L'Estartit Som Tots (L’EST) iniciem amb
aquest butlletí el camí cap a les eleccions
municipals del pròxim 22 de maig, la cita més
important que marcarà els futurs quatre anys
del nostre poble. Esperem que confieu en
nosaltres per ser més forts a l'Ajuntament de
Torroella de Montgrí. Com tots sabeu, L’EST
és un partit nou que l'únic objectiu que té és el
de lluitar pels interessos de l'Estartit amb la
intenció de sumar el màxim nombre de veïns,
superant les diferències que hi ha hagut
anteriorment. Estem compromesos amb
l'Estartit.
Al grup tenim cares conegudes i d'altres no
tant, gent amb experiència en la política
municipal i d'altres que ara comencen; però
tots coincidim en una cosa: l'Estartit no rutlla
amb l'equip de govern que hi ha a l'Ajuntament
de Torroella (UPM i ERC), no hi podem confiar
després de dos anys amb 0 euros d'inversió al
nostre poble ni després que a la campanya
electoral del 2007 prometessin l'Entitat
Municipal Descentralitzada i, posteriorment,
s'escudessin en mentides per no tramitar-la.
Ja en tenim prou de mentides! I, per evitar-ho,
hem de fer valdre el pes del nostre poble a les
urnes aquest 22 de maig amb la llista unitària
que és L’EST.
El partit s'ha creat després de diverses
reunions obertes a tothom i ara s'està
treballant en la confecció de la llista. De
moment, ja coneixem la nova cap de llista, la
Sílvia Comas, que es presenta aquí en una
petita entrevista.

L'Estartit Som Tots (L’Estartit Somos Todos)
(L’EST) iniciamos, con este boletín, el camino
hacia las elecciones municipales del próximo 22
de mayo, la cita más importante que marcará
los próximos cuatro años de nuestro pueblo.
Deseamos que confiéis en nosotros para ser
más fuertes en el Ayuntamiento de Torroella de
Montgrí. Como todos sabeis, L’EST es un
partido nuevo cuyo único objetivo es luchar por
los intereses de l’Estartit con la intención de
sumar el mayor número de vecinos, superando
las diferencias que han existido anteriormente.
Estamos comprometidos con l’Estartit.
En el grupo tenemos caras conocidas entre
otras que menos, gente con experiéncia en la
política municipal y otros que ahora empiezan;
pero coincidimos todos en una cosa: l’Estartit
no funciona con el equipo de gobierno que hay
en el Ayuntamiento de Torroella (UPM y ERC),
no podemos confiar con ellos después de dos
años con 0 euros de inversión en nuestro
pueblo ni después que en la campaña electoral
del 2007 prometieran la Entidad Municipal
Descentralizada y, posteriormente, se
ampararan en mentiras para no tramitarla. Basta
ya de mentiras! Y para evitarlo debemos hacer
valer el peso de nuestro pueblo en las urnas este
22 de mayo con la lista unitária que es L’EST.
El partido se ha creado después de varias
reuniones abiertas a todos y ahora se está
trabajando en la confección de la lista. De
momento ya conocemos la número uno, Sílvia
Comas, que se presenta, aquí, en una
pequeña entrevista.

For L'Estar tit Som Tots (L’EST) this newsletter
marks the start of our journey on the way to the
municipal elections on the 22nd of May, this is
the most important date in the next four years
of this town. We hope that you will trust in us to
provide greater influence in the Town Council
of Torroella de Montgrí. As you may know, the
L’EST is a new party which has the sole aim of
fighting for the interests of L'Estar tit with the
maximum number of local residents and
overcoming the differences of the past. We are
committed to L'Estar tit.
There are familiar faces in the group and
others who are not so well-known, people with
experience in municipal politics and others
who have just begun; however, we all agree on
one thing: L'Estar tit is not moving ahead with
the current council of Torroella (the UPM and
ERC parties), and we no longer trust them
after 2 years and 0 euros of investment in our
town, nor after the 2007 electoral campaign in
which the Decentralised Municipal
Organisation (the EMD) was promised, yet
later they hid behind lies to avoid enacting the
pertinent legislation. We have had enough of
lies! To avoid them we have to make the voice
of our town heard at the polls on the 22nd of
March, with the united members of the L’EST.
The party was created after various meetings
which were open to everyone and we are
drafting our list of candidates. At the time of
writing, the head of the party list is Sílvia
Comas, who is presented here in a brief
interview.

