BIOGRAPHICAL SKETCHES

WELCOME AND OPENING REMARKS

Victor Vega, Corporate Advisor, AAPG Latin America and Caribbean Region
Victor received a BSc degree in Geology from National University of Colombia and a MSc in Geophysics
from the University of South Carolina, Columbia.

He worked in Colombia, Venezuela and the United States, assuming positions of increasing responsibility
with Amoco Production Company; BP Amoco Corporation; BP America, BP Andes and Equion Energía
between 1993 and 2015. Victor has been with Shell since 2015 and is currently working as Regional
Exploration manager for Caribbean and South America based in Houston, Texas.

Victor’s professional affiliations include memberships in the Colombian Association of Petroleum


Geologists and Geophysicists (ACGGP), the American Association of Petroleum Geologists (AAPG) and the
Argentine Association of Petroleum Geologists and Geophysicists (AAGGP).

Victor served President of the Latin American and Caribbean Region from 2015-2017 and Advisory
Counselor for the Region from 2017-2020, and currently is Region’s Corporate Advisor. He has
participated on numerous AAPG committees and has helped to organize Geoscience Technology
Workshops in several countries. He served as General Vice Chair of the AAPG/SEG International
Conference and Exhibition (ICE), held in Cancún in 2016 and AAPG ICE Buenos Aires in 2019. He also
served as General Chair for the Inaugural Energy Opportunities Conference, Exhibition and Business-to-
Business Session held in Cartagena in 2018 and will hold the same position for the next AAPG
International Conference and Exhibition to be held in Cartagena in April 2022.

Xavier Moonan, Touchstone Exploration


Xavier is Exploration Manager at Touchstone Exploration in Trinidad & Tobago. He has an MSc in
Structural Geology with Geophysics at the University of Leeds, UK.

With an extensive career of 15 years in the industry, he has been lecturer at University of the West Indies
and University of Trinidad and Tobago, Senior Geologist at Centrica Energy, Exploration Geologist at
Petrotrin, Data Engineer and Mudlogging Geologist at Schlumberger Geoservices.

He served as the Convener for the 20th Caribbean Geological Conference Trinidad 2015, as Programme
Committee Trinidad Representative for AAPG ICE Cartagena, 2013, and as General Co-Chair for AAPG
GTW Trinidad 2014, GTW Guyana 2017 and GTW Suriname 2019.

Xavier is President-Elect of the AAPG Latin America & Caribbean Region. He is a member of AAPG, SPE,
GSA and HGS.

CARIBBEAN REGULATOR PANEL

Moderator: Clyde Griffith, Policy Advisor, Suriname Ministry of Natural Resources


Clyde is G&G Specialist at the Functional Support and Services department at Staatsolie. He has a
Master’s in Petroleum Geology and an MBA in Leadership and Management.

He has more than 14 years of experience in the O&G industry, from onshore to offshore Petroleum
Geology of the Guiana Basin. Throughout his career he has gained valuable knowledge on the Tectonic
Evolution and understanding the nature and development of the Guiana Basin, which was the second
most underexplored basin in the world, now an emerging basin. Clyde has been involved in delineating,
mapping and de-risking leads and prospects in various areas and tectonic regimes as well as Source Rock
potential and migration asessments in this basin as well as in some Development Projects and Appraisal
Projects in the onshore Fields of Suriname.

He has also had the opportunity to set up and lead the Geoscience Research Team at Staatsolie
Hydrocarbons Institute.

Clyde is currently serves as, Advisor to the Minister of Natural Resources in Suriname, as well as lecturer
at the Anton de Kom University of Suriname both at Bachelor and master’s level. Clyde is currently also
the Chair of the Geological and Mining Society of Suriname and delegate to the AAPG LACR.

Penelope Bradshaw Niles, Ministry of Energy and Energy Industries, Trinidad and Tobago
Ms. Penelope Bradshaw-Niles is the Permanent Secretary (Ag) at the Ministry of Energy and Energy
Industries. She has over twenty (20) professional years of experience in the Ministry of Energy and Energy
Industries and the public service of the Republic of Trinidad and Tobago.

