A PROPOSED 15-MINUTE CITY PLAN
LOCATED IN MALOLOS, BULACAN

On designing our city, we ought for it to utilize the “grid system” layout,
taking advantage of the Malolos’ relatively flat lands. This layout allows
for a more organized and sectioned plan making the city easier to
navigate and coherent. This also benefits the residents in a way that
they can have easier understanding of the city layout, hence allowing
them to live a more efficient life.

PROPOSED PLAN ORIGINAL PLAN

In order to allow natural and fresh air, lessen heat and pollution,
Multiple green spaces plazas, and open spaces full of trees and
greeneries were scattered throughout the city too. These public
spaces are meant for entertainment, lounging, walking around
and riding bikes and the likes. This can help in providing a new
view and a fresh look, rather than the typical “busy city” design
full of skyscrapers and congested building.
GREEN SPACE PERSPECTIVE

The placement of residential areas was placed near the edge of

the perimeter, surrounding the city, while the business districts,
some commercial areas and government offices and the like were
situated on the center. Other commercial spaces were scattered
throughout the city too for easier access and less travel for the
residents. Proper zoning and locating of spaces were also done
for optimization and efficiency for the users and residents.

BACKGROUND OF MALOLOS
The location of the proposed 15-minute city is in Malolos, the capital city of Bulacan. Malolos is a city of rich culture and history, founded in
1580 by Augustinians, it was once considered as the capital of the Philippine Republic. The name Malolos came from the word “paluslos” which refers
to the downward stream of the river, the Spanish having a hard time pronouncing the term, mispronounced it as “Malolos”. The city’s main source of
income comes from mostly agriculture and farming with more than four thousand hectares of farmland, as well as aquaculture with greater than two
thousand hectares of fishponds.
Malolos is a city with 67.25 square kilometers of land area and sports 21 barangays. As per the 2020 census, the population of
Malolos is 261,189 residents, with that, the city, per square kilometer has 3,884 people. Bulacan has multiple modes of transportation like jeepneys and
buses to tricycles. In 2020, is posted by the official social media account of The Land Transportation Franchising and Regulatory Board (LTFRB) in
region 3 that it has allowed 26 routes to be used by 1,598 units of public utility jeepneys. It also allowed 5 routes to be used by point-to-point buses.
With the opening of a new North Luzon Expressway (NLEX) last 2019, travel from Malolos, Bulacan heading to Manila became shorter.
