Lockout/Tagout Training Program For Employee Safety & OSHA Compliance Lockout/Tagout Training Program Pe ee ae we ee Employee Skill Card Even though it may only take a minute to reach into a machine and clear a jam or to open a guard and change a part, it only takes a second for the machine to cause a serious injury if it starts up unexpected. tts fairly obvious that mechanics need to use lockout/tagout procedures to protect ‘themselves during repair or maintenance jobs. But, other employees also need to be aware of lockout/tagout ‘Any employees who are authorized to make adjustments, change parts, or do any cleaning or maintenance operations that require them to place their hands (or any parts oftheir bodies) into pinch points or other points of operation need ‘the same lockout/tagout training and equipment as a full-time mechanic. What is lockout/tagout Lockout/tagout is the prncess af anplying Incks and tags tn block the flow of energy ‘rom a machine's power sources so that the equipment cannot start unexpectedly. Lockout devices can include locks, blocks, or chains that are applied to energy {isolating devices (switches, valves, et). ‘Lockout/tagout prevents injuries during work involving repairs, replacements, or modifications made to machines or equipment. During normal operations, lockout/tagout is needed whenever an employee must: ‘= Remove or bypass a guard or other safety device, + Place any part of his or her body into a machine's point of operation ‘ora danger zone associated with a machine's operation cycle. Who is involved in lockout/tagout? Lockout/tagout involves more people than machine operators and mechanics, ‘Anyone who works in an area where lockout/tagout is needed must be aware of the lockout/tagout program. ‘Authorized employees can physically lock or tag out machines to do service or ‘maintenance work as outined in lockout/tagout procedures. Affected employees either operate equipment that can be locked or tagged ‘out or work in an area where lockout/tagoutis used. They must understand ‘and comply with the lockout/tagout program. Other employees are those whose work operations are or may be in an area where lockout/tagout may be used. They must be instructed about lockout/tagout and know that they are never to attempt to restart equipment that has been locked or tagged out. Applying lockout/tagout Authorized employees must follow these seven steps, in the correct order: 1. Prepare for shutdown Before the authorized or affected employee turns off the machine, the authorized ‘employee must know the type and magnitude of the energy and its hazards. ‘Aso, the authorized employee must know how to control the energy. 2. Notification Before lockout/tagout devices can be applied, either the employer or the authorized employee must notify the affected employees. 3, Shutdown ‘The machine or equipment must be turned off following orderly, established procedures, Shutting down the machine must not create any increased hhazards from equipment stoppage. 4. Isolate equipment ‘The authorized employee who is performing the servicing or maintenance work is to isolate the machine or equipment from its energy sources. The energy isolating devices (disconnect switches, circuit breakers, valves, etc.) ‘must be physically located and operated by the authorized employee. Apply lockout/tagout devices ‘The authorized employee is to apply lockout/tagout devices to each eneray Isolating device, Lockout devices must hold the switches, valves, ete. in the "safe" or “oft position Many machines have more that one power source, make sure all of them are deactivated and secured. 6. Release stored energy ‘Any potentially hazardous stored or residual energy from al sources and components must be released, relieved, sisconnected, or restrained. This sa eiical step because a small amount of residual energy can be extremely harmful. ‘The authorized employee releases stored energy by: « Bleeding off pressure. * Blocking elevated parts in place. * Draining lines, * Letting equipment cool, * Discharging capacitors. * Other methods specified in the lockout/tagout procedures. 7. Verification ‘This last, crucial step ensures that the lockouttagout procedure has successfully isolated the machine or equipment from its energy sources (the machine is in a "zero energy state"). To do this, the authorized employee may operate the machine's controls to verity that the equipment is isolated (and then ‘eturn the controls to their "oft" positions) The verification process could also include reading pressure or temperature gauges and using test equipment. ‘At this point, the authorized employee can safely start the repair or ‘maintenance work. Release from lockout/tagout ‘When repair or maintenance work is completed: 1. Check the machine Before any lockout/tagout devices are removed, the authorized employee is to replace all machine guards and remove tools and nonessential items from the area. Remove any blocking devices that were inserted, and make sure the machine or equipment is intact and ready to operate. 2. Check for employees ‘The authorized employee must check the work area to make sure that all ‘employees are in a safe place away from the equipment before any lockout/tagout devices are removed. 3, Remove lockout/tagout devices ‘The lockout/tagout devices may only be removed by the authorized ‘employee who applied them. 4, Notification After the lockout/tagout devices have been removed and before the equipment 's started, the affected employees must be notified thatthe lockout/tagout devices have been removed. 5. Reenergize Energy can now be restored to the machine, Conclusion When you're at work, you want to be productive and do the job right. Part of ‘the ob is working safely. f you overlook lockout/tagout procedures, you put ‘yourself and others at risk. So, lok out for yourseff and your co-workers. Follow your facility's lockout/tagout procedures, and ask questions if you're not sure about when lockouttagout is needed or how its to be done.
