UPGRADING PROJECT

Dear Sirs,

Anton Oilfield Services DMCC (“AOS”) is pleased to invite your company to submit a Tender
Proposal for above mentioned tender. Your tender submission shall be strictly in accordance
with the requirements listed in ITT.

Before your tender submission, please read and understand clearly the content of all the ITT
documents which include the following:

Part I : Instructions to Tender

Part II : Tender Forms
Part III : Draft Contract

All costs incurred in preparing and submitting your tender shall be solely at your expense
and will not be reimbursed by AOS under any circumstances.

Tenderer is not exempted from Taxes and Duties imposed by the Government of Iraq,
however Tenderer is responsible to seek clarification through its tax advisor on the
applicability of those provisions prior to submitting the proposal.

All rates proposed by the Tenderer shall be quoted in United States Dollars (USD) and shall
be firm till the provision of services completed. AOS payment will be made as specified in
Section III-: Schedule of Compensation.

Tender Proposal shall be binding for 180 days from the Tender Closing date.

Furthermore, AOS shall not be responsible for any loss and/or delay in delivering your
proposals. AOS reserves the right to reject any or all Tenderers or select Tenderer(s) of its
choice without assigning any reasons.

In case of any technical or commercial clarification for tender preparation, Tenderer is

requested to submit its queries through email (tender@majnoon-ifms.com).

Tenderers are requested to ensure quality packing is used to avoid damage of bid
documents while transportation.
