Motorcycle registration procedure in Bangladesh is quite complicated and


very much hassling. We the Team BikeBD always face various queries on
motorbike registration procedure due to its complexity. The procedure changes a
little time to time and complexity differs from the zone to zone of BRTA. But we
try to respond you query time to time.

From few days we are facing too much queries about the motorbike registration
process due to sudden announcement from government where after January 1 st,
2016 no vehicle therefore motorbike will not be allowed on the road without
proper registration. Consequently we are herewith the current Motorcycle
registration procedure in Bangladesh.  Let’s try to answer your queries in detail
though this feed therefore head in the detail procedure.

Collect Related Documents:


At first you have to collect all the documents of your new motorbike therefore
the valid import document from the dealer like,

 Import document
 Customs clearance
 Gate pass
 VAT-11 documents of both importer & dealer
 Treasury Chalan from Sonali Bank for both importer & dealer
 Cash memo
 Owner voter ID card copy
You have to collect the entire document set from the dealer where you have
purchased the bike. If you want to complete the whole registration process of
your own, then be sure of receiving the entire set of the documents from the
dealer. Often the dealers used to give the incomplete set of documents to the
purchaser to put them in hassle and make the buyer agree to give them the
responsibility of registration with paying some extra money. Yes the registration
process is quite hassling; but if you receive all the documents on the time of
purchasing the bike, we think you will enjoy the hassling task and of-course learn
something.

Hence after getting the full set of documents, collect the three paged
vehicle registration form from the BRTA office or their website. Fill up the form
with applicant & vehicle data. This form is the application form with which other
documents will be attached. Check the total set of documents including the
application form by the related BRTA office. If they verified the application set as
okey then they will give you an assessment slip (Money Deposit Slip) filling up
your vehicle information mentioning with the related charges & fees. Don’t forget
to get the officials signature & seal on the assessment slip.

Deposit The Fees At The Bank:


This is the second step of the process. Deposit the fees and charges at BRTA
recommended Bank or Booth with the assessment slip. Get the specific
printed money receipt from the bank and attach that with the application.

All the fees and charges are applicable for 15% of VAT. So you have to deposit
the amount including the VAT. You can also calculate the charges & fees of your
bike from BRTA website through http://www.brta.gov.bd/cal/motorcycle.php link
very easily. And not to worry as the BRTA official will mention the appropriate
fees & charges on the assessment slip where you have to deposit the same at the
Bank.

Application Submission At BRTA:


After the deposit of fees and charges submit your complete application set at the
vehicle registration desk at BRTA. On submission you application, vehicle
inspector will inspect your documents and also the vehicle. After the inspection
and the authorization of the documents by the vehicle inspector they will give
you the acknowledgement slip printed with the registration number & fitness,
and also the tax token.

At that time they will put your identity and active mobile number at their
documents and that is very important. After getting these documents you may
ride your bike on the road; but you need to get finished the process by getting
digital Blue-Book and Number-Plate.

Entry For Digital Blue-Book & Number


Plate:
On receiving the acknowledgement slip with the registration number, tax token
from the registration desk you will be called for the submission of your biometric
identity like your photograph, finger impression and signature instantly with
their electronic devices on the date or on their advised date. The date & time of
the submission of your biometrics will be informed you through the mobile
massage from BRTA. On completing these formalities the process is complete
form your end.

Receive The Blue-Book & RFID Number


Plate:
After submission of your biometrics therefore photo, finger impression and
signature you have to wait for the mobile phone massage from BRTA. So always
keep your mobile phone active with the number which you have given at the
application form. Most of the time within one month BRTA sends a massage with
receiving date and time of your Blue-Book & RFID Number-Plate. After getting
the massage collect your blue book and number plate from related BRTA office.

So guys those were the entire procedure of the registration of a new bike. But
there is another query of you remaining which we think need to clarify separately.
The bikes which are registered previously and have no RFID chip mounted
number plate will not be eligible to roll on the road from January 1 st of 2016 as
per recent government announcement. In such case you have to apply for RFID
digital number plate and digital registration certificate (smart card) from BRTA.
Therefore for this issue let’s see the procedure.

RFID Number Plate & Smart Reg. Card:


For this issue you have to do the following.