Nascuda a l’Estartit. Amb 26 anys està
acabant la carrera de dret, que combina amb
la feina de subdirectora en un camping de
l'Estartit. També li agrada viatjar per
conèixer cultures noves i és la primera
candidata de L'Estartit Som Tots.

Què és el que t'ha portat a involucrar-te en
la política municipal?
Si bé sempre he estat interessada pels
temes municipals, fins fa poc m'ho mirava
des d'un segon pla. Al proposar-se un
projecte nou com és L'EST i veient la situació
que viu l'Estar tit a dia d'avui, em sembla que
cal gent nova i amb empenta que vulgui
implicar-s'hi activament. Costa prendre
aquesta decisió perquè saps que hi hauràs
de dedicar moltes hores, però sento que em
puc comprometre amb el poble els propers 4
anys i que era el meu moment per fer un pas
endavant.
Entres amb pas ferm, directament al
capdavant de la llista. Com te sents?
Em sento bé i molt segura, i qui no s'hi sentiria
amb un equip com el que tenim?!! Hi ha gent
jove i no tant jove, amb experiència. Tenim
coses bones de tots els col.lectius, i això es
nota a l'hora de treballar ja que la idea
d'aquest projecte és aconseguir entre tots
copsar les necessitats reals del nostre poble
i, si el poble ens dóna la confiança, convertir-
les en fets.
Ens podries definir breument què és L’EST?
L’EST és un nou partit polític que s'ha creat a
l'Estartit amb gent de diferents sensibilitats
polítiques per intentar anar tots junts i fer-nos
forts a l'Estartit per ser decisius a Torroella.

Nacida en l’Estartit. Con 26 años esta
terminando la carrera de derecho, que
cobina con el trabajo de subdirectora en un
cámping de l’Estartit. También le gusta
viajar para conocer culturas nuevas y es la
candidata número uno de L’Estartit Som Tots.

Que te ha llevado a involucrarte en la política
municipal?
Si mi interés siempre ha existido por los temas
municipales, hasta hace poco, mi punto de vista
estaba hecho desde un segundo plano. Al
proponerse un proyecto nuevo como L’EST y
viendo la situación que vive l’Estartit hoy en dia,
parece que se necesita gente nueva y con ganas
de implicarse activamente. Cuesta tomar esta
decisión porqué sabes que deberás dedicar
muchas horas, pero siento que puedo
comprometerme con el pueblo los próximos 4
años y que era mi momento para dar un paso
hacia adelante.
Entras con paso firme, directamente delante
de la lista. Como te sientes?
Me siento bién y muy segura, quién no se
sentiria así con un equipo como el que
tenemos?!! Hay gente joven y no tan joven, con
experiéncia. Tenemos cosas buenas de todos
los colectivos, y eso se nota en el momento de
trabajar ya que la idea de este proyecto es
conseguir entre todos captar las necesidades
reales de nuestro pueblo y, si este nos da su
confianza, convertirlas en hechos.
Podrias definir brevemente que es L’EST?
L’EST es un nuevo partido político que se ha
creado en l’Estartit con gente de diferentes
sensibilidades políticas para intentar ir todos
juntos y hacernos fuertes para ser decisivos en

Sílvia Comas is 26 years old and has been
living in L'Estartit all her life. She is finishing
her law degree, which she is combining with
her job as Assistant Manager at a campsite in
L'Estartit. She likes travelling and is
interested in other cultures. She is the first
candidate for the party L'Estartit Som Tots.

