CONSTITUTION AND BY-LAWS

PREAMBLE

We, the CNSC Electrical Engineering Students, imploring the aid and blessings of our Almighty
Father, in order to develop an education which is pertinent to the responsible demands, to promote a
strong brotherhood and unity among the Electrical Engineering Students throughout the college and to
contribute to the college’s goal of excellence in higher education in the region, with ourselves bided in
this organization do hereby promulgated and adapt this constitution.

ARTICLE I- NAME AND DOMICILE

Section 1. The official name of the organization shall be Institute of Integrated Electrical
Engineers-CNSC Student Chapter (IIEE-CNSC-SC) and shall be the official student
organization of the Electrical Engineering Department of the CNSC.

Section 2. The organization shall exist as the chapter of the Institute of Integrated Electrical
Engineers-Council of the Student Chapters (IIEE-CSC).

Section 3. The chapter shall have its permanent office in the CNSC College of Engineering
Campus.

Section 4. The organization bears the official IIEE logo with chapter name underneath.

Section 5. The organization shall be affiliated and accredited both by the CNSC Office of the
Student Services and the IIEE-CSC.

ARTICLE II-DECLARATION OF OBJECTIVES AND PURPOSE

Section 1. The IIEE-CNSC-SC shall undertake programs of action complementary to the


development of the CNSC Electrical students both in the academic and non-academic
aspects.

Section 2. The IIEE-CNSC-SC shall pursue the following specific objectives.

a. To promote solidarity among the members of the organization.

b. To act as the center for all the programs and activities of significance to CNSC
Electrical Engineering students.

c. To act as the head of all the year level Electrical Engineering Organization in
relation to Electrical Engineering sciences.

d. To pursue for dynamic program of Electrical Engineering students’ involvement


in campus activities so as to enhance their skills and talent.

e. To encourage research and intensive study in line with technical development and
innovations and;

f. To serve as a link between the administration IIEE-CNSC-SC Electrical


Engineering Professionals and IIEE Student Chapters.

Section 3. To carry out these objectives, the organization shall:

a. Create and coordinate student activities designed to improve the general welfare
of the EE students.

b. Assist the school authorities in disseminating among Electrical Engineering


students the rule and regulations of the university and college.

ARTICLE III-MEMBERSHIP

Section 1. Membership

a. Any bona fide student officially enrolled in Bachelor of Science in Electrical


Engineering in this college is a member of this organization and classified as:
i. Junior Members
ii. Senior Members

b. The first and second year EE students shall be called the junior members of the
chapter and the third, fourth, and fifth year EE students shall be the senior
members.

Section 2. Affiliation

All senior students shall be registered to the IIEE-CSC as members.

Section 3. Dues

a. All members shall pay a membership fee in every semester to the IIEE-CNSC-
SC. The amount to be paid shall be determined by the incumbent officers of the
organization.

b. Aside from the IIEE-CNSC-SC membership fee, all senior members shall pay the
affiliation fee stipulated in the Constitution and By-Laws of the IIEE-CSC.

ARTICLE IV- DUTIES AND RIGHTS OF THE MEMBERS

Section 1. It shall be the duty of the chapter member to:

a. Abide by the constitution and by-laws and by decisions of the majority.

b. Accept responsibility thru positions appointed by the decisions of the majority.

c. Accept responsibility thru positions appointed by the president.

d. Obey policies, decisions and regulations, which may be promulgated from time to
time.

e. Contribute to organization’s development and welfare.

f. Cooperate with the student chapter of the IIEE-CNSC in the attainment of its
objectives.

g. Pay all dues and fees as agreed in the CBL and General Assemblies and to pay
special fees whenever needed as agreed by the officers and adviser.

h. Be obliged to attend the regular and special general assembly.

Section 2. Every member shall have the following rights:

a. The rights to participate to the election process.

b. The freedom to speech and of the press, including freedom to organize thru
peaceful assembly not contrary to the constitution and by- laws of this chapter
and existing laws governing such rights.

c. The right to petition for redress of grievances present views and options reflecting
broad, sound and healthy ideas concerning the welfare of electrical engineering
students to proper authority.

d. The right to be informed of the rules affecting them.