 Collect assessment slip (money deposit slip) from BRTA. Fill up the owner
and vehicle data as mentioned on current blue-book.
 Get the seal and signature of the BRTA official on that slip. The official will
also mention the applicable fees & charges with the specific deposit head on the
slip.
 Deposit the fees with the assessment slip at suggested Bank. On deposit
booth give your active mobile number for the entry at BRTA database. They will
provide you a printed money receipt.
 Submit the money receipt with the photocopy of your old blue-book at
BRTA.
 After the money deposit and money receipt submission at BRTA you will be
called at BRTA for the submission of your Biometric Identity therefore your
photograph, finger impression & signature through a mobile massage to the
number which you have provided at the time of money deposit.
 Provide you Biometrics at BRTA on the date noticed by the mobile
massage.
 After that process BRTA will notice you again through mobile massage to
collect your RFID number plate and Smart registration card with specific date &
time.
 On the appointed date keep the attested photocopy of your current
registration card or the blue book, tax token, acknowledgment slip, money
receipt with you; and take your vehicle there to receive the RFID Number Plate
and Smart registration Card.
 Most of the time this process takes around a month to complete; but if it
take more time you can query calling the number 6969 or put a massage with the
format NP<space>A<space>Date which is like NP A 00 (here 00 is the current
date like 11 or 30) for a appointment. The return massage will instruct you the
rest.

The current fees for the Digital Registration Certificate (Smart Card) is BDT
2200.00 And for Retro-Reflective RFID Number Plate is BDT 540.00 where all the
charges applicable for 15% of VAT. Therefore the total charges will be BDT
2815.00 Without these fees & charges there may some dues of the VAT on the
old registered numbers, which has registered after 2010 and hadn’t paid VAT on
that time. There is no way to avoid these previous dues of VAT as those are
mentioned as due under the related registration number. Without paying the
previous dues no new fee or charges will be accepted by the software of BRTA.
So you have to pay the entire ‍.

Vehicle Retro-Reflective number plate mostly known as Vehicle digital number


plate, the most modern and technically advance number plate ever in
Bangladesh. The Prime Minister, Sheikh Hasina, inaugurated the system being
operated and maintained by the Bangladesh Machine Tools Factory Limited on
31 October 2012. Government has a goal to turn the country digital within 2021
and as a part of digitalization BRTA (Bangladesh Road Transport Authority) has
introduced the Retro-Reflective number plate popularly known as digital
number plate.
It is actually a great achievement for BRTA and Government because by this we
entered into a new era of advance technology. Paper name of this whole project
is RETRO-REFLECTIVE NUMBER PLATE RFID and hope BRTA will successfully
implant it on the vehicles. Bangladesh Road Transport Authority setting digital
number plates with radio frequency identification chip on vehicles to improve
services in the transport sector. The project is started at Mirpur, after Mirpur
BRTA will start the process at Ekuria and then gradually in the whole country and
the manpower at Mirpur office would be increased gradually. Actually the digital
number plate system has been introduced to ensure facilities for vehicle owners,
drivers, controller and the law enforcement agencies. Definitely this will help to
enhance the service in transport sector.
What Is Digital Number Plate?
Let’s have a focus on the structural view of digital number plate. It is actually the
use most advance vision technique. This machine is using an advance form of
vision technique to identify the vehicle without any participation of human.
Though the system used in digital number plate is a complex system but to
ensure the security of vehicles it’s mandatory for all. In Bangladesh this task is
pretty tough because of variation in plate models and specialties of Bangla text.
The digital number plate consists of three steps- license plate locating as well as
license plate extraction, character division and character identification. From the
input image the license plate detection, invert and skew detection is performed
from license plate in license plate extraction step. In character division each and
every character is ordered accordingly to the following steps line segmentation,
word segmentation and character segmentation. Based on the selection of good
features of characters each character is identified by using neural network and it
will be completed by character identification step. Extraction of license plate is a
difficult job because of environmental factors and difference in license plate
models. This step affects the accuracy of character segmentation and
identification work. Actually this digital number plate system is mostly used in
intelligent transportation system. This is (Digital Number Plate) important in
highway areas, borders, custom securities and so on. There are three steps to
recognize a vehicle but the main and tough step is license plate extraction or the
proper reflection of the plate.
License plate extraction is the key step in this digital number plate system
because the accuracy of whole system is mostly depends on this step. Image of
number plate are taken in this step. Sobel vertical edge detection and
morphology is implanted to locate the license plate. Horizontal and vertical
scanning system is used to segment the line, word and character. For character
recognition work of chain code and neural network is used.

Next step is character division or character segmentation. Character separation


from the license plate is very important and definitely it’s a crucial step of digital
number plate system which influences the accuracy of character identification.
The goal of this step is to segment all the characters from taken image in license
plate extraction step. This step consists of the sequence of work such as line
segmentation, word segmentation, character segmentation and connected
component analysis. Character identification or Character recognition is the final
step of this whole process. The character recognition step of digital number
plate system consists of three steps- character normalization, feature extraction,
character classification and identification. Actually it’s the short description of
overall process. I hope you will understand it. Actually it’s pretty tough to
understand for those who are not from science background because in HSC level
we science students were doing a lot of practical about the REFLECTION OF

