3a. Read DHSC’s guidance for employers:

● Workplace testing is the recommended route for everyone who must leave home to work, as it is the most
convenient route for many. However, we know that offering workplace testing may not be possible for all employers. All local
authorities also offer community testing from local test sites.

● Rapid testing only takes 30 minutes, twice a week, and offering testing in the workplace could be more convenient for
many than attending a community testing site, which will encourage more workers to get tested, and can be a significant
benefit to staff, supporting them to protect their families and communities.

● Establishing a testing site in your workplace has been found to be the most efficient and effective way to offer twice
weekly rapid testing to all your workers, however this isn’t always practical – most often because of a lack of space, or
having multiple sites with small numbers of workers.

● Based on feedback from employers, business groups and other government departments, from early April, through
Workplace Collect, employers with 10 or more workers will be able to order tests for their workers to collect from their
workplace and complete at home.

3b. Assess whether the ATS process would suit your organisation

There are over 450 UKAS accredited providers who can provide ATS
OUTSOURCE assistance or offer an end-to-end service.

4. Accept standard legal terms on DHSC Egress Cloud ATS COLLECT

4a. Ensure your organisation accepts these core assumptions:

1. Testing will not remove requirements to follow all national government guidance on COVID-safe workplaces,
such as social distancing
Policy 2. Those who test positive, and their close contacts, will need to self isolate as per government guidelines, and seek a
confirmatory PCR to confirm results
3. NHS Test and Trace will fund and supply the tests, subject to contractual agreement, for a limited period

3. DHSC ships to one address and organisations are responsible for onward distribution to sites
4. Staff will be tested under a schedule to be defined by the employer. Testing will not be compulsory
Operations 5. Collect only: Employer is required to encourage staff to log the results of tests taken at home
6. ATS only: Tests must be supervised by employer staff who will be given suitable training via an online platform

7. Collect only: To meet MHRA licencing regulations, only validated self-test LFD kits can be used and the batch number must be
recorded against names of staff members

4b. Complete the Legal Agreement Form (Terms) document and click “Accept”

To sign the Legal Agreement Form, you will need:


• Your name
• The name of your company
• Your company registration number
• An email address
• The company registered address

Once you have signed the Legal Agreement form you


will receive an automatic email giving the same
individual access to the Onboarding Form.

5. Submit Onboarding Form to generate your UON ATS COLLECT

Complete the Onboarding Form* once for your organisation. DHSC uses the submission to generate the

To complete the Onboarding Form, you will need:


• Organisation name
• Registered company address
• Company Registration number
• Maximum number of staff you could test assuming all staff are offered and

7. Procure materials for the ATS ATS COLLECT

Calculate the number of testing stations you need, typically one station can process six to ten subjects
per hour. Procure materials and set up the ATS in the workplace

8. Order test kits via the Test Kit Ordering Portal ATS COLLECT

8. Once you receive your UON* via email, place your order in the Test Kit Ordering Portal

To order your test kits, follow these steps:


1. Access the portal here
2. Enter your UON to gain access
3. You will not be able to place an order if you have placed
one in the previous 3-4 weeks
4. Check your organisation’s address
5. Specify the number of staff** to be tested, and specify that
the number of non-staff is 0
6. Enter contact details of your SRO (Senior Responsible
Owner) and up to one other person who needs to receive Landing page

9. Build site, set it up, and register ATS sites
on Log Results service ATS COLLECT

Your Organisation Manager will receive an email invitation to the Log Results service. Create a test site ID
for each ATS and then add the Team Leader(s) who will manage site operatives to log test results

10. Recruit site operatives ATS COLLECT

Calculate the number of site operatives needed based on throughput and opening hours. Recruit

day-to-day workforce management
• Site Operatives:

• Registration Assistant: Responsible for ensuring Subjects have registered and are
