AMENDMENT NO.7 TO SPECIFICATION NO.

EDTS-I03 REV '0' FOR


SWITCH BOARD CABINET FOR LHB TYPE COACHES:

ThiS.amendment is issued to specification for SWitch Board Cabined for LHB type
coaches to Incorporate the following changes:-

1. RDSO vide their letter No. EL/7.1.08 dated 20-06-12 have advised that "No AEG
make contactors shall be provided in any variant of switch board cabinet provided in
LHB coaches". Henceforth AEGmake contactors stand deleted.

2. In view of updating of the various catalogue/technical data sheets resulting in


discontinuation/Non-availability of a particular make/Part no. the firm shall take prior
approval from RCF/RDSOfor alternate part no. of a particular make before effecting
bulk supplies.

Sub: Failure of AEG make contactors.


Ref: i) This offica letter of even number dated 10.01.2011
ii) RCF letter ne. ED2008/FB dtd. 05.01.2011

RDsa vide letter at reference (i) has reported about large scale failule of
:. AEG contactors in switch board cabinet. RCF vide letter at reference (ii) r,as also
advis~c regarding fai:ures of AEG contactors.

In view of large scale recent failure of these contactors and very poor
response from firm in suggesting corrective & preventive action, it has been decided
that no AEG make contactors sh2:!1 be prOvided in any variant of switch board cabinet
pro',ideG in LhB coaches.

Sub: Provision of 2.5 Amp. DC MCB for isolation of contactor of RMPU equipments in LHB
type AC coaches.
Ref: This office letter of even number dtd. 27.06.2012.

in the recent past, ther'9 had been 05 major cases of failure of contactors and its accessories of
RMPU equioment in l..HB type AC coaches causing punctuality loss to the train. These failures took
place in Bangaiore Rajonani on 14.05.2012 , Patna Rajdhani on 31.05.2012 , Kalka Shatabdi on
18.06.2012, riazrat Njzam~. iddir: - Ernakulam Duranto Express on 24.06.2012 & Kalka Shatabdi on
26.06.2012. in this regard, ROSa has already issued a trouble shooting directive vide letter of even
number dtd. 20.06.2012 (copy enclosed) for isolation of defective free wheeling diode.

For isolation of del'ec'[:ve contactor, ROSa has earlier issued a scheme vide letter under
reference in which 06 nos. of DC MCSs were to be provided on the negative side for isolation of
defective contactor/group of contactor. However, the scheme was discussed in Northern Railway, EOG
depot on 27.06.2012 & 03.C7.2G12 and it was found that providing Isolation in the negative side shall
complicate the wiring system ana also the cable requirement shall be high.

Tr,e scheme has nON been reviewed and revised scheme is enclosed in the Annexure. As per
this scheme each contactor c: RMPU equipment shall have 2.5 Amp DC MeB on its positive side
between contactor & miCro c:cn:rolier. This scheme will facilitate isolation of individual contactors in
case its co!! or its diOde gets shorted.

Railways should modify (he circuit as per the enclosed Annexure and submit the performance
report to ROSO. Train esco,-ling staff should also be counselled for effective isolat'. f defective
contactors. Letter & scheme dated 27.06.2012 may be considered withdrawn.

Modification sheet for providing 125 Amp fuse in primary circuit of 60 KVA
transformer in place of 63 A fuse.

1. Durin~ 23 MSG meeting held at Chennai in August 2008, Railway Board has
constituted a committee comprising Director/RDSO, Dy. CEE/lCF, Sr. DEE/Chg
to study various problems faced in LHB coaches and find its solution. ER, NR,
\tVR & ECR which are maintaining LHB coaches participated in the meeting and
the performance of various equipments was discussed. All the participating
Railways reported a large number cases of blowing of 63 A fuse provided in
the primary circuit of 60 KVA transformer as well as 63 A fuse provided inside
transformer on its terminal board inside transformer box. During 24th MSG
meeting, Railway Board directed to review the rating of this fuse.

2. Presently, 63 Amp fuse of MIs SIBA make is provided in primary circuit of 60


kVA transformer which is located in switch board cabinet. In secondary side,
100 A fuse is provided to protect the transformer against the fault on load side.

