Director, Commercial Revitalization Program
Supervise the Program to strengthen the County’s 14 designated Commercial Revitalization
Districts, including:
 Facilitation of a range of redevelopment projects including mixed use, retail, office,
entertainment, restaurant, residential, and institutional uses.
 Administration of specialized assistance programs such as Architect-On-Call, Building
Investment Loan Program, Commercial Revitalization Tax Credit Program, and
Commercial Revitalization Action Grants.
 Interagency coordination to implement revitalization projects including infrastructure
improvements, liquor law revisions, garage construction, development review, town
center zoning, prospect tours, pedestrian improvements, and specialized financing.
 Marketing programs to attract both businesses and patrons to Commercial Revitalization
Districts.
 Development of an Energy Audit Program for small businesses using a $225,000 grant
award from the Department of Energy combined with a $250,000 low interest loan
program.
 Budget preparation as part of the senior management team.

Project Manager
 Redevelopment of the 63 acre Riverdale Apartment complex. Coordinated site
acquisition, assemblage, design guidelines, and redevelopment into a neo-traditional,
mixed-use community of residential, retail, restaurant, and recreational uses.
 Special assignment to the Administration to develop and write the County’s first large-
scale community revitalization action plans. Authored both the Eastern and Southwestern
Baltimore County Revitalization Strategies which identified specific actions addressing
issues of economic development, growth areas, community conservation, housing, public
safety, education, promotion of institutions, and waterfront enhancement.
 Facilitated the UMBC Research Park through the development and permit approval
process and administered Federal and County grants totaling $2.3 million.

Chief, Strategic Planning Division
Reported to the Director. Supervised a multi-disciplinary staff charged with developing and
implementing land use policies and plans and administering the Office’s review of
residential, commercial, and industrial development proposals.
 Supervised the Planning Office’s review of development proposals. This included formal
comments on design, community impact, historic preservation, traffic, and compliance
with development regulations and policies.
 With other agencies, developed legislation reforming Baltimore County’s development
regulations and review process.
 Supervised the annual Master Plan Implementation Report.
 Supervised the creation of design guidelines for residential compatibility, office and
commercial development, and rural cluster development.
 Co-authored the award winning Honeygo Plan, a community plan for over 3,000 acres in
the White Marsh Growth Area based on neo-traditional design concepts and the provision
of adequate facilities.
 Prepared the Zoning Guidelines for the Comprehensive Zoning Map Process to
implement the policies of the 1989-2000 Master Plan.
 Supervised the publication of How to Prepare a Community Plan for community and
business associations.

Master Plan Coordinator


 Supervised and coordinated the organization, development, writing, and production of the
1989-2000 Baltimore County Master Plan. The Plan addressed issues of land use,
community livability, economic development, environmental protection, infrastructure
provision, and implementation.
 Developed extensive public involvement programs and worked closely with many public
officials.
 Co-authored Commercial Planned Unit Development legislation.
 Represented Baltimore County on the Maryland Association of Counties Subcommittee
that reviewed and revised the Statewide land use and growth management program.
