Tender Notice
Tenders should be submitted in the prescribed form and in sealed covers prominently
superscribed “TENDER FOR RUNNING CANTEEN AT BSNL BHAVAN, KOLLAM “ and
should be addressed to Assistant General Manager(Admn), O/o GMTD, BSNL Bhavan,
Vellayittambalam, Kollam-12 by registered post acknowledgement due or should be
deposited in the Tender Box available in this office. No acknowledgement will be made
separately. No Tender brought to this office after the last date of receipt of filled up tender
will be accepted. BSNL will not be responsible for any delay in transit of tenders sent by
post/courier.

1. Tenders are called for from Experienced Persons /reputed Kudumbasree Units /
Other Registered Agencies (hereafter called unit) to run canteen on contract basis
for a period of one year in the BSNL Bhavan Vellayittambalam, Kollam. The period
of contract can be extended for a further period of one year if both parties are
agreeable with same terms and conditions.
3. Date and time of opening the Tender : 15.00 Hrs on 27 /09 /2021
4. EMD of Rs.500/-(Rupees Five Hundred Only) should be paid at the cash counter of
O/o GMT, BSNL, Kollam and the receipt should be attached with the Tender. Tender
not containing EMD receipt in the form of ACG-67 will be rejected.
6. List of items to be supplied in the canteen is attached in Annexure I,II & III
7. The acceptance of the units will be made by considering the reasonableness of the
rate with respect to the prevailing market rate. L1 rate will be decided as per main
rate in Annexure-1.

Requirement from the unit
8. The Unit must ensure that the persons engaged by them are medically Fit,examined
at their own cost before engagement and subsequently periodically examined at the
intervals, to be specified by BSNL. The contractor shall ensure that the workers
engaged by them are medically fit.
9. The unit must ensure that the persons employed by them are scrupulous and
maintain adequate hygiene and health and follow Covid protocol as instructed by
the appropriate authorities. The Unit must also ensure that all the persons
employed by them are vaccinated against Covid-19.
10 The unit will be held responsible for decorum, discipline and good behaviour of the
persons engaged by them.
11. The unit will be liable and responsible for the safety and up keep of all furniture,
fittings, utensils and other facilities provided by the BSNL. They will be responsible
for making good the damages, accidental or incidental ,to the functions of the
canteen.
12. All intoxicating substances including Alcoholic drinks, tobacco products, pan etc are
prohibited. Also using of open flame/fire in and around the premises is prohibited.
13. The unit must ensure that hygienic and good quality eatables are made available in
the canteen during the working hours. Officers designated/ nominated by BSNL will
be free to inspect the canteen at any time, and carry out sample tests to find out
whether the provisions are up to required standards.
14. It is the responsibility of the unit to procure the required fuel and all raw materials
including rice, sugar, wheat etc from their own resources. BSNL will not be held
responsible for this in any manner. In such cases also the material shall be of good
quality. The cooking oil should be of an approved quality preferably coconut oil.
Ghee to be used should be of an approved quality. BSNL may check any of the
provisions at any time for quality. The empty gas cylinders will be supplied by BSNL
and it is the duty of the unit to refill the same and return the same on expiry of the
contract period.
15. Prices of food articles once agreed upon shall be maintained and no upward revision
will be allowed during the currency of the contract.
16. Canteen facilities should be made available from 9AM in the morning to 5 PM in the
evening including bandh/hartal days. Any failure to make the Canteen facilities
available as prescribed shall be good and sufficient reasons for cancellation of the
contract and the forfeiture of the Security Deposit made under the contract.
17. The persons engaged by the unit for canteen work will have no rights and privileges
of employment or any other benefits in the BSNL. In other words, the persons
engaged by the unit will be the exclusive responsibility of the unit itself with no
liability or responsibility on the BSNL.

18. The unit will be responsible for keeping the canteen neat and clean without any litters
and insects such as cockroach, flies, rats etc. They should also maintain cleanliness
of all utensils, appliances etc at all time. The food waste/ other waste of cooking
should be disposed off daily in Municipal garbage bin available elsewhere outside the
office premises.
19. The unit shall obey the instruction of the appropriate authorities with regard to the
hygiene, disposal of waste ,quality and upkeep of the canteen from time to time.
20. No unauthorized persons should be served with food items prepared in the canteen.
Prepared food shall not be permitted to take outside the BSNL premises. Only
Employees of BSNL & persons having official dealing with BSNL are eligible for
availing canteen facility.
21. Persons engaged by the Unit ,should observe utmost economy and safety measures
in the use of electricity and water. The unit should work under the guidance of the
officers authorized by BSNL, for this purpose.
22. Under no circumstances, the Canteen shall be kept open, before or after permitted
time, without prior permission, for any reason, whatsoever
23. Employees of BSNL and their close relatives are not eligible for participating in the
Tender.
24. Payments for the items (Annexure I, II & III) supplied to the Employees of BSNL, are
to be collected directly by the unit. No payment will be made from GMT office to
the unit.
25. The General Manager , BSNL, Kollam, reserve the right to cancel the contract at any
time during the period of the contract without assigning any reason.
26. The bidder should serve the tea/snacks to the work place in the GMT Office twice
during the office hours viz 10.30 to 11.00 hrs and 15.30 to 16.00 hrs in addition to the

27. L1 rate will be decided as per the main menu rate as in Annexure I. Acceptance of
the rates will be made by considering the reasonableness of the rates with respect
to market rate.
28. The optional items shown in Annexure III should be supplied at least once in a week.
However the rate for these items will not be considered for deciding the L1 rate.
Every bidder has to opt for every items.
29. The bidder should be experienced and registered with Kudumbasree Unit / any
registered agencies and Registration Certifiicate should be attached with the
documents.
31. All items of furniture and fixtures are available in the canteen. This will include

list. However, any breakage or loss will be made good from the unit.
33. If the contractor violating any of the conditions mentioned above ,the General
Manager,BSNL Kollam reserves the right to cancel the contract/forfeit the S.D. at
any time during the period of contract.

Rs.500/-

2. The bidder should be experienced and registered with Kudumbasree Unit / any
registered agencies and Registration Certifiicate should be attached with the
documents.
3. The tender documents should be signed in each page by the authorised person and
the seal of the Kudumbasree unit/ Other registered agencies must be affixed on it.