Why did you get involved with municipal
politics?
I have always been interested in municipal
concerns, until recently however I was
watching from a distance. On the creation of
this new project with the L’EST and seeing
the situation which L'Estartit is suffering
today, I think new people are needed with
initiative who want to get actively involved. It
is difficult to take this decision as I know that
it takes up a lot of time, but I feel that I can
commit myself to the town for the next four
years and that it was the moment for me to
take a step forwards.
You have made quite an entrance as you have
gone directly to the top of the list, how do you
feel?
I feel okay and I am confident, I think anyone
would be confident with the team we have! There
are the young and the not so young, and all with
experience. We have good aspects from all the
groups and this is something you notice when
working, as the idea of this project is to ensure
that we attain what this town really needs and if
the town supports us, convert them into facts.
Could you sum up briefly what the L’EST is?
The L’EST is a new political party which has
been created in L'Estartit with people from
different areas of the political spectrum in order
to combine our forces in the town and make an

El mateix nom ho diu: L'Estartit Som Tots.
Treballant junts aconseguirem que el nostre
poble sigui un bon lloc per viure i per
estiuejar!
Quins són els grans reptes del partit?
El més important a dia d'avui és aconseguir
anar tots junts, i sóc optimista, hi ha molta gent
nova que s'hi està implicant. Un cop aconseguit
això, de cares a la campanya, l'EMD és el
nostre objectiu principal. No és un secret la
situació actual, el potencial del Consell
Municipal depen de les avinences amb
l'ajuntament, i és necessari que aconseguim
una descentralització política, econòmica i
administrativa. L'altre gran repte per nosaltres
és el dia a dia, tenir un poble net i amb un
manteniment constant. Som un poble turístic,
si, però som més de 3.000 persones els que hi
vivim tot l'any, i volem gaudir de l'Estartit tant a
l'estiu com a l'hivern.
Per què L’EST aposta per l'Entitat
Municipal Descentralitzada a l'Estartit?
L'ordenament jurídic ofereix aquesta
possibilitat als municipis que, com el nostre,
tenen dos nuclis de població separats i
diferents. És una manera d'aconseguir que
cada nucli pugui prendre les seves pròpies
decisions en àmbits concrets i tingui el seu
pressupost per inversions. Mentre es tramita
l'EMD, cal un desenvolupament efectiu del
Consell Municipal, amb el personal
necessari per gestionar les competències
que ja té i el pressupost adient per donar
l'atenció necessària als veïns.
La inversió a l'Estartit fa dos anys que és
nul·la. A més de l'EMD, quins són els grans
projectes que hem d'aconseguir al poble? I
quines mancances tenim?
Cal reivindicar les inversions necessaries
per el nostre poble. Després de més de 30
anys d'ajuntaments democràtics a l'Estar tit
encara estem fent els serveis bàsics
d'inversions en carrers, xarxa d'aigua i
desaigüa, cosa que molts altres
ajuntaments ja han solucionat. Així, el
proper mandat ha de ser el dels serveis
públics que té qualsevol poble. Per això cal
tenir una nova escola Bressol per atendre
correctament els nens, un nou CAP per
donar servei a veïns i visitants. Uns
equipaments culturals addients amb la
compra del Freu i la construcció d'un nou
edifici per la gent gran i per les entitats de
l'Estar tit. No s'ha d'oblidar la millora de les
instal.lacions espor tives per atendre
correctament els clubs que en fan ús ni el
manteniment de les instal.lacions i serveis
que són competencia municipal.

