1.0 PURPOSE
The purpose of this Method Statement (MS) is to provide proper and standard methodology for
the Refurbishment Works for all Civil Assets (both internal and external areas) of the existing
Pump Station located in Park 1.7 in Watani Phase 1. This Method Statement is to ensure that all
standard procedures are carried out using the approved procedure and complied as per the
ADQCC Project Construction Specification. This method statement determines the procedure to
be followed throughout the required repair works in the existing pump station.
2.0 SCOPE
This procedure is applicable to the Refurbishment Works for the existing Pump Station which
includes but not limited to the following:
Supply and Installation of Type A – Water Proofing Membrane system in existing external
wall contacting to existing Soft Landscape Areas.
Supply and Installation of Type B (Liquid Spray) including Protection Board and Screeding
in Roof Area.
Concrete Repair for Internal and External Concrete Wall surfaces.
External and Internal Surface Wall Painting including Hand Rails, Ceilings and Floorings.
Repair of Aluminum Door.
Removal & Reinstatement of GI Trunking Cover.
This Method statement will describe the entire sequence and procedure the above works covered
on this project and should comply with the requirement or relevant utility agencies and in
compliance of ADQCC standard construction specification.

Equipment and Tools to be used for the execution will be the following:

The hazards and risks are detailed in attached Risk assessment. Refer to the attached Risk
Assessment.
8.2 Access/Egress
The access / egress for the construction vehicles for the installation of activities shall be as
per the project logistic Plan.
Ensure proper coordination with all interfacing contractors for logistics and access prior to
commencement of all activities.
All Access routes through the site to be properly maintained to minimize interference with
adjoining roads. Minimize interference with adjoining roads, streets, walks, and other
adjacent occupied or used facilities during operations.
8.3 Lighting
The minimum safety lighting as per general requirements (Minimum 50 lux) will
be provided
Task lighting shall be provided in addition to the safety lighting to undertake the
task with the proper level of lighting to meet acceptable safety and quality of
workmanship standards.
Appropriate plants and equipment shall be used for the execution of the activity. The
plant, tools and equipment shall be checked visually prior to use.
Ensure all Operators shall be trained and certified before allowing to work on site,

All personnel involved in this task will have read and understood the relevant

All permits to work systems will be adhered to including PTW’s for excavation and
confined spaces.
8.6 Power
The Power supply used on site for power tools shall be 110V only. 230v or higher voltage
power supply shall be provided to site welfare areas and another site establishment. The
110V and 230V tools will be verified with colour code blue for 220V and Yellow for 110V.
The working platforms for the task shall be firm and stable.
The elevated working platforms for the activity (if used) shall be provided by means of cup
lock scaffold system
The scaffolds for the activity shall be built by competent scaffolders trained by third party.
The built scaffolds shall be inspected and signed off by a third party trained inspectors /
supervisors
The working platforms shall be used as only platforms for working and shall not be used
for loading heavy material or equipment on to it.
Contractor shall list all the Hazardous Material (e.g. Paint, Water Proofing Material, etc.)
to be used and Project. HSE Engineer shall review the Material Safety Data Sheet before
using the material at site.
HSE shall register in the Risk assessment detailing the Risks and Control measures for the
application of Hazardous Materials.
HSE Engineer, SE, FM shall ensure that all excavation adjacent to utility services shall be
Manual Excavation (by hand).
Contractor shall ensure that all utility services are identified and marked before
commencing any excavation.
Contractor to provide ladder for Excavation if excavation will exceed from 1 meter.
Site Engineer shall inspect the stability of the soil structure, provide required support to
avoid accident.
Contractor shall provide barricade for all open excavation to avoid intrusion of the public.
HSE shall register in the Risk assessment detailing the Risks and Control measures related
to Excavation Works.
The work areas shall be clean and tidy. No debris from construction activities is allowed to
accumulate in the work area.
Work areas shall be cleaned on daily basis at the end of the shift or on completion of the
activity.
Waste segregation area (where recyclable / landfill materials are segregated, usually as
Steel, Wood, Plastic, Concrete and debris) shall be established to control the waste
generated on site due to construction.
Dust Control in the site shall be strictly monitored. Risk and Control measures shall
register in the supporting Risk Assessment.
Contractor shall Identify and obtain approval for the necessary work Lifting Permit.
Contractor shall prepare and obtain Lifting Plan for removal of concrete chamber cover by
means of lifting using truck mounted crane.
Contractor shall ensure that the persons undertaking the Lifting Operation fully
HSE Engineer shall register the required permits in the Risk Assessment indicating the
Hazard/Risk and its Control Measures.
HSE Officer/Site Engineers/Foreman shall ensure that work permit is approved and such
document shall be available at site for verification.

