Introduction
Security forces have issued a general threat alert, referring that terrorist ex TTP are planning to
carry out terrorist activity in Rawalpindi / Islamabad and Lahore in near future, indicating the group
has transported explosives or other allied material for the activity. As per available information,
the targets in Rawalpindi / Islamabad is likely the security forces /LEAs/ intelligence agencies or
civil administrations dealing with Lal Masjid authorities.
To note that a similar threat alert was issued in recent past, one referring to target most high-
profile personalities by the foreign terrorists entered Pakistan, and other mentioning terrorists and
anti-state elements that were planning to target important security installation buildings, public
places and public gatherings to cause maximum damage.
Reportedly, the general threat alert is usually followed by a security incident in some location in
the country.
Although UNDSS has no information on direct threat against UN in ISL/RWP area, nevertheless,
UN could become the victim of “wrong place/ wrong time” type incident while being present of a
close proximity of various types of IEDs including BBIED or SVBIED and VBIED blasts, and/or be
caught in a roadblock from security sources, which may cause road congestion and delays on
travelling.
• Exercise caution, maintain your situational awareness and overall vigilance in daily/routine
missions and activities;
• Avoid unnecessary movements and maintain low profile;
• Remain vigilant of the surroundings and avoid overcrowded places;
• Strictly cooperate with LEAs and carry all important documents to avoid any
inconvenience;

• Maintain personal awareness of the situation when visiting public places. In case
suspicious activity is observed in the area, immediately leave the place.
• While visiting the public places, inform the agency SFP about your location and the
expected duration.
• Sensitize family members to safety, especially women and children.
• When driving, ensure that doors/windows are always locked;
• Avoid walking alone as much as possible, particularly in squares, public roads and / or
isolated places or even poorly secured routes, and with lacking security measures, that
may provide the opportunity to terrorists for accomplishment of the terrorist activities.
• Don’t stop to help anyone on the roadside that is requesting food/money;
• Treat mechanical breakdown as a security incident: report your location and status to
SOC immediately;
• Carry VHF set/Mobile phone for immediate sharing of information;
• Staff members should be reminder on the security briefings and advisories sent, related
to the likelihood of a kidnapping/IED incident;
• UNAFPs to review the access control in the UN facilities/residences and brief the guards
on the threat/information;
• In case of a major security incident, headcount should be immediately conducted by
agency wardens/security focal points;
• Coordinate/liaise the scheduled activities, missions and visits with the security forces;
• Review and update communications trees, warden plans and contingency plans;
• Follow the advisories and security measures in place;
• Report to UNDSS SOC any unusual/suspicious activities, objects, individual(s)
immediately;
• Plan travels accordingly.
UNDSS will closely monitor the situation and will issue further alerts/advisories accordingly.