ARTICLE V- OFFICERS

Section 1. The officers shall be elected annually from the active members of the organization.

Section 2. The officers of the IIEE- CNSC- SC shall consist of a President, three (3) Vice-
President (Internal, External & Technical), three (3) Associate Officer for (Internal,
External & Technical Affairs), three (3) Executive Secretary for (Internal, External &
Technical Affairs), a General Secretary, an Assistant Secretary, a Treasurer, an
Assistant Treasurer, an Auditor, two (2) Business Managers, a Public Information
Officer, one (1) Chapter Representative, and Representatives from each block of
electrical engineering students.

Section 3. The president of each block is automatically the representative of their block in the
student chapter.

Section 4. The officers of the organization shall perform other acts as may be required by the
chapter.

Section 5. The president and treasurer shall have the power to sign clearance of all the
members and the remaining officers except their own which shall be signed by the
adviser.

Section 6. The Associate Officer (Internal, External and Technical Affairs), Executive Secretary
(Internal, External and Technical Affairs), Assistant Secretary and Assistant
Treasurer shall be appointed by the President upon the recommendation of the Vice
President (Internal, External and Technical Affairs), General Secretary and Treasurer.

ARTICLE VI - VACANCY

Section 1. In the event of vacancy of the President, the position will be filled up by the Vice
President for Internal Affairs.

Section 2. In case of any vacancy of the position Vice President down to lower position, the
remaining officers shall appoint an active member by majority vote of the officers.

ARTICLE VII - ADVISER

Section 1. The adviser for the organization shall be appointed by the Dean of the college upon
the recommendation of the chapter officers.

Section 2. The function of the adviser shall be limited to that of a technical advice.

ARTICLE VIII - AUTHORITIES AND RESPONSIBILITIES OF THE


IIEE-CNSC-SC OFFICERS

Section 1. The president shall be the chief executive of the chapter. He/she shall:

a. Preside over the regular, special and emergency meeting of the organization.

b. Supervise the business affairs and activities of the organization.

c. Call a meeting as may be necessary.

d. Act as ex- officio chairman of all committees.

e. Represent the organization as full capacity in all activities wherein the chapter
needs his/her representation.

f. Create special committees and appoint the committee chairman and members
from time to time as the needs arises.

g. Recommend and countersign all disbursement of funds.

h. Perform all other duties pertaining to his/her office and/or as may be required of
him/her by the officers.

Section 2. The Vice - President for Internal Affairs shall:

a. Assist the President in all matters where his/her presence is required.

b. Perform the internal duties of the President in the latter’s absence.

c. Be responsible for all activities inside the college premises.

d. Perform such other duties as maybe assigned to him/her by the President, the
IIEE-CNSC-SC, and the members.

Section 3. The Associate Officer for Internal Affairs shall:

a. Assist the Vice President for Internal Affairs in all matters where his/her
assistance is required.

b. Perform such other duties as maybe assigned to him/her by the President, the
Vice President for Internal Affairs, the IIEE-CNSC-SC, and the members.

Section 4. The Executive Secretary for Internal Affairs shall:

a. Establish an efficient secretarial support to the Vice President for Internal Affairs
in all matters where his/her assistance is required.

b. Perform such other duties as maybe assigned to him/her by the President, the
Vice President for Internal Affairs, the IIEE-CNSC-SC, and the members.

Section 5. The Vice - President for External Affairs shall:

a. Assist the President in all matters where his/her presence is required.

b. Perform the external duties of the President in the latter’s absence.

c. Be responsible in all activities inside the college premises.

d. Perform such other duties as maybe assigned to him/her by the President, the
IIEE-CNSC-SC, and the members.

Section 6. The Associate Officer for External Affairs shall:

a. Assist the Vice President for External Affairs in all matters where his/her
assistance is required.

b. Perform such other duties as maybe assigned to him/her by the President, the
Vice President for External Affairs, the IIEE-CNSC-SC, and the members.

Section 7. The Executive Secretary for External Affairs shall:

a. Establish an efficient secretarial support to the Vice President for Internal Affairs
in all matters where his/her assistance is required.

b. Perform such other duties as maybe assigned to him/her by the President, the
Vice President for Internal Affairs, the IIEE-CNSC-SC, and the members.