ensure unauthorized entry.
Location of Crane shall be set up on ground which is stable, level and compacted.
Ensure that Crane’s window and window screen is well maintained and in good condition.
All lifting tools & equipment shall be certified with 3 rd Party Certificate. Ensure that all
tools and equipment can carry the load of the material and allowable weight shall be
indicated in the equipment (safety slings).
Contractor shall Identify and obtain approval for the necessary work Confined Space Entry
Permit.
Contractor shall prepare and obtain Confined Space Permit for entering inside the
chamber.
Contractor shall only allow competent person to enter the confined space.
Contractor shall ensure that the persons undertaking the task within the Confined Space
fully understand and comprehend the safe working procedure.
HSE Engineer shall register the required permits in the Risk Assessment indicating the
Hazard/Risk and its Control Measures.
HSE Officer/Site Engineers/Foreman shall ensure that work permit is approved and such
document shall be available at site for verification.
Contractor shall ensure that provision of supervision (safety watch) when working in
confined space.
Contractor shall ensure that person who will work in the confined space has a necessary
Safety PPE and Respiratory Protection Equipment (RPE).
Contractor shall ensure proper ventilation and lumination within the Confined space area.
Contractor shall ensure that available Fire Extinguisher is available in the confined space
area.
Contractor shall ensure that confined space area is secured until the end of the work
permit to ensure unauthorized entry.
Contractor shall apply and obtained PTW related to Hot Work before commencing any
Hot Work at Site.
HSE Engineer shall only allow qualify and competent person to work in Confined Space.
HSE Engineer shall identify the Risk/Hazard and register in the Risk Assessment.
Contractor shall ensure Applicator shall have required Safety PPE’s such as Fire Rated
Cover All, Heat Resistant Gloves, Goggles, Mask and Safety Shoes.
HSE Engineer shall inspect that Gas System (Cylinder, Regulator, Hose, etc) are in good
Condition.
HSE Engineer shall inspect the area and ensure that the area is practicable to proceed for
Hot Works.
HSE Engineer shall undertake Tool Box Talk to workers and explain the Risk hazards and its
Control Measures.
Contractor shall provide access/egress to the working area to and shall be restricted to
Non-Authorized Person.
Contractor shall identify the entry and exit points in the working area.
Contractor shall remove all combustible materials away from the Hot Work Area.
Contractor shall ensure that working area have proper ventilation area for the workers.
HSE Officer/Site Engineers/Foreman shall ensure that work permit is approved and such
document shall be available at site for verification.
Contractor shall ensure the Health and Welfare of Staff and Workers against the COVID 19
Virus.
Contractor shall regularly Sanitize and Disinfect the Working Areas as well as the
Accommodation of Labours.
Mobilize Manpower and Staff as per Authority approved number per specified vehicles.
9.0 PROCEDURE
Contractor to submit Site Observation Report for all damaged civil assets.
Contractor shall conduct joint site inspection along with the Engineer Representative
for Verification of Damage Civil Assets in the existing Pump Station.
Submit Method Statement and all related risk hazard related to refurbishment works
of civil assets.
Submit/ obtain approval for the material to be used for repair of all civil assets.
Submit Site Condition Report related to Concrete
Submit Shop Drawing for Setting Out Drawings.
Submit and Obtain all necessary Local Authorities Permits, Material & Shop Drawing
Approvals for the Refurbishment works for all Civil Assets.
NOC / PTW from relevant utility agencies should be obtained prior to start the works.
All products shall be clearly labeled with date of manufacture and expiry date.
Contractor shall not allow any expired materials to be delivered in the site.
Contractor shall remove the existing tiles on top of the roof slab.
Prepare the existing concrete surface from the roof slab. Ensure that there are no
concrete cracks, voids, laitance, stains, Holiday (pinholes), etc. in the concrete surface prior to
application of Water Proofing Membrane.
Repair any damage by using approved concrete repair material.
Ensure that all material to installed in the site are as per approved from the Engineer.
Contractor shall ensure that only qualified personnel with 3 rd Party Certificate to apply
the water proofing membrane.
Consideration for weather and other condition such as atmospheric pressure shall be
carried as per manufacturer recommendation prior to commence of work in the site.
Mixing and application of Liquid Spray Water Proofing Membrane shall be applied as per
manufacturer application.
Apply 2 coats of Liquid Spray WP Membrane for Horizontal Surface with ≥ 3.0 mm DFT
thickness.
For Vertical Surface, application of 2 coats with ≥2.0 mm DFT of Liquid Spray WP
Membrane shall be done.
Install minimum 175 mm wide polyester reinforcement scrim Construction Joints between
the horizontal and vertical surface of the concrete. Installation shall be done after the 1 st Coat
has been completed.
Curing time shall be consider as per manufacturer recommendation.
Apply single layer 4 mm thick protection board (non – absorbed) for protection of water
proofing membrane. For vertical surface, apply 2 layers of 4mm thick protection board.
Installation shall be done by using adhesives or recommended system to protect the
Waterproofing.
After installing the protection board, install 75mm thick Screed Protection for additional
protection of water proofing.
Reinstate the existing tiles as indicated in the drawing, replace any broken tiles that has
been damaged during removal works.
Contractor shall ensure that only qualified personnel to do the Water Proofing works in
the site.
All plants that will be affected during excavation shall be remove. All underground service
(Irrigation Pipes) shall be protected during excavation works.
Excavate the dune areas by mechanical (if possible) or by manual excavation to expose
the surface that will be treated with water proofing system. Site Supervisor/Foreman shall
monitor the excavation works to avoid over excavation or damage to existing adjacent assets.
After exposing the external wall surface, Supervisor shall inspect the extend of damage
water proofing membrane and report to Engineer for verification. Remove all damaged water
proofing membranes and disposed the material in the approved designated dumping area.
Work shall be undertaken where the ambient temperature and humidity ranges above are
met as per manufacturer recommendation.
Application of water proofing material shall be strictly followed the manufacturers
recommendation and HSE shall also complied as per Product MSDS.
Honey combed or spalled surface has to be repaired with approved materials. Nail Heads
and other objects that are likely to damage the coating must be removed.
Area Clearance to be done prior to application of WPM. Area shall have visible access and
egress for the working area.
Surface repair shall be carried with appropriate repair system before application of the
primer coating.
Contractor shall clean the concrete surface area receiving water proofing by means of
Sand Blasting, Brushing and other means approved by the Engineer.
Ensure that there are no visible signs of grease, dirt, oil and other loose material in the
surface of the concrete.
Repair any concrete surface with cracks. Remove any offsets and protrusion in the
surface.
Concrete shall have at least 5% Moisture Content before application of Primer to concrete
and Moisture Content to be measured by electronic moisture meter.
Application of Waterproofing system shall conform to the following requirements, unless
otherwise approved by the Engineer:
Concrete Surface to be protected with WPM shall be maximum 3 days or as specified.
Contractor shall ensure that all penetration works within the concrete are done prior to
waterproofing works
Apply primer as per manufacturers recommendation and allowed to dry and as per
manufacturer instruction for the coverage rate (li/m2), curing time and Temperature
Requirement.
Apply the layer of the WP Membrane in the prepared primer coated surface in 4mm thick
for single layer application or 6 mm for a double layer as specified by using Flame Torch as
specified or as per Manufacturer Recommendation.
For areas around the penetration, edges, additional reinforcement strip layer shall receive
additional layer of at least 300 mm around the penetration at all external and internal angles.
All gaps between the membrane and the penetration shall be applied with the approved
sealant.
Membranes shall be applied in a single uninterrupted application. Protection of the
membrane shall be done after completion.
30 x 30 mm Chamfers shall be provided for external corners as specified.
Application of Bitumen coating shall be done in the site as per the approved
manufacturers recommendation.
Bitumen Coating shall be cured within 48 hours before applying the protection board.
Any damaged membranes shall be repaired by means of approved method only.
Membrane applied to upper face of Concrete Blinding and upper that faces below ground
level shall be protected with 50mm thick Cement Screed Mortar screed.
Membrane applied to vertical and inclined surface shall terminate 15 cm above ground
level by forming into 20 x 30 chased groove which shall subsequently be neatly pointed with
Sealant and the membrane shall be trimmed with an aluminum flashing fixed to the concrete
above the membrane (if required/specified only)
Protection Boards shall be placed against the membrane and be firmly held in position by
Temporary Structure or other means while backfill is being placed.
Application of Protection Board shall be installed after the curing period of the WP
membrane. Ensure that no damage is observed in the membrane before applying the
Protection Board.
Install the protection board in the external concrete surface at the final location in the
site. Apply the protection by use of Torch Flare at the recommended meting point (softing
point) of the material as per Manufacturer Recommendation.
Protection Board shall be in layers and butted edged and ends as per manufacturer
recommendation or as per approval.
After completion and curing of Water Proofing System, all affected assets shall be
reinstated on its original form.
Weather Condition such as Temperature and Humidity shall be considered in Water
Proofing Works. Works shall proceed when optimum weather condition is practicable to
commence the work.
Contractor shall allow the painting works at ambient temperature between and relative
humidity is below 85% as per manufacturer recommendation.
Contractor shall ensure to verify that surface is ready for painting application.
Applicator shall clean the concrete surfaces by brushing, grinding or high-pressured wash
water jet to remove all contaminants like dust, oil, grease, and other contaminants.
All surface imperfection shall be repair prior to application of external paint and any hole
and other minor defect to be completely filled with filler as per approved material and per
manufacturer recommendation.
For coating over existing surface will be abraded using a staff wire mesh and/or sand
blasting (if required) or other similar, to ensure that a good mechanical will be achieved &
over coating works can proceed as per works.
Ensure that all NOC’s and permits are obtained before proceeding the work.
Painting materials shall be sealed and labelled when delivered and received in site.
Container labelling shall include Manufacturers, Name, Lot Number, Brand code,
coverage, application instructions, surface preparation, drying time, clean up
requirements, color designation and instruction for mixing & reducing.