Ms. Bradshaw-Niles holds a BSc. in Chemical Engineering and MSc. in Engineering Management from the
University of the West Indies and an MBA in Petroleum Management from the University of Kansas.

She was appointed as Permanent Secretary (Ag) in the Ministry of National Security during the period
2019 -2020, where she worked on various international, bi-lateral and national security matters.

Ms. Bradshaw-Niles’ immense knowledge and experience of the energy sector is, because of, her many
years of work at the Ministry of Energy and Energy Industries. At the Ministry of Energy and Energy
Industries, her portfolio included that of Deputy Permanent Secretary, where she successfully led a Team
to develop the Ministry of Energy and Energy Industries Strategic Plan for 2017-2021. She was also
involved in the development of cross-border initiatives with Trinidad and Tobago and neighboring
territories, such as Venezuela, Grenada and Guyana. Ms. Bradshaw-Niles worked on a range of technical
roles, during her career as a Petroleum Engineer, chiefly in the areas of Acreage Management,
Competitive Bid Rounds, and the CO2EOR Roadmap Initiative.

In her present capacity as Permanent Secretary (Ag), Ms. Bradshaw-Niles continues to manage the overall
performance management of the Ministry of Energy and Energy Industries as it relates to Policy and
Performance Management, Strategic Planning Monitoring and Evaluation, Capacity Building and
Stakeholder Engagement.

Angèle Ramsaransing Karg, Staatsolie Hydrocarbon Institute, Suriname
After obtaining her master’s degree in law, Angèle joined Ernst & Young in 2000 where she provided the
legal and tax advisory services for mainly international oil companies venturing to Suriname.

She joined the Staatsolie’s contracting department in 2010, after which she fulfilled the role as
Staatsolie’s Corporate Procurement Manager.

In November 2020 Angèle was appointed as the director of Staatsolie Hydrocarbon Institute (SHI). SHI is a
subsidiary of Staatsolie Maatschappij Suriname N.V., which embodies Staatsolie’s institutional task by
amongst other responsibilities: managing Suriname’s hydrocarbon potential and managing the Production
Sharing Contracts concluded with the Republic of Suriname.

Brian Richardson, Ministry of Science, Energy & Technology, Jamaica


Brian Richardson is a professional geologist who worked extensively in the geological sciences across the
globe for over 25 yrs. Prior to joining the MSET (Ministry of Science, Energy & Technology) as their
Manager, Oil & Gas, Brian completed nearly eight years of successful accomplishments at the PCJ
(Petroleum Corporation of Jamaica) by negotiating key petroleum upstream contracts, developing
Jamaica’s nascent petroleum upstream sector and regularly speaking at international conferences
promoting Jamaica’s petroleum prospects. A strong believer in the power of positive thinking, Brian is
proud to have actively contributed to Jamaica’s first-ever 3D seismic survey in 2018. Brian holds a BSc and
MSc in geology, plus several post-graduate certificates in petroleum contract negotiations, natural
gas/LNG contracts, petroleum exploration & interpretation, project management (AGILE & PMP) and
petroleum upstream fiscal systems modelling among others.

Brian is a Fellow of the Geological Society of the United Kingdom, member of the Geological Society of
Jamaica and a member of the American Association of Petroleum Geologists (AAPG) among other
professional societies.

Jamar White, Natural Resources Department, Barbados Ministry of Energy, Small Business and
Entrepreneurship
Mr. Jamar White is a geologist and petroleum geoscientist with 16 years’ experience. He holds a Bachelor
of Science degree (Honours) in Geology, with a Minor in Geography from the University of the West Indies
Mona Campus (2005) and a Master of Science Degree (Distinction) in Integrated Petroleum Geosciences
from the University of Aberdeen (2013).

He currently serves in the post of Director of Natural Resources in Ministry of Energy, Small Business and
Entrepreneurship of the Government of Barbados where he has responsibility for promoting and
facilitating the development of the country’s onshore and offshore petroleum resources.

Mr. White is a member of the American Association of Petroleum Geologists.

