MARAYMARAY ELEMENTARY SCHOOL

CONSTITUTION AND BY-LAWS OF THE


SUPREME PUPIL GOVERNMENT (SPG)

Preamble

WE, THE SUPREME PUPIL GOVERNMENT of Maraymaray Elementary


School, Department of Education, Division of Bukidnon, District of Don Carlos 3,
Maraymaray, Don Carlos, Bukidnon,, imploring the aid, guidance and protection of
the Devine providence, in order to create an organization of caring and committed
individuals, do hereby promulgate this Constitution.

ARTICLE I

Name, Office, and Seal

Section 1. The name of this organization is Supreme Pupil Government.

Section 2. The main office of this organization shall be in the school office,
Maraymaray Elementary School, Maraymaray, Don Carlos, Bukidnon.

Section 3. The organization shall adopt the DepEd logo/seal.

ARTICLE II

Objectives

The primary objective of this organization is to lead the pupils in Maraymaray


Elementary School.

Specifically, SPG aims to:

1. Develop an organization of pupils towards the welfare of the school.


2. Invite pupil leaders to build a cohesive organization of the school.
3. Insure mutual actions in the successful implementation of the policies of
Maraymaray Elementary School.
4. Promote pupil accountability towards school improvement.
5. Undertake projects and programs for the benefit of the school.

ARTICLE III

Declaration of Principles

Section 1. The SPG is non-political and non-sectarian.

Section 2. The powers and duties of the officers are those provided in the
constitution.

Section 3. In the formulation of the policies, top consideration will be the welfare of
the members.

ARTICLE IV

The Officers and Tenure of Office

Section 1. The officers of SPG are the following: President, Vice President,
Secretary, Treasurer, Auditor, Social Managers and the PIO’s.

Section 2. The elected officers shall hold office term for one Calendar Year.

Section 3. All pupils have the right to be elected to any position through a voting
process

ARTICLE V

Membership

Section 1. All pupil in Maraymaray Elementary School are automatic members of the
league.

ARTICLE VI

Nominations and Elections

Section 1. The election of officers shall be done during the first month of the calendar
year through voting.
Section 2. Only active and present members present during the election shall be
nominated and elected as officers.

ARTICLE VII

Powers and Duties of Officers

Section 1. President

a. The president is the chief executive of the organization and is vested with the
power to enforce the provisions of the constitution and to execute the rules
and regulations that the organization shall promulgate from time to time.
b. He/She shall preside meetings of the league and shall vote only when such
vote is needed to break the tie.
c. He/She shall represent the body in any transaction with the school principal in
which the organization is a part.
d. He/She shall report on the activities and accomplishments of the league to the
school principal.

Section 2. The Vice President

a. The vice president shall take the place of the President in case of absence,
transfer, or inability of the latter to perform his/her duties.

Section 3. The Secretary

a. The secretary shall keep a record of all activities of the organization,


attendance, minutes of the meetings and etc.
b. He/She shall keep custody of all the documents pertaining to the organization.

Section 4. The Treasurer

a. The treasurer shall collect all the money accruing to the organization.
b. He/She shall prepare a financial statement at the end of the school year.

Section 6. Assistant Treasurer

a. He/she takes the role of the treasurer in case of absence of the latter.

Section 7. The Auditor

a. The Auditor shall review the financial transactions of the organization.


b. He/She shall have access to records of the treasurer that pertains to the
group.

Section 8. Social Managers


a. Program incharge.
b. Responsible to assess the flow of the program.
c. Inform the people incharge of the given committees.
d. Trusted to monitor the social activity of the group.

Section 10. PIO’s

a. Provide information to the public towards the accomplishment of the


organization.
b. Communicate the members on the meetings and valuable information
pertaining to the group.

ARTICLE VIII

Funds, Collections and Disbursements

Section 1. There is no membership fee of the organization except for the annual
monetary contribution to the organization.

ARTICLE IX

Meetings and Assembly

Section 1. The organization shall have to conduct meetings on special occasions


that need to be discussed directly by the members. Programs, projects,
plans for school improvements and the like are considered special
occasions.

ARTICLE X

Order of the Business

Section 1. In meetings stated in Article X section 2, the procedure of conducting the


business shall be governed by the parliamentary procedure.

Section 2. The order of the business shall be the following:

a. Roll Call/Checking of Attendance by the secretary


b. Call to Order by the presiding officer
c. Reading of Previous Minutes by the secretary or assistant secretary
d. Auditor’s Report by the Auditor
e. Treasurer’s Report by the Treasurer
f. President’s Report by the presiding officer
g. Unfinished Business
h. Presentation of New Business by the president or presiding officer
i. Confirmation of the New Business
j. New Business
k. Adjournment

ARTICLE XI

General Provisions

Section 1. When an elected official is transferred or has transferred to another


school, his/her tenure of office is automatically terminated.

ARTICLE XII

Amendments

Section 1. Any member may propose for an amendment of the constitution and by-
laws.

Section 2. Any amendment to this constitution and by-laws shall become a part
thereof after it shall have been duly approved by the body.

ARTICLE XIII

Ratification

Section 1. Ratification of this Constitution and By-laws shall be done by ¾ votes of


the members actually present and voting during the general assembly.

Section 2. Ratified this 25th of September 2017 at Maraymaray Elementary School,


Maraymaray, Don Carlos, Bukidnon.

ARTICLE XIV

Effectivity

Section 1. The provisions of this Constitution and By-laws of Maraymaray


Elementary School Supreme Pupil Government shall take effect
immediately after this ratification.
