Inside the executive office, three groups support the president’s national program tasks besides ministry
and other government agencies;

● Presidential Staff Office: To assist the President and Vice President in improving the continuous
running of National Priority Programs and the implementation of presidential political
communication, strategic issue management, and ensure that national priority programs are given
under the President's vision and mission.
● Presidential Special Staff: The non-structural institution established to facilitate the implementation
of the tasks of the President of the Republic of Indonesia. These duties are coordinated, given
administrative support and is responsible to the Cabinet Secretary.
● Presidential Advisory Council: Government institution agency under Law No.19 of 2006 with duty on
providing advice and consideration to the president as referred to in Article 16 of the Constitution of
the Republic of Indonesia of 1945.

As of now, a lot of organizational issues happened within the executive office. Not only from the technical
implementation, but the communication flow in response to the public also becomes a major problem that
already harms the president’s image.

● President of Indonesia spokesperson, Fadjroel Rachman stressed that the relaxation of the credit
announced by the President was prioritized to the public who had been declared as a positive
patient of COVID-19. (30/3/2020)
● Minister of State Secretary revised the president’s spokesperson about the statement of allowing the
public to homecoming to their place of origin (2/4/2020).
● Acting Deputy Political Communications of the Presidential Staff Office (PSO) - Jury Ardiantoro
emphasized that all staff in his office were in good health and were not exposed to COVID-19. This
was conveyed by the Jury refuting the statement of Ali Mochtar Ngabalin, who mentioned that there
was a positive staff member in PSO who infected by COVID-19. (3/4/2020)
● Experts of political communication say that miscommunications proved that communication within

EOOE - Agenda Translator (CoS)
The Agenda Translator (CoS) will be delivering and
info all government products to the president and
make sure those products will include the president’s
agenda. This person will also assist the president
during the crisis time as personal think-thank. The job
description of this person is:
● Control the flow of people into the president
Office and manage the flow of information;
● Protect the interests of the president and
negotiate with media, house of representatives,
religious group leaders, and public figure to
implement the president's agenda;
● Advise the president on various issues,
including telling the president the hardest truth.
The requirement of this CoS includes but not limited:
● Understand the president persona and
behavior;
● Knowing the framework of network power,
policy and politics;
● Agile problem solving and delivered person;
● Experienced both outsider and insider from the
government.
● Strong based connection in house of
representative and grass-root community.
To ensure their daily updates, the Agenda Translator
(CoS) will always get the latest issues briefing before
he/she meet the president from the task force and
ISIA (Indonesian State Intelligence Agency). This
briefing includes but not limited to the: program
updates; policy progress; media tip, etc.

have the closest relationship to the minister or chief and understand the framework (program, policy, etc) of their
organization.

● Protect the President image as a symbol (Figure) of the country;

● To defense and uphold the President agenda to multi-stakeholders includes
but not limited to the executive branches and external parties;
● Personal assistance and think-thank to the President in a landscape of
political and policy framework;
● Ensure the vivid work flow between presidential special staff (SKP),
presidential staff office (KSP), and presidential advisory council (Wantimpres);
● Avoid possible overlapping leads when it comes to the president’s crisis
management.
