
to measure performance.

Primary Responsibilities include but are not limited to:

 Participate in discussions and workshops to brainstorm and design the QA model


 Contribute to the development of quality assurance standards, guidelines and training
materials for schools and VTCs
 Provide technical support in the gap analysis phase in order to classify the level of quality
in TVET schools affiliated to the project and prepare the accreditation plan
 Participate in preparing various tools, guidebooks, guidelines for documentation
system…etc. to support the project’s TVET schools in the accreditation process
 Provide technical support to the project’s TVET schools in the implementation of
accreditation standards
 Support the other program units in relevant quality aspects such as curricula, sector skills
councils (SSCs), school’s teachers and administration training, modern technical schools
(MTS) design and implementation.
 Suggest and put-in-place all possible national/international standards that would enhance
all phases and procedures of accreditation for the Project’s Schools and VTCs
 Identify QA & Accreditation training needs, design and deliver training for teachers at
the project’s TVET schools
 Lead and deliver the training of CEQAT leaders and personnel and heads of Quality
Assurance units in schools in the implementation of the accreditation standards
 Provide technical input for reporting and documentation of all QA activities implemented
by the project
 Provide technical input for the QA work plan and budgeting of activities
 Maintain strong relationships with different counterparts at all levels
 Maintain professional relationships with, colleagues, all other team members and other
internal components.
 Perform any other tasks as may be assigned by the direct supervisor
Required Skills and Qualifications:

 Bachelor degree, MSc. preferred, in Education Quality or other relevant field.


 Minimum of 7 years of experience in quality assurance and school accreditation models.
 Familiarity with government processes, systems and structures.
 Experience in creating and maintain partnership with governmental partners
 Self-directed professional.
 Excellent interpersonal skills; ability to work as a cooperative team member.
 Excellent report writing and presentation skills.
 Ability to travel throughout Egypt.
 Ability to work under pressure.
 Ability to deal with information in a confidential manner.
 Proficient in English (reading, writing, and speaking) and fluency in Arabic required.
 Ability to use a variety of PC software: Word, Excel, Power-point, and any other related
software required.