3. Western Railway has reported the cases of more than 50% blowing of 63 Amp
fuse in one year itself . Most of the blowing incidences take place at the time of
switching ON of coach power supply. NR, ER and ECR have also reported the
failures on similar lines.

4. Even 80 A fuse provided by RCF in some of the new switch board cabinet is also
blowing without any fault in circuit.

5. Principally, the transformer primary side fuse is chosen to protect distribution


system on which it is installed against outage resulting from faults within the
transformer and under certain condition to protect the system and transformer
from fault occurring on the load side of the transformer that the secondary
protective devices do not clear.

The time- current characteristics of high voltage fuse links for transformer circuit
applications should normally, have the following features:

a) Relatively high operating current in the 0.1 s region so as to withstand


transformer inrush current and give good coordination with protection
devices on the secondary side
b) Relatively low operating current in the 10 s region so as to :
- ensure rapid clearance of transformer winding faults , secondary side
faults and primary side earth faults.
- Provide good coordination with over current protective devices on the
source side.

6. As a thumb rule, on the primary side of a distribution transformer, fuse with the
rating of is to be 2.5 times the full load of primary current is to be provided and
on secondary side 1.25 times of full load secondary current. The full load
current rating of the 60 kVA transformer is 46.2 Amps on primary side and 83.47
A on secondary side. Hence, on primary side, 46.2 x 2.5 = 115 A fuse and on
secondary side 83.47 x 1.25= 104 A are fuse to be provided. Nearest standard
rating for primary and secondary available is 125 A and 100 A respectively.
Thus on secondary side there is no need to change the existing fuse of 100 A
However, the fuse is to be changed only on primary side.

7. A 60 KVA transformer as per RDSO specification No. RDSO/PE/SPEC/0080


(Rev-O)with amendment -1 is having 63 Amp HRC fuse on the primary winding
and 100 Amp HRC fuse on the secondary winding provided on the transformer
terminal board inside transformer box. Railways have reported that blowing of 63
Amp/100 Amp fuse of transformer causes punctuality loss of Mail/express trains
as the replacement of fuse can not be made in the coach in running condition.

Further, there is no need for these fuses inside transformer box as


another set of fuses have already been provided in Switch Board Cabinet in the
primary as well as secondary circuit. In original LHB design transformer, no such
fuse was provided inside the transformer box.

1. Remove 63 A fuse along with base provided in Switch Board Cabinet and
provide 125 A 1000V HRC fuse along with fuse clip.

2. Remove 63 A fuse and 100 A fuses provided on the terminal board of 60


KVA transformer inside transformer box and provide copper strips or cables
in place of these fuses.

Material required

Six, 125 Amp 1000V HRC fuses of MIs. Ferraz make ( 1051 CP ~LB 20.127 1~5-
X095700 J ) or similar confirming to IS: 13703/1EC:269-2along with the matching
fuse clip mounted on FRP plate as shown in sketch RDSO/PE/SKIAC/0159-2011.
Fuse to be procured from ICF/RCF/CLW approved sources.

Sub: Issue of Amendment no.1 to the revised Modification Sheet for Head On Generation (HOG)
system compliant LHB & conventional EOG Power car and AC & Non AC LHB EOG
coaches.

RDSO issued the revised modification sheet no. RDSO/PE/MS/AC/0051-2011 (Rev-2) vide
RDSO letter under reference(i) for carrying out the work in the existing LHB & conventional EOG Power
car and AC coaches to make them HOG compliant.

Western Railway has suggested some minor modifications required in the interlocking circuit of
the power car. During the course of modification at Zonal Railway and study of the circuit design at
RDSO, these minor modifications in the interlocking circuit of the Power Car that seemed essential to
ensure safety have been implemented. Accordingly, based on the HOG modification work carried out in
LHB power cars of Rajdhani I August Kranti Rajdhani Express trains at Mumbai Central in Western
Railway and Northern Railway , the draft of Amendment N01 to the revised modification sheet no.
RDSO/PE/MS/AC/0051-2011 (Rev-2) was issued. Further, the modification of LHB EOG Non AC
coaches was also required to make them HOG compliant by providing 2 Nos. RC filters in HV panel of
Non AC LHB EOG coach. Hence, the final draft of Amendment N01 to the revised modification sheet no.
RDSO/PE/MS/AC/0051-2011 (Rev-2) was issued.