Manufacturer.
Adjacent surfaces that are not to be painted shall be protected using tarps, screens,
papers, PE sheet or other suitable Materials.
Contractor shall ensure that no evidence of oil, grease, dirt, harmful or deleterious
material on the surface of the concrete.
Contractor shall protect all parts under construction against disfigurement by splatters,
splashes and smirches of paint materials.
Surfaces that are marred or damaged during painting works shall be repaired with a
material and to a condition equal to that of the coating specified.
All areas that not required painting shall be protected with masking tape or other
protective material.
Applicator shall ensure that concrete surface is dry before application of Paint.
Apply paint where the concrete surface temperature is between 10 and 32 Deg. Celsius.
After surface preparation, Contractor shall consider and complied safe handling practices
as per Manufacturers MSDS.
Ensure that proper ventilation is observed during the painting works to avoid suffocation.
Applicator shall be mixed with mechanical mixers for a sufficient time as per manufacturer
recommendation.
Apply paint in a neat and workman like manner that does not produce excessive paint
build ups, sags, etc. Application by brush, spray or rollers shall be permitted depending
the site condition and extent of surface to be painted.
Apply one coat of Stabilizing Priming Solution as per manufacturer recommendation prior
to application of final treatment paint
Apply the final treatment paint after curing time of primer has attained. Ensure that no
stains (oil, grease, dirt) or visible damage in the primed surface before application of final
treatment paint.
After completion, applicator shall wash thoroughly to remove all chemicals attached to his
body.
Protection of the paint shall consider after completion to avoid repainting works.
Applicator shall clean the concrete surfaces by brushing, grinding or high-pressured wash