Section 8. The Vice - President for Technical Affairs shall:

a. Assist the President in all matters where his/her presence is required.

b. Perform the technical duties related to the organization.

c. Be responsible for all activities inside the college premises.

d. Perform such other duties as maybe assigned to him/her by the President, the
IIEE-CNSC-SC, and the members.

Section 9. The Associate Officer for Technical Affairs shall:

a. Assist the Vice President for External Affairs in all matters where his/her
assistance is required.

b. Perform such other duties as maybe assigned to him/her by the President, the
Vice President for Technical Affairs, the IIEE-CNSC-SC, and the members.

Section 10. The Executive Secretary for Technical Affairs shall:

a. Establish an efficient secretarial support to the Vice President for Technical


Affairs in all matters where his/her assistance is required.

a. Perform such other duties as maybe assigned to him/her by the President, the
Vice President for Technical Affairs, the IIEE-CNSC-SC, and the members.

Section 11. The General Secretary shall:

a. Assist the President in all matters where his/her presence is required.

b. Prepare the minutes in all meetings.

c. Keep an order file of the records and minutes of the organization.

d. Issue notices and calls for special meetings.

e. Prepare and send letters, memoranda and other formal correspondence as


certified by the President.

f. Monitor and record the activities and accomplishments of all the committees.

g. Prepare the Accomplishment Report of the chapter for every semester.

h. Perform such other duties as maybe assigned to him/her by the President, the
IIEE-CNSC-SC, and the members.

Section 12. The Assistant Secretary shall:

a. Assist the General Secretary in all matters where his/her assistance is required.

b. Check, record and prepare the attendance of the organization officers and
members during meetings, assemblies and events.

i. Perform such other duties as maybe assigned to him/her by the President, the
General Secretary, the IIEE-CNSC-SC, and the members.

Section 13. The Treasurer shall:

a. Be liable to any finance lost entrusted to him/her.

b. Facilitate and record collection of membership fees.

c. Keep all financial records and properties of the organization which shall be
supported by vouchers and official receipts.

d. Prepare the financial statements which shall be supported by vouchers and


official receipts at the end of every semester.

e. Report the financial status of the organization during regular meetings of officers.

f. Perform such other duties as maybe assigned to him/her by the President, the
IIEE-CNSC-SC, and the members.

Section 14. The Assistant Treasurer shall:

a. Assist the Treasurer in all matters where his/her assistance is required.

b. Perform such other duties as maybe assigned to him/her by the President, the
Treasurer, the IIEE-CNSC-SC, and the members.

Section 15. The Auditor:

a. Have the power, authority and duty to audit all accounts and funds of the
organization.

b. Certify the legality of expenses incurred by the council.

c. Check all disbursement of funds of the IIEE-CNSC-SC.

d. Perform such other duties as maybe assigned to him/her by the President, the
Treasurer, the IIEE-CNSC-SC, and the members.

Section 16. The Public Information Officer shall:

a. Disseminate information duly approved by the President.

b. Promote and advertise the activities of the organization to officers, members, and
public.

c. Supervise and monitor the organizations social media account and bulletin board.

d. Be the spokesperson of the IIEE-CNSC-SC

e. Perform such other duties as maybe assigned to him/her by the President, the
IIEE-CNSC-SC, and the members.

Section 17. The Business Managers shall:

a. Supervise all business, including inquisition of properties, services and fund


raising activities of the council.

b. Be authorized to receive or disburse fund of the council in the absence of the


Auditor, by virtue of Treasurer and President.

c. Perform such other duties as maybe assigned to him/her by the President, the
IIEE-CNSC-SC, and the members.

Section 18. The Chapter Representative shall:

a. Be the coordinator for the chapter, including representation with other student
councils and other student chapters of the IIEE-CSC.

b. Perform such other duties as maybe assigned to him/her by the President, the
IIEE-CNSC-SC, and the members.

Section 19. The Representative shall:

a. Disseminate information of the chapter in his/her respective block.

b. Assist the treasurer in collection of fees and dues.

c. Be the coordinator for their respective year levels.

d. Perform such other duties as maybe assigned to him/her by the President, the
IIEE-CNSC-SC, and the members.