Experiment and Results


Before using in public vehicle BRTA authority tested this digital number
plate system in different cantonments. They used images which were taken with
different background as well as different lighting conditions. Experiment shows
that the algorithm of digital number plate has good performance on license
plate extraction and character segmentation work. Deep shadows and incomplete
reflections have an effect on license plate extraction work. Because of rough
lighting, true license plate could not get correctly extracted and failure of
character segmentation step when two characters are joined together is really a
matter to think. Good performance of this digital number plate system specially
the extraction of character mostly depends on the weather as well as the light. It’s
not a major problem and hope development of technology will reduce the
problem.
Safety Features
 The main purpose of using digital number plate is to ensure the safety of
vehicle. It has some unique and effective safety features which will ensure the
security of vehicle. The digital number plate has a chromium based hologram, a
security graph in Bangla and English and the year of production of the plate
printed by laser. This retro-reflective number plate consists of a radiofrequency
identification chip which is the key parts of digital number plate. Retro-reflective
materials have the ability to send most of light to its source. Radio-frequency
identification system is the use of wireless non-contact system that uses radio
frequency electronic fields to transfer data from a chip to a device for the
purpose of automatic identification and tracking. By this, vehicle tracking will be
easier and possible without using any extra vehicle tracking device. Digital
number plate will make the job easier for the law enforcement agencies to track
any vehicle with its radiofrequency system and they can easily detect fake
number plates as well as the use of same number plate on different vehicle.

 Fees
 The officials of BANGLADESH ROAD TRANSPORT AUTHORITY expressed their
hope that it would be possible to set digital number plates on all vehicles within
a year though this work is mostly depends on the professionalism of BRTA
officials. They expect that they would be able to set up digital number plates on
1000 to 1500 motor vehicle per day. And government already declared the use of
retro-reflective number plate compulsory for all existing vehicles. The fee for a
pair of digital number plate for motorcycle and three-wheeler vehicles was fixed
at tk 1805. The fees for a pair of digital number plates for heavy, medium vehicles
including buses, minibuses, trucks and cars were fixed at Tk 3,652. The fees for
motorcycle were fixed at Tk 1850. Fees of digital number plates will be
deposited at the selected branches of BRAC Bank, South East Bank and United
Commercial Bank.

Though it’s the most modern and technically advanced number plate ever used in
Bangladesh but it has enough scope to improve. Specially the performance of
number plate extraction needs to improve. Otherwise in rainy season it will create
problems which will be a big threat for vehicle safety. We know that it is an one
time plate so if you try to change or modify it you will need to destroy it. The
main purpose of using digital number plate is to ensure the security of your
bike. If you attach digital number plate in your motorcycle it will definitely
increase the safety of your bike. Keep in mind that attachment of digital number
plate in your bike is not your choice, government made it compulsory for all
existing vehicle including bikes. So grab your digital number plate as soon as
possible and go digital !

Required Task For Seller:


For the ownership transfer the seller had to do a few jobs for ensuring his own
safety, so that he can resign all of his liabilities of the sold bike and get relief from
the superfluous & unwanted liabilities after selling the bike may have caused by
any accident or fraudulency. The seller has to finish the selling contact paper
(Affidavit) on non-judicial stamp valued over BDT 300.00 attached with
photograph of both parties and duly signed with thumb impression both by
seller & buyer through the notary public. In addition, for BRTA formalities for
ownership transfer:

 The seller should sign on TTO form & Sales Receipt attached with revenue
stamp valued BDT 10.00.
 In case of company, seller has to attach the proper intimation, resolution &
authorization on company letter head pad.
 Seller has to attach the loan clearance or liability clearance certificate if the
seller has any loan on the vehicle from any bank or from such institute.

Required Task For Buyer:

In the event of ownership transfer the buyer plays the vital roll for completing the
entire procedure. After collecting the forms & documents from BRTA & from the
seller, the buyer has to follow the underneath procedure:

 Complete the Sales Contract (Affidavit) on non-judicial stamp valued over


BDT 300.00 attached with photograph of both parties and duly signed with
thumb impression both by seller & buyer through the notary public.
 Complete the Sales Receipt by the seller attached with revenue stamp
valued BDT 10.00.
 Fill up the TO & TTO form and get duly signed by the buyer & seller.

