1.0 SCOPE

1.1 This specification together with the data sheets covers the minimum technical
requirements for the design, manufacture, testing and supply of Power Distribution
Board, Power panel and their associated accessories.

2.0 CODES AND STANDARDS

2.1 Power Distribution Board and Power Panel shall be designed, manufactured and
tested as per currently applicable statutes, regulations and safety codes in the
locality where the equipment will be installed.

2.2 The equipment offered shall generally conform to the following codes / standards:

IEC International Electrotechnical Commission.

NEMA National Electrical Manufacturers Association.

NEC National Electrical Code (US).

BSI British Standards Institution (BS).

API American Petroleum Institute.

Relevant Standards as per document 2233-EE-401

2.3 Any other recognized International standard may be used in lieu of the above,
subject to the approval of Employer / Owner’s Engineer.

2.4 Power Distribution Board and Power Panel shall also conform to the latest editions of
standards including all revisions and addenda current at the time of placement of
order.

2.5 In the event of conflict between this specification and other documents, the following
order of priority may be followed:
a) Data sheets.

3.0 GENERAL

3.1 The Power Distribution Board and Power Panel offered shall be suitable for the site
conditions indicated in Project Information data sheet (Elect.).

3.2 The Power Distribution Board and Power Panel shall be suitable for the area
classification as indicated in the data sheets. API-RP-500 Classification of locations
for electrical installations at petroleum facilities shall be followed for area
classification.

3.3 Power Distribution Boards shall be suitable for wall / floor mounting type unless
otherwise specified in the data sheet. Selection and design of Power Distribution
Board / Panel shall be based on API-RP-14F - Recommended practice for design
and installation of electrical system for offshore production platforms.

3.4 The Power Distribution Board shall be given a protective coating in line with the
instructions enumerated in the standard specification for Protective Coating (Elec.).
The colour shade of finish coat shall be light grey as per standards as document
2309-E E-401.

4.0 TECHNICAL REQUIREMENTS

4.1 Power Distribution Boards shall be fabricated from 2mm cold rolled sheet steel. It
shall be fully dust and vermin proof. Degree of protection shall be IP-54 unless
otherwise specified in the data sheet.

4.2 For outdoor applications boards panels shall be of weatherproof type and shall be
provided with a sloping canopy for additional protection against rain.

4.3 Power Distribution Boards shall be fully compartmental / non-compartmental as


indicated in the data sheet. The boards shall be non-draw out type.

4.4 All the boards/panels shall be provided with hinged doors for access to equipment.
Doors shall be provided all around with neoprene gaskets. The switch-fuse unit /
MCCB shall be interlocked with door so as to prevent opening of the door when the
switch/MCCB is ON. However a device for bypassing the interlock shall be provided
to enable the operation of the switch/MCCB with the door open, when necessary, for
testing/maintenance.

4.5 All accessible live connections shall be shrouded and it shall be possible to change
individual fuses, switches, MCCBs, MCBs, from the front of the boards. The boards
shall be single front type unless otherwise specified in the data sheet.

4.6 In case of floor mounted boards, adequately sized mounting channels shall be
supplied, while wall mounted boards shall be provided with mounting straps.

4.7 Adequate interior cabling space and suitable removable gland plates shall be
provided for top/bottom cable entry of cables through glands. Necessary number of
glands to suit the specified cable sizes shall be provided. The cable glands shall be
nickel/cadmium plated, brass double compression type to suit the area classification
requirement.

4.8 All interiors shall be completely factory assembled with switching and protection
devices, wire connectors etc. Interiors shall be so designed that switching and
protective devices can be replaced without disturbing adjacent units and without
removing the main bus connections.

4.9 Busbars shall be of copper, sized in accordance with the relevant standards. Full size
neutral bars shall be provided as per the data sheets.

4.10 Busbars shall be adequately sized for continuous current rating and shall be provided
with at least minimum clearances in air as per the applicable standards. Busbar
sizing calculations shall be furnished for approval.

4.11 The busbars, busbar connections and busbar supports shall have sufficient strength
to withstand thermal and electro-mechanical stress of the fuse/MCCB set through
cut-off current associated with the specified short-circuit level of the system.

4.12 Two numbers of suitable earthing terminals shall be provided to suit the Employer /
Owner’s Engineer's earthing conductor. Copper earth bus shall be provided
throughout the length of the boards.

4.13 The components in the boards shall confirm the following requirements.

4.14 Switches / MCCBs / MCBs

4.14.1 Switches / MCCBs / MCBs shall be 4 poles KA rating of MCCB shall be Ics and
MCBs shall be 10 KA, hand operated, air-break, quick-make, quick- break type
confirming to relevant standards.

4.14.2 The switch shall be protected by fuse and MCCB/MCB shall be provided with
overload and short-circuit protective device.

4.14.3 Switch shall have provision for locking in both open and close positions. MCCBs /
MCBs shall be provided with locking facility when specified in the data sheet.

4.15 Fuses

4.15.1 Fuses generally shall be of HRC cartridge fuse link type having a rupturing capacity
of 80 kA at 440V or equivalent considering discrimination between fuses.

