INTRODUCTION
The Philippine Informal Reading Inventory (Phil-IRI) has been used by the
Department of Education for a number of years to determine the reading levels of
the learners. This assessment tool served its use not only to determine the reading
levels of the learners but also as a basis to develop reading intervention programs
and materials for the struggling readers.

The Department of Education, Division of Rizal has taken the initiative to develop
reading instructional materials that will not only test the reading levels of the learners
but also to provide instructional decisions in reading across all grade levels.

As part of DepEd Rizal’s “innovision”, THE READING LEARNING PACKAGE is


conceived!

THE READING LEARNING PACKAGE is a compilation of locally-crafted reading


instructional materials with questions provided following the three levels of questioning:

LITERAL explicitly stated/given

Questions which require learners to read


INTEPRETIVE between the lines to find the answer

Questions that draw from the learners their own


APPLIED way of visualizing things based on their own
scheme

The reading materials included have two parts; the teachers’ copy and the
learner’s copy. The selections are a combination of both narrative and expository
texts. The topics are carefully selected to appeal to the interests of the learners.

It also includes guideposts in reading administration processes and reading


assessment forms and templates. This package also has a priming part that will aid
the teachers in implementing the reading articles.

The main goal of this reading package is to assess the reading level of junior high
school learners, likewise, guide them in strengthening their vocabulary and reading
comprehension skills. Also, this package is designed to help reading teachers adapt their
techniques in teaching reading based on the needs of the learners. Furthermore, this will
also aid the technical-assistance providers to identify the problem in the field and propose
solutions to the identified problems specifically in reading. Finally, the proposed solutions
can be elevated to the policymakers to develop professional development programs such
as teacher-training programs to enhance the skills of the teachers in teaching reading.

Reading
Assessment Process

1. All secondary learners from Grades 7 – 10 will take a group


silent reading test. The reading selections to be used in this
test were crafted by selected teachers from the Division of
Rizal.

2. The learners will be given (10) ten minutes to read the


selection and answer seven questions included in the
selection.

3. The teacher will collect the answer sheets and check the
answers of the learners. (Dont check in the class since the
same material shall be used for the individual reading test)
Learners who will get three points and below shall take the
Individual Oral Reading Test. The oral reading test shall be
conducted one week after the group reading test.

4. In conducting the oral reading test, the same reading


selection and questions will be used.

5. The existing rules and procedures will be followed in


conducting the oral test.

6. Reports will be made after all data have been gathered


using the forms provided by the Division Office and submitted
to the EPS in English

PRELIMINARIES
THE PRINCIPAL

1. Attend orientation in the District on the conduct of the reading assessment.


2. Select teachers who will administer the reading assessment/inventory. ( max.of 50
learners to be assessed per teacher)
3. Orient teachers on the conduct of the reading test.
4. Prepare and reproduce materials.
5. Choose an area for the reading assessment.
6. Prepare a memorandum for the purpose including the schedule (time, date).
7. Make sure that the logistics are prepared, venue is well ventilated and well-lighted.

PROMPT
General Instructions
It is important to establish a relaxed atmosphere and build rapport with the
children to be assessed, via some simple initial conversation among topics
of interest to the child (see example below). It is important to emphasize
that the assessment is not meant to grade or score the children like an
exam. Read only the dialogue box below aloud slowly and clearly.

Prompts: Have you ever seen Magicians?
How do you feel after seeing their magic tricks? Read the selection.

THE MAGICIANS
Have you ever seen a magician pulling a rabbit out of a hat? Magicians such
as these perform illusions. They perform tricks using animals, people and special
equipment. One popular illusion has, the magician places an assistant in a large
box and saws the box in half. The assistant gets out unharmed every time!

Another kind of magician is one who performs close up magic. These magicians
perform tricks with cards and small objects. Even when members of the audience
stand close to the magician, they still cannot figure out how tricks are done.

Dona Teodora, Rizal’s mother is a heroine in her own right. She had suffered shame,

pension as a sign of appreciation of the Filipino people. However, Dona Teodora firmly

With the average hours of TV viewing reaching an alarming average of eight hours
a day, most people have forgotten reading as an enjoyable activity.
They hardly read news stories and articles and don’t read books for enjoyment.
Some would even spend a whole day working on their gadgets and iphones.
Technology has taken the place of books in today’s generation. Their lifestyle has also
changed giving individuals less time to interact with each other.
Research says that reading gives people more opportunity to participate in meaningful
