1- INTRODUCTION
This HSE Remedial Action Plan has been developed by ALBILAL site management and has been
fully endorsed by Albilal senior management:

✓ HSE Dept. Manager: Rafid Shaker.
✓ Johan : HSE director

2- PURPOSE
The purpose of this plan is to mitigate the hazards and general shortfalls in HSE performance. This
will be achieved by implementing effective control measures in relation to the unsafe acts, unsafe
conditions and LSR that have previously been identified.

3- METHODOLOGY
The methodology of this plan has been based on a 3 step approach, consisting of:

i. Hazard Identification
✓ Review historical HSE observations and safety violations.
✓ Conduct internal HSE review with site management team.
✓ Consult with BGC regarding critical HSE non-conformities.
✓ Identify trends and key areas of poor safety performance.
✓ Develop and prioritise a list of critical HSE issues that are to be addressed.

ii. Analysis and development of remedial actions


✓ Site management review of the identified ‘Hazards’.
✓ Develop control measures for the identified ‘Hazards’.

iii. Implementation of corrective actions


✓ Site management to implement the corrective actions that have been developed.

iv. Review of the plan

✓ Upon the full implementation of the identified control measures, site management shall
conduct a review and evaluate the effectiveness of the implemented control measures.
✓ Where control measures are found to be ineffective, further analysis, development and
reviews will be carried out.

4- LIST OF CRITICAL HAZARDS AND HSE NON-CONFORMITIES

Albilal site management team have identified the following issues as the primary reasons for a
failure to achieve an acceptable level of HSE performance during daily routine work:

✓ Lack of supervision/ Communication


✓ PTW and supported documents not matched with actual ground work.
✓ Lack or poor HSE intervention by construction staff (Peer to Peer)
✓ Weekly report not contain all HSE details such as lagging / leading indicators and poor
monitoring.
✓ No HSE lead.
✓ Competence person.

5- REMEDIAL ACTION PLAN


Each of the following sections has been developed to specifically address the list of critical
hazards and HSE non-conformities:

✓ Lack of supervision / Communication


• HSE manager with ALBL trainer will develop some materials to be conducted for
all construction staff (leadership session)
• Each construction supervisor will be responsible for his area regarding safety such
as pre-work preparation and check all PTW and supported documents.
• Apply ALBL Competency guideline and matrix
• Senior leadership visit (plan already in place)
• Communication diagram

✓ PTW and supported documents not matched with actual ground work.
• ALBILAL will use permit request format contain step by step work and it’s must
be approved by ALBL construction manager and BGC discipline supervisor.

✓ Lack or poor HSE intervention by construction staff (Peer to Peer)

• HSE manager and PM will make standdown and safety sessions with responsible
supervisor and discipline lead and try to increase P2P intervention.
• Apply incentive program to encourage them.

✓ Weekly report not contain all HSE details such as lagging / leading indicators and poor
monitoring.

• HSE manager will review the report before submitting.


• New HSE admin will responsible to maintain weekly report with HSE statistics on
daily basis.

✓ No HSE lead.

• Will on site within next couples days

Construction projects manager

• Ensure the application and implementation of this remedial HSE plan;


• Lead one morning TBT per month.
• Enforce to apply disciplinary procedure.

HSE projects managers

• Ensure the application and implementation of this remedial HSE plan;


• To arrange Health surveillance as per this remedial HSE plan.
• To set a personal example by wearing appropriate personal protective clothing/equipment
and observing all safety requirements/procedures.
• Lead one morning TBT per month.
• Apply the HSE site activity plan

Project manager

• Ensure the application and implementation of this remedial HSE plan;


• .Project Manager shall have an overall responsibility of HSE Management to be
well carried out on site
• Project manager have an overall responsibility to provide the required HSE
resources in timely manner and good quality.
• Attend at least one time for internal HSE meeting and walkthrough.
• shall take the accountability & responsibility of any incidents investigation in case
of any accidents occurrence, and prepare the accident report.
• Lead one morning TBT per week.

Site construction lead

• Ensure the application and implementation of this remedial HSE plan;


• Site lead shall promote interest and enthusiasm for HSE throughout the project and
encourage that the related personnel take the responsibilities for preventing any
incident and accidents.

• Site lead shall support Site HSE lead to operate adequate HSE Management System
in order to prevent any incident and accident as well as to achieve the Zero incident.
• Site manager must have organized Bi-weekly internal walkthrough and HSE
meeting.
• Site manager ensure all activities performing safely.
• Intervention and report HSE staff for record.
• Lead one morning TBT per week.

Electrical lead/engineers.

• Must have overall responsibilities about inspection all power tools, cables
connection and panels and must tagged all the tools with register and must have
plan to do this inspection daily, weekly and monthly.
• Must have provide clear & safe method statement for each activity before
submitted any PTW.
• Must have review with site lead and HSE lead all the JHA on weekly bases.
• Ensure all his staff wearing right PPE.
• Ensure his staff qualified to do their job.
• Must have PTW plan for one week look ahead.
• Lead morning one TBT per week.
• He must fill 3 CSSS per week

Civil lead/engineers

• Must have overall responsibility to maintain housekeeping for all site.


• Provide clear and safe method statement for each activity prior to obtain PTW.
• Must lead one morning TBT per week.
• Ensure his staff wearing proper PPE prior to start any task.
• Before start any mechanical excavation must ensure that area free from
underground facilities.
• Review all JHA’s on weekly bases with site lead and HSE lead.
• Ensure to prepare the barricade before start excavation.
• HE Must fill 3 CSSS per week
• Intervention and report to HSE.

Mechanical lead / Engineers.

• Must have overall responsibility about the site traffic management such as flagman
pedestrian, walkway ,etc….
• Provide safe MS for each activity prior to obtain PTW.

• Review all JHA’s on weekly bases with HSE lead and site lead.
• Ensure his staff wearing proper PPE.
• Intervention and report to HSE.
• Lead one morning TBT per week.
• He must fill 3 CSSS per week.

HSE site lead

• Site HSE lead shall conduct regular site inspections.


• audits and prepare inspection & audit reports to take immediate corrective actions.
• Raised weekly HSE report to HSE manger.
• Site HSE lead shall ensure that all employees related to the project take the
relevant training course via proper training program which shall, as minimum,
include induction training for new employees, training for supervision and
management, specific training etc
• Ensure that specific TBT given by engineer prior to start.
• Ensure all hand tools power tools are inspected and tagged.

All technicians / supervisors

shall ensure work tools, apparatus, appliances, materials, and/or equipment, including that
Personal Protective Equipment are used correctly and maintained in good serviceable conditions.
All employees shall report any unusual occurrences (near misses, unsafe situations/conditions) and
all defects to plant and/or equipment to HSE lead.