Torroella. El mismo nombre lo dice: L’Estartit
Som Tots (l’Estartit somos todos). Trabajando
juntos conseguiremos que nuestro pueblo sea
un buen sitio para vivir y veranear!
Cuales son los grandes retos del partido?
Lo más importante ahora es conseguir ir todos
juntos, y soy optimista, hay mucha gente joven
que se está implicando. Una vez logrado esto,
en nuestra campaña, l’EMD es nuestro objetivo
principal. No es un secreto la situación actual, el
potencial del Consejo Municipal depende de los
acuerdos con el ayuntamiento, y es necesario
que consigamos una descentralización política,
econòmica y administrativa. El otro gran reto
para nosotros es el dia a dia, tener un pueblo
limpio y con un mantenimiento constante.
Somos un pueblo turístico, si, pero somos más
de 3.000 personas las que vivimos todo el año
en l’Estartit, y queremos disfrutar de l’Estartit,
tanto en verano coo en invierno.
Porqué L’EST apuesta por la Entidad
Municipal Descentralizada en l’Estartit?
El ordenamiento jurídico ofrece esta
posibilidad a municipios que, como el nuestro,
tienen dos nucleos de población separados y
diferentes. Es una manera de lograr que cada
núcleo pueda tomar sus propias decisiones en
ámbitos concretos y tenga su própio
presupuesto para inversiones. Mientras se
tramita la EMD, hace falta un desarrollo
efectivo del Consejo Municipal, con el personal
necesario para gestionar las competéncias
que ya tiene y el presupuesto decuado para
procurar la atención necesária a los vecinos.
La inversión en l’Estartit hace dos años que
es nula. Además de la EMD, cuales son los
grandes proyectos que debemos conseguir
en el pueblo? Y que necesidades tenemos?
Hay que reivindicar las inversiones necesarias
para nuestro pueblo. Después de más de 30
años de ayuntamientos democráticos en
l’Estartit todavia estamos haciendo los
servicios básicos de inversiones en calles, red
de agua y desagües, cosa que muchos otros
ayuntamientos ya han solucionado. Así, el
próximo mandato debe ser el de los servicios
públicos que tiene cualquier pueblo. Por eso
debemos tener una nueva guarderia para
atender correctamente a los niños, un uevo
CAP para prestar servicio a vecinos y visitantes.
Unos equipamientos culturales apropiados con
la compra del Freu y la contrucción de un nuevo
edificio para la gente mayor y las entidades de
l’Estartit. No debemos olvidar la mejora de las
instalaciones depor tivas para atender
correctamente los clubs que las utilizan ni el
mantenimiento de las instalaciones y servicios
que son competencia municipal.

influence in Torroella. The name of the party
says it all “Estartit is all of us”. The town is a
good place for linving, working and spending
the summer!
What are the main challenges facing the party?
The most important today is that of moving
together and I am optimistic, as there are many
new people who are becoming involved. Once we
have achieved this and with respect to the
campaign, the EMD will be our main objective.
The current situation is no secret, the power of the
governing council depends on compromises with
the council as a whole and we need to achieve
political, economic and administrative
decentralisation. The other important challenge is
that of the day to day, keeping the town clean with
constant maintenance. We are a holiday town, but
there are also more than three thousand people
who live here all year round and we want to enjoy
L'Estartit in both the summer and the winter.
Why is the L’EST calling for Decentralised
Municipal Organisation in L'Estartit?
Legal regulations offer this possibility to those
municipalities which, like our own have two
separate and different population centres. It is a
way of ensuring that each town takes its own
decisions in specific areas and that each area
has its budget for investment. While the EMD is
in the process of application, the effective action
of the municipal council is needed with the staff
necessary for managing areas of responsibility
which it already has and the additional budget for
providing necessary services to local resident.
Over the last two years investment in L'Estartit
has been zero. In addition to the EMD, what
are the main projects which we have to
undertake for the town? What do we need?
We need to demand the investments
necessary for our town. After more than 30
years of democratic town councils in
L'Estartit we are still stuck with basic services
in terms of investments in roads, the water
mains and drainage, which are themes which
many other councils have already solved.
During the next term of office the mandate
must be to offer the public services of a
normal town. We need a new kindergarten for
child care, a new local medical attention
centre to provide services for local residents
and visitors. Additional cultural facilities with
the purchase of the El Freu building and the
construction of a new building for the elderly
and for local organisations in the town - not to
mention the improvement of sporting facilities
in order to provide the clubs which use them
with decent conditions, and the maintenance
of the facilities and services which are the
responsibility of the municipal area.