4.15.2 Fuses shall be provided with visible indication to show that they have operated.

4.16 Instrument Transformers

4.16.1 Current and Voltage transformers shall be of dry type of metering accuracy class of
1.0 unless otherwise specified in the data sheet. It is Contractor’s / Subcontractor’s /
Vendor's responsibility to select correct VA burden of the instrument transformer to
suit the meters connected to it.

4.16.2 Voltage transformers shall be provided with suitably rated primary and secondary
fuses.

4.16.3 Test links shall be provided in both secondary leads of the CTs to easily carryout
current and phase angle measurement tests. Facilities shall be provided for short-
circuiting and grounding the CTs at the terminal blocks.

4.17 Indicating Instruments

4.17.1 Indicating Instruments shall be of flush mounted type unless otherwise specified.

4.17.2 Instruments shall be of minimum of 96mm square size unless otherwise specified in
the data sheets. Instruments shall have provision for zero adjustment outside the
cover and black numerals on white dial.

4.17.3 Ammeter / Voltmeter selector switches having 3 positions and OFF with stay put
contacts rated 10A shall be provided when specified.

4.17.4 Potential fuses shall be provided at the tap-off point from the busbars for the
voltmeters.

4.18 Indicating Lamps

4.18.1 Indicating lamps shall be of the filament type and low watt consumption lamps shall
be provided with series resistors.

4.19 Internal Wiring

4.19.1 Boards shall be supplied completely wired, ready for Employer / Owner’s Engineer's
external connections at the terminal blocks. Wiring shall be carried out with
1100/600V grade, PVC insulated stranded copper conductors.

4.19.2 Engraved identifications ferrules, marked to correspond with the wiring diagram shall
be fitted at both ends of each wire.

4.19.3 All wiring shall be terminated on terminal blocks of 500V grade. Terminals shall be
adequately rated for the circuit current, the minimum rating shall be 20A.

4.19.4 Terminals shall be numbered and provided with identification strip for identification of
the circuit.

4.19.5 Terminal blocks for C.T. secondary lead wires shall be provided with shorting and
disconnecting/earthing facilities

4.20 Labels and Nameplates

4.20.1 All door mounted equipment as well as equipment mounted inside the boards shall
be provided with individual labels with equipment designation/rating. Also the boards
shall be provided on the front with a label engraved with the designation of the board
as furnished by the Employer / Owner’s Engineer

4.20.2 Nameplates as required shall be permanently attached and have engraved 3-ply two
colors white black- white with characters being minimum 5mm high.

5.0 CERTIFICATION

5.1 The power distribution board and power panel of similar of this type and design being
offered shall meet the following requirements:

a) Should have been “type tested” by an independent body not longer than three
years ago, and the relevant certificates shall be provided to Employer/Owner’s
Engineer prior to the dispatch of the equipment.
b) Should have been in continuous operation for a period of minimum two years in
installations similar to those offered.
c) Should have current certification/approval listing by UL or FM or CENELEC or
BASEEFA or DNV.

6.0 INSPECTION AND TESTING

6.1 All tests shall be carried out as per relevant standards at Contractor’s /
Subcontractor’s / Vendor's works.

6.2 Testing and inspection shall include but not necessarily be limited to the following:

a) A quantitative check to ensure that all items in specified quantities are present.

b) A visual inspection to check workmanship and compliance with submitted


drawings.

c) Insulation measurement.

d) Test the functional operation for all components.

e) Check for proper voltage, phase and frequency ratings.

6.3 Contractor / Subcontractor / Vendor shall submit Quality Assurance Plan for review by
the Employer / Owner’s Engineer.

6.4 Employer / Owner’s Engineer shall have access to all quality control documents of
Contractor / Subcontractor / Vendor that record the design and testing of the system.

7.0 SPARES AND SPECIAL TOOLS

7.1 Contractor / Subcontractor / Vendor shall recommend and furnish the list of
commissioning spares and spares for two years of normal and safe operation of the
offered equipment.

7.2 Contractor / Subcontractor / Vendor shall provide all special tools and tackles
required for the installation and maintenance of Power distribution board. A list of
special tools and tackles shall be submitted with the quotation.

8.0 PACKING AND TRANSPORT

8.1 Standard of packing shall be agreed with the Employer / Owner’s Engineer prior to
delivery.

8.2 The equipment shall be properly wrapped in polythene sheets and thermo pole to
prevent damage to finish and properly packed in wooden crates provided with skids.

8.3 Crated contents shall be hermetically sealed and sufficient moisture absorbent
material shall be included to last for at least 6 months.

9.0 MISCELLANEOUS

9.1 Contractor / Subcontractor / Vendor shall furnish completely filled data sheets along
with the bid documents.

9.2 Contractor / Subcontractor / Vendor shall furnish operator's instruction and


maintenance manual as a part of the contract.

9.3 Erection, testing and commissioning of the power distribution board / panel shall form
a part of the contractor’s scope of work.