Matt Chandler, Guyana and Suriname Exploration Manager, ExxonMobil


Matt Chandler is the Guyana-Suriname Exploration Manager at the ExxonMobil Upstream Business
Development Company. Matt received a Law Degree from Valparaiso University School of Law in 2009
after receiving both his Master’s (2006) and Bachelor’s (2004) Degrees in Geological Sciences from
Brigham Young University. Ultimately, his passion for geology overcame his interest in law as he joined
ExxonMobil in 2009.

Early in his career, Matt worked in US Production and in Exploration, performing both technical and
commercial roles. Following these roles, he was transferred to XTO Energy in Fort Worth, where he
worked unconventional assets in both Canada and the US Permian. He has since moved to geoscience
management and business planning positions, including supervisory roles in the US Gulf of Mexico and
the Guyana-Suriname Basin.

Matt assumed his current Guyana-Suriname Exploration Manager role in May 2021. In this capacity, he
manages the geoscience exploration efforts across ExxonMobil’s blocks in the Guyana-Suriname Basin, as
well as the new opportunities and regional integration efforts. Matt’s biggest accomplishment is his
family, wife and 3 kids. A native of the Seattle area, he enjoys authentic Thai food, playing sports,
coaching children’s activities, and attending his kids’ events.

Timothy Chisholm, VP Exploration Appraisal and Developments, Guyana-Suriname, Hess Corporation
Tim Chisholm holds a bachelor’s degree in Geology with Distinction from Colorado State University and a
master’s degree in Geophysics with Honors from the University of Utah. He is Vice President, Exploration
– Guyana and Suriname for Hess Corporation, a global independent energy company engaged in the
exploration and production of crude oil and natural gas.

Chisholm leads exploration activity offshore Guyana and Suriname, the company’s high-growth prospects
for the future. He previously led a global Capture organization that sought new acreage in high-potential
test areas for long-term returns, such as the Gulf of Mexico, Nova Scotia, and Guyana which includes
access to significant oil discoveries at Liza and Payara.

Prior to joining Hess in 2014, Chisholm was the Director of Exploration and New Ventures – Americas at
Apache, directing Western Hemisphere exploration from Houston, and Regional Exploration Manager of
Egypt.

He began his career at Exxon in various technical roles, including Exploration Geophysicist and Expert
Structural Geologist working the Gulf of Mexico and International New Ventures. He also spent more than
a decade working for Shell in various exploration roles in the deepwater Gulf of Mexico, Northwest
Borneo in Malaysia, and the Nile Delta in Egypt where his teams contributed to major oil discoveries at
Gumusut, Vito, and Appomattox.

Sebastian Corsico, South America Exploration Manager, Repsol


Sebastian earned his bachelor’s degree in Geological Science, Buenos Aires University, Argentina. With 24
years of experience in the industry, he is Exploration Manager South America at Repsol, Houston, where
he manages exploratory and appraisal projects in Soth America: Brazil, Peru, Bolivia, Colombia and
Guyana.

Before joining Repsol, he worked at YPF. Sebastian is a member of AAPG.

Patrick Brunings, Exploration and Subsurface Asset Manager, Staatsolie


Patrick Brunings is the Exploration & Subsurface Manager within the Offshore Directorate of Staatsolie
Maatschappij Suriname (Staatsolie), the National Oil Company of Suriname.

He was born and raised in Suriname and after completing his master’s degree in Petroleum Engineering in
the Netherlands, he returned to his native country and has been with Staatsolie for more than 25 years.
During that time, he has held various senior positions within Exploration and Production. His main
contributions were introducing new technologies, optimizing production systems, and setting up new
exploration and production organizations and subsidiaries. Patrick also managed various major
exploration projects and production assets in the Onshore and Shallow Offshore.

Patrick is passionate about the recent developments in the Suriname-Guyana Basin and the possible
effects on the small, young nation of Suriname. He considers himself very fortunate that he can play a
direct role in maturing the many, evolving opportunities to serve this cause, through both his position
within Staatsolie, and as chair of SPE Suriname.