Now, Western Railway has suggested for the Introduction of 750 V 3 Ph contactors, between
each IV coupler input and ACB output, designated as HOG A and HOG B respectively to enable coupling
of locomotive with power car working on DG set by disconnecting the feeders of IV coupler on vestibule
end of the power car to stop the inconvenience of air and noise pollution caused due to working of rear
end power car in the vicinity of passenger area. After incorporating all above modifications, RDSO has
issued the final copy of Amendment N01 to the revised modification sheet no. RDSO/PE/MS/AC/0051-
2011 (Rev-2) .

Amendment no 1 to RDSO Modification sheet no RDSO/PE/MS/AC/0051-2011(Rev-2)

This amendment N01 to ROSa Modification sheet no RDSO/PE/MS/AC/0051-2011(Rev-2) is being


issued which is based on the HOG modification work carried out in LHB coaches of Rajdhani I August
Kranti Rajdhani Express trains at Mumbai Central in Western Railway. During the course of
modification at Zonal Railway and study of the circuit design at RDSO, some minor alterations in
the interlocking circuit of the Power Car that seemed essential to ensure safety have been
implemented. The proposed alterations are depicted in the enclosed sketches. This
amendment in modification sheet also covers the provision of two numbers of RC filter in HV
panel of Non AC EOG LHB coaches to make it HOG Compliant.

Alteration - 1. To facilitate automatic restoration of the HOG supply, when the train passes
through the neutral section without operating the push button switch.

When the train passes through the neutral section, there is an intermittent tripping of the HOG supply.
This intermittent tripping is indicated by the indication lamps of the control panel. The operator in the
Power Car has to press the push button switch to energize the Feeder Contactor after passing of each
neutral section. In case the operator fails to acknowledge the indication of tripping on the control panel,
then the HOG supply will not be restored in the train

To overcome the above problem, certain modifications in the circuit diagram need to be carried out as
under:-

The Push button switch in the circuit of 24 VDC feeder auxiliary contactor coil, is bypassed by
connecting in series the following auxiliary contacts:-

a) Contacts of RSW1/2 of the Siemens control panel (when HOG operation mode is selected)
b) Normally Open (NO) auxiliary contact of 24 V DC auxiliary contactor.

The above modifications have been incorporated in the sketch enclosed as annexure 'A'.

Alteration - 2 : To facilitate automatic restoration of the HOG supply in the non working power

The Push button switch in the circuit of 415 VAC contactor coils of contactors K5 & K7 in the non
working power car , is bypassed by connecting in series the auxiliary contacts of RSW1 of the
Siemens control panel (when Bus Coupler is selected)

The above modifications have been incorporated in the sketch enclosed as annexure 'B'.

Alteration - 3 : To ensure non operation of the converter output contactor in case the ACB is
closed.

Due to absence of Interlocking between the ACB and converter output contactor, the HOG supply
could be fed to the Alternator windings in case when the ACB is accidently stuck up (not released) or
was manually closed due to faulty under voltage release.

To overcome this problem Auxiliary NC contact of the ACB (when the ACB is in open position) is
connected in series with C1-C2 contacts of MIs. Siemens wiring of ZS IIV coupler.

The above modifications have been incorporated in the sketch enclosed as annexure 'C'.

Alteration - 4: To provide single circuit for preventing starting of the Corresponding DG sets
with 19G4 as well as ECPG engines, when the HOG operation mode is selected

As per the circuit diagram of MIs. Siemens for HOG modification, the ECPG type of engines would not
stop on selection of the corresponding HOG operation mode

To overcome the above problem, certain modifications in the circuit diagram need to be carried out as
under:-

The +ve 24 Volt supply wire for DG set starting circuit will be routed through RSW1-2 of interlocking
panel (DG enabled) in series with fuse (F9).

The above modifications have been incorporated in the sketch enclosed as annexure 'D'.

