AN ORDER CREATING THE BARANGAY DEVOLUTION TRANSITION COMMITTEE

(BDTC) OF BARANGAY STO. TOMAS, SANTO DOMINGO, ILOCOS SUR.

WHEREAS, Section 25, Article 2 of the 1987 Constitution provides that the State shall ensure
the autonomy of local government;

WHEREAS, Section 3 of RA 7160 otherwise known as the Local Government Code (LGC) of
1991 provides the operative principles of decentralization that shall guide the
formulation of policies and measures on local autonomy;

WHEREAS, Section 17 (f) of RA 7160 provides that the National Government or the next
higher level of LGU may provide or augment the basic services and facilities
assigned to a lower level of LGU when such services or facilities are not made
available or, if made available are inadequate to meet the requirements of its
inhabitants;

WHEREAS, Executive Order 138, s. 2021 on the “Full Devolution of Certain Functions of the
Executive Branch to Local Government, Creation of a Committee on Devolution and
for Other Purposes, was signed by President Rodrigo Roa Duterte on 01 June 2021
to facilitate and guide transition towards full devolution for the effective
implementation of the Supreme Court Ruling on the Mandanas- Garcia Cases
starting FY 2022.

WHEREAS, Section 15 of the Implementing Rules and rRegulations (IRR) of Executive Order
No. 138, s. 2021 mandates the LGUs to organize their Devolution Transition
Committee (DTC):

NOW THEREFORE, I, MANUEL T. TABALAN, Punong Barangay of Sto. Tomas, Santo

Domingo, Ilocos Sur, by virtue of the power vested in me by the law do hereby the
following;

SECTION 1. Creation of the Barangay Devolution Transition Committee (BDTC) of Barangay

SECTION 3. Functions. The Barangay Devolution transition Committee (BDTC) shall have the
following functions;

a. Formulate the Barangay Devolution Transition Plan (DTP) in coordination with the NGAs
concerned, especially on devolved functions and services critical to them and submit it to the
Sangguniang Barangay for review and approval;
b. Formulate the Barangay Capacity Development Agenda based on the assesstment framework and
guidelines to be issued by the DILG-LGA;
c. Monitor the implementation of the Barangay Devolution Transition Plan; and
d. Formulate its Communication Plan and strategies which should be aligned and complementary to
the communications plan formulated and approved by the National Government’s Committee on
Devolution;

SECTION 4. Conduct of Meetings. The Barangay Devolution Transition Committee (BDTC) shall
convene a meeting as often as necessary in the exercise of their related functions.

SECTION 5. EFFECTIVITY. This order shall take effect immediately and copies of which will be
furnished to all concerned offices .