Patrick enjoys many hobbies such photography, and playing volleyball, badminton, and the violin, but
finds his greatest joy spending time with his wife and two children.

Barry Wigley, Suriname-Guyana Exploration Manager, Tullow Oil


Barry Wigley holds a BSc from the University of London and a MSc from the Imperial College, University of
London.

With 25 years of experience in the industry, he is Exploration Manager – Suriname-Guyana at Tullow Oil,
London, UK. He is responsible for managing Tullow’s activities and exploration activities in Suriname and
Guyana. Both our operated positions in both countries and non-operated partnership in the Repsol
operated Kanuku Block.

Before his current position at Tullow, he was the geoscientist team leading for Tullow’s exploration
acreage in Uganda’s Lake Albert area. Prior to that he was a geologist working Tullow’s European
exploration and development assets. Before Tullow he worked for 10 years for Perenco on their UK, North
and West Africa assets. He started in the industry as a mudlogger!

Barry is a member of PESGB.

SPECIAL PRESENTATION
Stuart R Young, Minister of Energy and Energy Industries and Minister in the Office of the Prime
Minister
Stuart Richard Young was a practicing attorney before being elected to Parliament on September 8, 2015
as the member for Port-of-Spain North/St Ann’s West.

He first served as a Minister in the Ministry of the Attorney General and Legal Affairs. Since then Young
has served in several Ministerial capacities as Minister in the Office of the Prime Minister, as Minister of
Communications and Minister of National Security. On April 19, 2021 he was appointed Minister of
Energy and Energy Industries in addition to his duties as Minister in the Office of the Prime Minister.

Young is the chairman of the Finance and General Purposes Committee of the Cabinet (F&GP), and a
member of a number of Cabinet Sub Committees including, the National Security Council, the Standing
Committee on Energy and the Human Advisory Committee. He has served as a member of a number of
Joint Select Committees of the Parliament, including the Energy Affairs committee (as Deputy Chair). He
also serves as a member of the Committee of Privileges and the Statutory Instruments Committee.

A graduate of St Mary’s College and the University of Nottingham where he studied law, Young was
admitted to the bar in Trinidad & Tobago, England and Wales, the Commonwealth of Dominica and
Antigua and Barbuda.

He has appeared as Counsel in Commissions of Enquiry, including, the Piarco Commission of Enquiry, the
Commission of Enquiry into the Construction Sector and the Commission of Enquiry into the Hindu Credit
Union and CLF. He is a member of the Honourable Society of Gray’s Inn in the United Kingdom. He has
served as Member of the Council of the Law Association and as a Member of the Legislative Committee of
AMCHAM.

He was appointed to the People National Movement’s (PNM) team in the Senate as a temporary
Opposition Senator in March 2014 and is now serving his second re-election as the PNM’s MP for the Port
of Spain North/ St. Ann’s West constituency.

TRINIDAD AND TOBAGO OPERATOR PANEL

Moderator: Javed Razack, Vice President of Shared Services, Ramps Logistics


Javed has spent 5 years at Ramps Logistics managing regional tenders, energy business development and
new ventures, and is now Vice President of Shared Services. He has worked on logistics projects for wells
drilled in Trinidad, Guyana, Suriname and French Guiana.

He has a BSc in Petroleum Geoscience (UWI) and has been a geophysicist with the Ministry of Energy,
focused on contract management and seismic acquisition. He also obtained an MSc in Oil and Gas
Enterprise Management at the University of Aberdeen. Javed has published papers and given technical
talks on topics like Petroleum Economics, Oil and Gas Contract Management, Shorebase Logistics and
Local Content Development. He was also on the executive of the T&T YP chapter from 2016 to 2018 and is
a current Director with the GSTT.

Arlene Chow, CEO, Heritage Petroleum


Arlene Chow became CEO of newly formed Heritage Petroleum Company Limited in September of 2019.
Before that she was seconded from BP as the Chief Operating Officer of Atlantic LNG Company of Trinidad
and Tobago from January 2013 to June 2018. She retired from BP in December 2018.

