Fund is the lifeblood of any organization. Without it, we will never be able to manage operations and
upgrade services that enhances teaching standards and learning outcomes. However, budget
preparation and implementation by the school and other offices in the division need to be improved to
ensure transparency and accountability in the utilization of funds. Some common problems with regards
to it are un-utilized allocations, pending procurements, aging account, incomplete liquidation of cash
advances and etc. Either savings, or Under-utilization of budgetary allocation simply means inefficiency,
hence impair the operation of the total organization.

Today you are gathered here because we desired to provide better understanding on the importance of
budget plans. Moreover, you need to be equipped with knowledge and skills in prioritization and
programing of funds. We wanted to ensure that the schools and office operating budget will achieve its
purpose and that is each school and office should be able to execute their programs and deliver planned
expenditures in an efficient manner. Thus, harmonized implementation of program improves public
spending and the quality-of-service delivery to clients.

There will be bumps along the way as we continue to adjust to the new normal and strive for a better
normal. But I am hoping that we must simultaneously be more efficient with the resources we have
even it is limited and more effective in the way we spend. Together, we must take courageous,
resourceful, and consequential actions that right-size our organization and deliver excellent educational
programs in the service of our Filipino learners.
