1.00 GENERAL
This specification is intended to define, for procurement, the highest quality 15kV underground
cable. In general, underground cable meeting the requirements of this specification will contain
the following components; strand-filled aluminum conductor, thermosetting ethylene propylene
rubber (EPR) 133% insulation, extruded semi-conducting thermosetting insulation shield,
helically applied soft-drawn bare copper wire concentric neutral, with an extruded to fill outer
jacket of linear low density polyethylene (LLDP).
This cable shall be manufactured, tested, and furnished according to the latest version of the
applicable standards of AEIC, ICEA, NEMA, IEEE, and ANSI. The cable shall further meet
and/or exceed those applicable standards not stated herein but referenced by the below standards.

3.00 CONDUCTOR
Conductor used within this cable shall have a single conductor of Class B Compressed
concentric strand Aluminum alloy 1350 per ASTM.
To impede the longitudinal travel of water, the interstices of the stranded aluminum conductor
shall be filled with a sealant. The outer surface of the conductor shall be free from the sealant
compound. The sealant shall be flexible and stable under the conditions imposed by expected
cable operations and be compatible with the conductor shield in accordance with the latest
edition of ICEA T-32-645 and other applicable standards.
The DC volume resistivity of the extruded conductor shield shall not exceed 1000 ohmmeters at
90C and 130C when tested in accordance with ICEA publication T-25-425. The contact area
between the insulation and conductor shield shall not exhibit protrusions or irregularities, which
extend from the cylindrical surface of the conductor shielded by more than 5 mils toward the
insulation. Similarly, protrusions or irregularities shall not extend into the shield by more than 7
mils.
The conductor shield shall be easily removable from the conductor, and the outer surface of the
extended conductor shield shall be firmly bonded to the overlying insulation.
6. INSULATION
The insulation shall be a high quality, heat, moisture, ozone, and corona resistant thermosetting
ethylene propylene rubber. The insulation shall be compatible with both the conductor shield
and the insulation shield. The thickness shall provide 133 percent insulation and in accordance
with the latest edition of ICEA S-94-649 and AEIC CS8.

The ethylene propylene rubber (EPR) insulation must be Class III (ICEA S-94-649), and the
storage, preparation, and feeding of the insulating materials for EPR insulation shall utilize Class
1000 clean rooms. The diameter over the insulation shall be in accordance with AEIC CS8.
7. INSULATION SHIELD
The extruded insulation shield shall have a minimum elongation of 100 percent after air oven
aging at 121C for seven days and a brittleness temperature not higher than -25C. The DC
volume resistivity of the extruded insulation shield shall not exceed 500 ohm meters at 90C and
110C when tested in accordance with ICEA T-25-425. The contact area between the insulation
and the insulation shield shall not exhibit projections or irregularities, which extend toward or
away from the cylindrical insulation and insulation shield interface by more than 10 mils.
The insulation shield shall be free stripping from the insulation, and the tension necessary to
remove the extruded insulation shall not exceed 18 pounds when tested in accordance with
applicable standards. The shield shall strip cleanly from the insulation, leaving it free of any
significant residue of semi-conducting or other material, which would have to be removed before
splicing or terminating. The insulation shield shall be marked per the requirements of the
applicable AEIC standard.
8. EXTRUSION PROCESS
The cable shall be manufactured utilizing a dual-tandem, triple-tandem, or true triple extrusion
process and either a dry nitrogen or steam curing process.

9. METALLIC SHIELD
The metallic shield structure shall consist of annealed, bare solid copper wires where the total
conductivity is at least one-third the conductivity of the phase conductor. The neutral wires shall
be applied with equal spacing and with a lay length of between six (6) to ten (10) times the
diameter over the concentric neutral wires.
The jacket shall be black, non-conducting linear low-density high molecular weight polyethylene
and extruded to fill over the concentric neutral wires. The thicknesses shall be in accordance
with either ICEA S-94-649. The jacket shall fully encapsulate the concentric neutral wires and
be free stripping. The jacket shall meet the requirements of the applicable ICEA and AEIC
standards.
The jacket shall be marked by means of surface or indent print with the following information at
regular intervals of not more than two (2) feet.
Supplier shall furnish copies of certified reports of each test specified in AEIC CS8 and
applicable ICEA standards for each cable reel to be shipped one week before delivery of cable.

1. The cable shall be shipped on non-returnable reels in continuous preassembled (6) 2400
ft. and (3) 1800ft cable lengths on each reel.
2. All cable to be on reels only. Cable reels maximum overall dimension is (2400ft) 72H x
48W x 36 and (1800ft) 72H x W36 x 36.
3. Cable reels shall be covered with a class 2 physical protector as defined in NEMA
Standards Publication No. WC26 (latest edition) – Protective Coverings for Wire and
Cable Reels. The cable ends shall be sealed and suitably protected.
4. Cable reels shall be identified in accordance with AEIC No. C55-87 (latest edition)
Section I.3 and in addition shall have the following marked on each flange, “Do Not Lay
Flat”.
5. Cable reels are never to be shipped flat. Cable reels that arrive in this manner shall be
rejected.
6. Upon receipt, the cable’s protective covering shall be inspected for evidence of damage
during shipment. If evidence of damage is found the cable shall be rejected.
