BRIEF SUMMARY OF THE PROJECT

Subject: Environmental Clearance for Proposed Coal to PVC Plant Project near
Village Vandh & Tunda, Taluka Mundra, District Kachchh, Gujarat by M/s. Adani
Enterprises Limited.
Adani Enterprises Limited (AEL) will conceptualize and execute the envisaged Coal to PVC Project at
Mundra, Gujarat. The investment for the proposed Coal to PVC Project is estimated at INR 29,200
Crores (US $ 4 Billion). The PVC Production capacity of the proposed project is 2000 KTPA (Kilo Tons
Per Annum) PVC grades such as suspension PVC(Resin), Chlorinated PVC (C-PVC) and Emulsion PVC
(paste) would be produced at the proposed Coal to PVC Project. Several by-products such as Caustic
Soda (1310 KTPA), Caustic Potash (130 KTPA), Sodium Hypochlorite (16 KTPA), Tar (9 KTPA), Crude
Benzene (26 KTPA), Ammonium Sulphate (2.7 KTPA), Hydrated lime (3300 KTPA) will also be generated
from the proposed Coal to PVC Complex. The Coal to PVC Project comprises of Coke Oven/Pyrolysis
Unit, Lime Kiln & Calcium Carbide Unit, Chloro-Alkali Unit, HCl Synthesis Unit, Caustic Flakes Unit,
Acetylene Generation Unit, VCM (Vinyl Chloride Monomer) Unit and PVC Unit. Supporting facilities such
as Water Treatment Unit, Steam Boiler (4X200 TPH), Co-generation facility (100 MW),
Product/Intermediate Product Storage etc., Utilities, Pipelines, Loading/Unloading, Road/Drainage, Pipe
Racks/Trenches & Cable Trays, Buffer Zone, Non Plant Buildings, Laboratories, Fabrication Yard,
Dispatch Section, General stores/ Warehouse, Fire & Safety Department, Maintenance Workshop etc.
will also be part of PVC complex.

The Project would be located in three separate land pockets with a total area of 688.9 Acres (i.e.
278.787939 Ha; i.e. 27,87,879.39 m 2). Pocket 1 of area 391.1 Acres is falling under Tunda village,
Pocket 2 of area 114.9 Acres and Pocket 3 of area 182.9 Acres are falling under Mundra Village (which
is diverted forest land for SEZ development) in Taluka Mundra, District Kutch in the state of Gujarat.
This land is already notified as Industrial Area in APSEZL, Taluka Mundra, and District Kutch in the state
of Gujarat. The west port of APSEZL, which is dry cargo port for coal imports, is located at 2 km from
pockets 1 and 2.

Processing Facilities will be part of pockets 1 & 2 and Pocket 3 will be utilized for storage and dispatch
for Caustic Soda, Slake lime and Ash. These three pockets of land will be connected by pipeline corridor
to transfer acetylene gas, caustic soda, slaked lime and ash between three pockets. The scope of this
pipeline corridor is under APSEZL. Land required for corridors for Power/pipelines is not included in the
above area. The project also requires Right of Way (ROW) for 10 km water pipeline (10 m width) and
30 km power transmission line (36m width).

The main raw materials for the proposed project are Salt (2025 KTPA), Limestone (5000 KTPA),
Coal/Coke (3100 KTPA), potassium Chloride (180 KTPA). Coal and Coke required for the project would
be imported or sourced indigenously. Limestone required for the project will be sourced from Adani
Cementation Limited (ACL), a group company which has secured Limestone mine through bidding in
Gujarat and from other domestic sources. Salt required for the project would be sourced from salt
manufacturing units in Gujarat. Potassium Chloride required for the project would be imported.

The total water requirement of 122,000 Kilo Litres per Day (KLD) is proposed to be met by
desalinated water supply from already approved desalination plant of APSEZL. For water supply for
this project, APSEZ has given in principal commitment letter.

During operation phase, the total power consumption of the facility is 1850 MW. The steam required
for the PVC complex is catered through a 4X200 TPH Steam Boiler. Co-generation Facility associated
with steam boiler generates power to the tune of 100 MW. The remaining power requirement 1750 MW
will be given by DISCOM from APSEZL. Power is distributed within the plant at 3 phase, 11 kV and 50
Hz via a number of substation unit. The construction power requirement of around 20 MW will be given
by DISCOM from APSEZL.
The proposed PVC project will employ state of art and environment friendly (non-mercury) route. The
following were the principle objectives, kept in mind while working on the feasibility of this proposal:

Adopting environment friendly technology & equipment and working on reduction of pollution
impact on air, water & solid waste.
Conserving natural resources like water, thermal & electrical energy.
Waste reduction and recycling options.
Aiming at waste heat recovery to best possible extent by state of art technologies
Value added By-Products

The PVC facility would be well equipped to deal with air pollutant regulations. The emissions from coal
to PVC project would be reduced by employing latest environmental technologies and are well within
the permissive levels of emission, as stipulated by Central/State Pollution Control Boards, Ministry of
Environment, Forest and Climate Change (MOEF&CC) & World Bank Standards, before discharge into
the atmosphere. The following steps would be taken to reduce air emissions with examples of
abatement technologies:

Sulphur Dioxide (SO 2): A Sulphur Recovery Unit for the recovery of saleable Sulphur.
Particulate Matter: Wet Scrubbers, Cyclones, Electrostatic Precipitators, Fabric Filters
VOC Emissions: Dual Mechanical Seals on pumps, closed vent systems, closed loop sampling etc.

Coke Oven Gas produced from the coke plant and Top Gas from Calcium Carbide furnace would be
utilized for any fuel requirement of the PVC facility. Other Fuel storage facility required if any will be
built as per requirement in accordance with guidelines from Chief Controller of Explosives (CCOE),
PESO, OISD.

The PVC wastewater treatment system consists of:

ETP/Process Wastewater Treatment Plant including Zero Liquid Discharge (ZLD).


General Wastewater Treatment Plant.
Sewage Treatment Plant

The Process Wastewater generated from Process units is treated necessarily in Bio/Chemical Effluent
Treatment Plant, Tertiary treatment plant and Multiple Effect evaporator (MEE) and then recycled for
reuse within Plant Battery Limit. Dry sludge/salts from MEE (around 4 TPH) shall be disposed through
authorized agencies as per Hazardous Waste Management (HWM) Rule.

The main solid waste from the plant are ash from coal-based steam boiler, dry solids or sludge from
the ETP and ZLD facility, used oil, spent catalysts/resins and discarded containers. Ash would be will
be disposed of in the ash Storage, as the operation progresses, efforts will be made to find alternate
use of the ash in the Cement, Pavement, Road building and land fill, etc. ETP dry sludge, MEE salts and
other solid wastes would be disposed as per Hazard Waste Management Rules.

All primary and secondary emissions from the project shall be contained within the applicable standards
in India.