 Fill up the Owner Particulars (new owner/buyer) form with buyer’s


specimen signature and attach 3 copies of stamp size photograph with it.
 Buyer also should fill up the Transfer and Fixation of digital number plate
application form.
 After finishing the affidavit & filling up all the forms, buyer has to deposit
certain fees for ownership transfer, digital number plate & new blue book at
permitted bank or post office. You can collect special deposit slip for this job in
the permitted bank counter.
 After the money deposit buyer will get two copies of deposit slip. One for
the depositor and other for BRTA.
 After money deposit buyer has to arrange the documents consecutively to
submit it before the BRTA official.
 Arrange the documents in sequence like:

** The money deposit slip

** Owner particulars & specimen signature form

** Transfer and fixation of digital number plate application form


** TO form attached with buyer national ID card copy

** TTO form attached with seller national ID card copy

** Original copies of Blue Book (both copy)

** Other documents like TIN, Sales Authorization, and Resolution etc.

** Sales Receipt (optional)

** And finally the Sales contact document (Affidavit).

 Submit all the documents to the related BRTA desk. The official will inquiry
the papers and keep the related documents for official activities and return you

 Most of the situation BRTA official will return you the original copies of
Sales Contact document and maybe some others. But they might ask for the
photocopies. So it is better to keep one set of photocopies with you and keep
one set for your personal reference.
 After submitting the documents you just have finished all the BRTA
formalities. So wait for the response from BRTA through mobile massage. When
BRTA activities have done, you will be notify the date & time to collect your new
Blue Book & digital number plate through mobile massage. That’ it.

Document Lost In Bangladesh?

Guys suppose your motorcycle document somehow lost in a consequence. So


what you will do in such case? Yes, many of us have faced such situation in his or
her riding life. Therefore we also faced the queries on this matter. In sequentially
we are herewith the answer under what you will do if motorcycle document
lost in Bangladesh?

First we should make clear as here we are talking about the motorcycle
documents which are necessary to ride motorcycle legally on the road. We are
talking about the registration certificate, tax token and insurance documents. So
if those or one of those somehow lost or stolen then what you should have to do
here is the discussion on that. So let’s head in.
If Motorcycle Document Lost – The Insurance
Paper
When any of motorcycle document lost the first step for the owner is making a
GD (General Diary) in nearest police station. For insurance document it’s not
mandatory as in case of motorcycle insurance is only like an official formality. It
carries no value in real even facing any accidental situation.

Therefore if the insurance document lost you can claim the duplicate copy from
the related insurance office. In such case if you want to claim for duplicate you
have to submit there police GD copy in evidence of lost. But it is easier to get
new insurance paper rather than getting duplicate copy. And getting a new
insurance paper doesn’t cost much you know.
If Motorcycle Registration Certificate Lost
Motorcycle registration certificate is the most valued motorcycle document for
riding legally on the road. If somehow it lost then immediately owner have to
make GD at the nearest police station. Please don’t do delay on getting the GD.

After getting the GD copy you have to apply for duplicate registration certificate
to the related BRTA office. You can’t apply to any other BRTA rather than the
related BRTA where the bike registered.

You have to collect the duplicate registration form, specimen signature form and
money deposit form BRTA. Get the forms dully filled by required information of
bike and owner. Then get the fees amount marked on the deposit form by BRTA
official for correct amount of deposit. Then deposit the fees to the related bank
or booth and get the computer printed deposit slip.

When depositing fees for duplicate registration certificate owner may have to
deposit other fees if there any due shows. It occurs in case of older registered
bike with paper registration certificate and which have no RFID number plate. In
present it is mandatory to get smart card registration certificate and RFID number
plate for all type of motorcycle. So BRTA software shows those fees due under
such registration account.
So when depositing fee if such due shows under that registration number you
should have pay that. Again get marked all the related fees accurately from BRTA
official in deposit form.

Hence another thing is you have to get clearance certificate from related traffic
office. They will give you clearance certificate if you have no traffic related case
on that vehicle. Therefore getting GD copy, bank deposit slip and traffic clearance
you have to submit your papers at BRTA. So here is the list below of the related
documents to make your application.

Application Submission for Motorcycle


Duplicate Registration Certificate
For the submission of application for duplicate registration certificate for your
motorcycle arrange the following papers and documents.
 Dully filled duplicate registration application form.
 Dully filled owner particulars specimen signature form.
 Motorcycle owners 3 copy of stamp size photograph.
 In case of institutional owner a formal application for duplicate certificate
on that institute letterhead pad. Also put the specimen signature and detail
address.
 Fees deposit slip
 Police GD copy.
 Traffic clearance copy.
 If available, copies of tax token and lost registration certificate.

Therefore after arranging all the documents submit the same at related BRTA
official desk. After a certain period of submission of your documents you will be
notified through mobile phone massage and instruct for the necessary steps and
status.

Considering duplicate registration certificate, digital registration certificate


(DRC), RFID number plate you will be notified your further activity individually.
BRTA gives all the updates and instructions through mobile massage. So no
worry just wait for the massages and respond as instructed.
If Motorcycle Tax Token Lost
In case of motorcycle tax token lost then get the police GD for that. If other
documents of motorcycle lost you can mention all in same GD. Then get the
traffic clearance certificate from traffic office and submit the documents at BRTA
office.

Related BRTA office is individually capable to give you the print of duplicate tax
token. If your application and documents are ok then they will give you the
duplicate print of Tax Token instantly. It requires no additional charges or fees.