Alteration- 5 MODIFICATION REQUIRED IN NON AC LHB EOG COACHES TO MAKE THEM


HOG COMPLIANT

To make Non AC EOG LHB coaches HOG compliant, two numbers of RC filters are to be provided
in High Voltage (HV) panel of the set of panel of LHB EOG Non AC coaches. One RC filter will be
provided between phase and neutral and other RC Filter will be provided between phase and earth
of secondary winding (415 V/190 V) of 9/15 KVA transformers to improve voltage waveform. Each
RC filter shall consist of 1 Ohm, 6/10 W resistances connected in series with parallel connected 1.5
MFD, 850/1000 V range capacitor EpcosNishay make or equivalent with prior approval of RDSO.
RC filter is to be mounted on plate as per sheet 2 of RDSO drawing no. RDSO/PE/SKIAC/0188-
2015(Rev-0). RDSO drawing no. RDSO/PE/SKIAC/0197-2016(Rev-0) for General Schematic
diagram of Power and Control Circuit of Non AC LHB EOG coaches with two numbers of RC
(Resistance capacitance) Filters to make them HOG compliant is enclosed as Annexure E.

Alteration- 6 MODIFICATION REQUIRED IN PNATRY CAR TO MAKE THEM HOG COMPLIANT

To make Pantry car HOG compliant following works is to be done :-

a) Single phase 100 VA , 750 V/415 V control transformers are to be provided with fuses(2
Nos. of 1 A ,1.2. kV in primary and 2 Nos. 1 A, 500 Volts in secondary). One such
transformer is to be provided in each feeder contactor. The general mounting arrangement
of 100 VA control transformer shall be as per sheet 1 of RDSO drawing no.
RDSO/PE/SKIAC/0188-2015(Rev-0).

b) Two numbers of RC filters are to be provided in each circuit of Switch board cabinet (in 415
side of transformer) of the coach/pantry car. One RC filter will be provided between phase
and neutral and other RC Filter will be provided between phase and earth of secondary
winding of transformers to improve voltage waveform. Each RC filter shall consist of 1 Ohm,

capacitor EpcosNishay make or equivalent with prior approval of RDSO. RC filter is to be
mounted on plate as per sheet 2 of RDSO drawing no. RDSO/PE/SKIAC/0188-2015(Rev-0
).
Alteration-7 MODIFICATION REQUIRED IN POWER CAR TO MAKE PRE-COOLING FROM
FRONT END POWER CAR DURING CONNECTION OF LOCOMOTIVE WITH POWER CAR.

The modification works involves introduction of 750 V 3 Ph contactors, between each IV


coupler input and ACB output, designated as HOG A and HOG B respectively. Interlocking
circuit between the HOG NB and ACB NB will ensure that either of HOG or ACB is operated
at time.

During pre-cooling of rake at Platform, front end power car will be operational and HOG-A &
HOG-B contactors will remain de-energised. Thus IV coupler at non vestibule end of power
car will remain in de-energised condition and staff will couple IV & UIC coupler with HOG
locomotive with loco in dead position. After coupling of locomotive and its coupler, loco will be
energised and Hotel load converters A& B input contactors will be made "ON" by Loco Pilot
with the help of BLHO switch. In the power car, H7 indication will glow, indicating that input
contactor is "ON". Afterwards DG set shall be switched off and selector switches will be put on
HOG made. Then Out-put contactors of converters A& B will get "ON" and HOG NB contactor
will energised. Contactor HOG A and HOG B have been interlocked with ACB-A and ACB-B
respectively so that either of one will get "ON" of respective set.

Due to this arrangement, the DG set supply can be isolated from IV coupler of the power car
and IV coupler can be safely connected while DG set are working. This will enable front end
power car working while HOG loco is attached. Thus inconvenience of air and noise pollution
caused due to working of rear end power car in the vicinity of passenger area can be stopped.
Also time is switching over from DG set to HOG supply will be reduced considerably as now
when both supply are available in the power car, changeover can be done immediately. The
above modifications have been incorporated in the sketch enclosed as annexure 'F' and
Annexure "G'.
