Q: Explain which laws prescribe penalties and summary trial in CAR’84.

Ans:

333. Penalty.- Any person contravening any of the provision of these rules shall be punishable
with imprisonment for a term not exceeding one year or with fine not exceeding Taka Five
thousand, or with both.
334. Summary trial.- Notwithstanding anything contained in the Code of Criminal
Procedure, 1898 (Act V of 1898), or in any other law for the time being in force, any Magistrate
of the first class may try in a summary way in accordance with the provision of sections 262 to
265 of that Code of any breach of, or failure to comply with, any rule.

Q. what shall be ensured by pilot and operator of FDR?


Ans:

The pilot-in-command and the Operator shall ensure that:

a) The FDR shall be operated continuously from brakes release on takeoff until it has
completed the landing;
b) All recorded data is kept until the aircraft has been operated for at least 25 (twenty
five) hours after each operating cycle;
c) A maximum of 1 (one) hour of recorded data may be erased for the purpose of testing the
flight recorder of the flight recorder system; and
d) All erasure must be recorded in the appropriate maintenance documentation.

Q. What are the privileges of type rated AME?

Ans:
In respect of aircraft registered in Bangladesh, the holder of a type rated AME License issued by
the CAAB may issue the following certificates:

(a) Certificate of Compliance


(b) Maintenance Release
(c) Certificate of Fitness for Flight

Q. How ICAO composed? Major duties of council.


Ans:

ICAO has a sovereign body, the Assembly, a governing body and the Council.

The Council is a permanent body responsible to the Assembly and is composed of


representatives from 36 Contracting States elected by the Assembly for a three-year term.

The Council and its subsidiary bodies set the continuing direction of the work of the
Organization. One of the major duties of the Council is to adopt International Standards and
Recommended Practices and to incorporate these as Annexes to the Convention on International
Civil Aviation. The Council may act as an arbiter between Contracting States on matters
concerning aviation and implementation of the Convention; it may investigate any situation
which presents avoidable obstacles to the development of international air navigation; and, in
general, it may take whatever steps are necessary to maintain the safety and regularity of
operation of international air transport.

Q. Definitions:

Condition Monitoring (CM): Not a preventive maintenance process, having neither Hard Time
nor On-condition elements but one in which information on items gained through operational
experience is collected, analyzed and interpreted on a continuing basis as a means of
implementing corrective procedures.

Maintenance Release : "Maintenance Release" means a document issued in respect of each


aircraft at prescribed intervals, which certifies that all maintenance specified in the maintenance
program for that aircraft, and all other outstanding maintenance, have been accomplished and
certified in accordance with all the applicable Airworthiness standards and requirements.

"Convention" means the convention on International Civil Aviation signed in Chicago on


the seventh day of December, 1944, and any amendments of the Convention or Annex thereto
made in accordance with the provisions of Article 94 of the Convention;

On Condition: The term "ON CONDITION" means that the condition of a unit or assembly is
determined by periodic inspection or functional check. The condition that is found will provide
the information necessary to determine the extent of any additional inspection, repair or overhaul
that may be required to place the unit or assembly in an airworthy or serviceable condition.

“Safety management system” means, a systematic approach to managing safety, including the
necessary Organisational structures, accountabilities, policies and procedures.

“Authorized Release Certificate” (previously known as release note) means a document


issued by the delegated “Appropriate Person(s)” of an approved organization following
manufacture, overhaul, repair, modification or procurement of aircraft materials, parts or
components, which attests that the particular product/maintenance work on the item has been
completed in the satisfactory manner in accordance with the approved data, the procedures
described in the organization procedures manual, the item is considered airworthy for release to
service and is in condition for safe operation.

"Maintenance Release” means a document issued by the “Delegated Appropriate Person” in


respect of each aircraft at prescribed intervals as stated in the AMS, after each scheduled Check
and un-scheduled maintenance including defect rectification, which contains a certification
confirming that the maintenance work on the aircraft has been completed in a satisfactory
manner in accordance with the applicable approved data, the procedures described in the
organization’s Maintenance Procedures Manual, the aircraft is considered airworthy for release
to service and is in a condition for safe operation.

“Aging Aircraft” means the aircraft which have completed design economic life or 20 (twenty)
years of age (as applicable) from the date of manufacture, whichever is earlier.\

"Independent inspection" means a certified inspection made by a qualified person and which is
the second part of a duplicate inspection.

Q. What are the circumstances to amend ANO or issue of new ANO?

Ans:

Processing amendment of existing ANOs or Issue of New ANOs (Airworthiness Requirements),


under the following circumstances:
(i) Whenever a new Rule is incorporated in the CARs 1984 or
(ii) Whenever an existing rule is amended / revised and
(iii) Whenever an amendment to ICAO annexes are issued which necessitates revision of any
ANOs or Issue of an ANO.

Q. What manual is selected for Part 145?

Ans:
EASA Part 145 has been selected to provide the basic structure of Part-145, but with appropriate
customization for the need of Member States.
This is a regulation common to the states Bangladesh, India, Maldives, Pakistan, Sri Lanka and
Nepal (here in after referred as Member States) for the Maintenance Organisations.

Q. What is the relevant maintenance experience required before re-application following


an unsuccessful attempt in a written LWTR or Type rating examination?

Ans: Following an unsuccessful attempt in a written LWTR or Type Rating examination, the
applicant shall acquire at least 60 (sixty) working days of relevant maintenance experience
before re-application.