ARTICLE IX – ELECTION OF CNSC STUDENT CHAPTER OFFICERS

Section 1. An annual election of the IIEE-CNSC-SC officers shall be held during the EE Days
or Assembly Meeting called upon by the acting President.

Section 2. The elected officers shall serve for a term of one year or until their successors are
elected.

Section 3. The elected officers are the President, Vice-President for Internal Affairs, Vice-President for
External Affairs, Vice-President for Technical Affairs, General Secretary, Treasurer, Auditor,
P.I.O., Business Managers, and Chapter Representative.

Section 4. Qualification:

a. The President down to Auditor shall not have any other affiliations as an officer
in any school, student councils and non-school based organizations other than the
IIEE-CNSC-SC. He/She shall not be also a quizzer during the period of his/her
tenure.

b. The President, Vice-President (Internal, External and Technical Affairs),


Secretary and Treasurer must be senior members.

c. All remaining positions are open to all members.

Section 5. The three (3) Associate Officer for (internal, external & technical) and three (3)
Executive Secretary for (internal, external & technical) shall be appointed by
the President upon the recommendation of the VP for Internal Affairs, VP for
External Affairs and VP for Technical Affairs.

ARTICLE X-IMPEACHMENT, SUSPENSION, RESIGNATION AND


DISCIPLINARY ACTIONS

Sections 1. Any officer who violates the Constitution and By-Laws of the IIEE-CNSC-SC
commits grave misconduct and whoever neglected his studies shall be liable for
impeachment and suspension.

Section 2. For the purpose of the suspension, an affirmative vote of at least two-thirds of all the
chapter members shall be required.

Section 3. Any member may submit his formal complaint against any officer and member to the
IIEE-CNSC-SC officers. After receiving the said complaint, the other officers shall
study and act upon with the guidance of the adviser.

Section 4. Any officer may quit his/her post anytime. Resignation shall be in writing and shall
take effect upon the approval of the officers of the IIEE-CNSC-SC.

ARTICLE XI-MEETING AND QUORUMS

Section 1. The regular meeting of officers shall be held once every month.

Section 2. General Assembly, Special and Emergency meeting may be called by the President.

Section 3. General Assemblies shall be held once every semester. But in case of necessity,
another general assembly may be called.

Section 4. Any meeting shall proceed only with quorum.

Section 5. Any meetings except general assemblies shall be in the form of Parliamentary
Procedure which includes the following procedures:

Section 6. Any member who absents himself from any meeting shall within five (5) days from
the date of the said meeting submit a written explanation addressed to the president as
to the reason or reasons for his failure to attend the meeting. The president shall
evaluate the explanation. In the event that the reason or reasons are unacceptable for
being unjustified, the erring member or members shall pay a fine of P 50.00 through
the Treasurer.

Section 7. Any officer who committed three (3) consecutive absences in regular meetings shall
be subjected to disciplinary action.

ARTICLE XII – FUND

Section 1. The fund of the IIEE-CNSC-SC shall come from membership fees, contributions and
solicitations and proceeds of fund raising activities.

Section 2. The fund of the chapter shall be deposited in the bank in a joint savings account
signed by the President and Treasurer and countersigned by the Adviser of Institute of
Integrated Electrical Engineers of the Philippines, Inc. CNSC Student Chapter.

Section 3. The fund of the chapter amounting to Php 15,000. or higher is required to be deposit
into the bank account of the IIEE CNSC-SC.

Section 4. The fund shall not be borrowed and/or be used for personal expenses of any member.

ARTICLE XIII – AMENDMENTS AND REVISIONS

Section 1. All amendments or revision of this Constitution and By-Laws shall be confirmed by a
majority of votes from the IIEE-CNSC-SC officers in a meeting duly held for the
purpose.

ARTICLE XIV - SEPARABILITY CLAUSE

Section 1. Any part or section of this Constitution and By-Laws found to be unconstitutional or in
violation of the local laws including that of the school policies shall deemed to be invalid but
shall not invalidate all other sections or portion not affected thereby.

ARTICLE XV – EFFECTIVITY

Section 1. This constitution and by-laws shall take effect on the following day of its ratification.

Adopted and ratified this 13th day of September, 2021 via Google Meet platform.