Arlene has held leadership positions in oil and gas operations over the course of 40 years. She started her
career at Petrotrin as a Geologist in Penal.

She has over 20 years of experience at energy major BP in both local and international assignments. She
was the Chief of Staff of the Executive Office in the Production Division of BP plc at their Head office in
London, where she supported the Executive Vice President in overseeing global standards, policies and
processes as well as safety and operational risk and performance management of the entire BP
Production Function.

She has also held positions at BP Alaska - North Slope Infrastructure Manager, Project Manager-
Reorganization, and Area Operations Manager. At BPTT, she was the VP Corporate Operations with
overall responsibility for Health Safety Security and Environment (HSSE), Facility Management,
Information Technology and Performance Management. She is also a Board Member of the Energy
Chamber of Trinidad and Tobago.

Arlene holds a BSc. in Geology and Chemistry from the University of the West Indies and MSc. in
Engineering from the University of Florida.

Marc Quesnel, Exploration Manager, Shell Trinidad and Tobago and Colombia
Marc Quesnel is the Exploration Manager for Shell Trinidad & Tobago and Colombia and brings almost 20
years of experience in geophysics and exploration, after joining BG Trinidad and Tobago in 2002. He
graduated from the University of California, Santa Barbara with a degree in Geophysics and has worked in
a range of professions in the Company including roles in acquisition and processing, exploration, new
ventures, QI, well operations, developments and production.

Paul Baay, CEO, Touchstone Exploration


Mr. Baay has over 25 years of experience leading oil and gas exploration and production companies and is
currently our President and Chief Executive Officer. Mr. Baay established Touchstone Energy Inc. and was
the former Chair of the Board and Chief Executive Officer from July 2010 to May 2014. Prior thereto, Mr.
Baay was Managing Director of Abacus Energy, part of Abacus Private Equity from 2007 through 2010 and
was a Senior Officer of True Energy Inc. from 2000 through 2007. From 2005 to 2012 he was the Chair of
the Board of Directors of Vero Energy Inc. From 1998 to 2000 he was the Chair of the Board of Directors
of Request Seismic Surveys Ltd. and served as President, Chief Executive Officer, and Director of
Remington Energy Ltd. from 1991 to 1999.

Bryan Ramsumair, Managing Director, DeNovo Energy


Bryan Ramsumair is the Co-Founder and Managing Director of DeNovo Energy Limited (‘DeNovo’). Before
being promoted to Managing Director, Bryan held the position of Chief Financial Officer (CFO) where he
led the commercial, finance and procurement teams in the acquisition and fast-track development of the
Iguana field which included securing a USD 250 MM investment from Proman AG and a Gas Sales
Agreement with the National Gas Company of Trinidad and Tobago Limited. Previously Bryan was the CFO
at Trinity Exploration and Production Plc. (‘Trinity’) where he was involved in growing Trinity from a 1,100
bopd to 4,400 bopd through the drill bit and via strategic mergers and acquisitions. Bryan led the finance
team to take Trinity public via a reverse takeover on the London Stock Exchange which was accompanied
by a USD 90 MM common share offering and follow on fund raisings of USD 63 MM in senior credit
facilities.

Bryan is heavily experienced in banking as his career began at RBTT Merchant Bank where he became
involved in originating and structuring over USD 2 billion in equity and debt transactions in Trinidad and
Tobago and throughout the Caribbean. Subsequent to RBTT Merchant Bank (where he left as Vice-
President of Equity Capital Markets), Bryan co-founded a corporate finance boutique called ONE1
Financial Limited which raised over USD 150 MM in financing in its first year of operations and which was
then sold to one of the Caribbean’s largest conglomerates.

Bryan is a former Non-Executive Director of Trinidad Cement Limited (where he was a member of the
independent board which advised on the takeover by CEMEX Sa), Development Finance Limited, and the
Securities Dealers Association of Trinidad and Tobago.

Bryan holds a master’s in business administration and Honors Business Administration from The Richard
Ivey School of Business, Western University, Canada and is an Ivey Merit Award winner.