will ensure implementation of all safety procedures and precautions, safety measures
related to the nature of works being carried out and in accordance to the HSE Plan.
To ensure the implementation of work procedures and method statement, supervise the
work and organize works in a safe manner in accordance with the project standards and
implementation of method statement.
To ensure that all the works are performed to the satisfaction of the Company and as per
the project specifications.
Report to the HSE Engineer on all matters relating to health, safety and the environment
observed in the site.
Act as assistant to the skilled workers in executing and completing the works.
Contractor shall ensure that all material to be delivered at site is as per the approved
materials and comply with the Contract Specification.
All materials delivered shall be inspected at site by the Site Engineer/QA-QC Engineer.
QA-QC Engineer to raise MIR 72 hours before the delivery of materials.
QA-QC Engineer shall ensure that all materials delivered are as per approved materials.
Submit to Engineer Test Report (if required) for verification.
11.3 Workmanship
All Documents such as Method Statement, ITP, RA’s, Checklist, Permits must obtain
approval before commencing any work at sites.
QA/QC Engineer shall notify Engineer 24 hrs. before any works is ready for Inspection.
Contractor shall ensure that all works is as per approved work procedure and test results
comply with Contract Specification during construction activities at site.
QA/QC Engineer shall apply Inspection Request to Engineer 72 hours before any
inspection works will be done at site.
QA/QC Engineer shall notify Engineer 24 hrs. before any works is ready for Inspection.
In case, Non-Conformance Report was received from the Engineer, QA-QC Engineer shall
close the NCR and re-submit IR’s once the rectification was done in order to close the
NCR.
QA/QC Engineer shall maintain records all the IR’s, NCR’s and other QA/QC related
documents.
QA/QC Engineer shall maintain that all works are in good quality and clean at all times.
QA/QC Engineer to monitor that execution ae implementing approved shop drawing and
using approved material and ensure the proper QA/QC Procedure are implemented at the
project.
Joint Site Inspection shall be practice to ensure the quality of work.
All documents shall be reviewed and sign by QA/QC engineer to ensure compliance with
Contract Specification and allowed tolerances.
HSE Engineers shall monitor and inform all Staff and Workers for all applicable Emergency
Plan Procedures related to Project.
Emergency procedures are detailed in Project Emergency Plan (Submitted Separately).

Fire extinguishers shall be put in place in each working zone and a clear access shall be
provided to the location
All the operatives shall be trained for fire precautions on site
A fire warden is appointed and trained from each team of operatives
The communication for site emergencies shall be in accordance with the communication
protocol given in the project Emergency Plan.

Site working hours will be Eight (8) Hours per day with One (1) hour break from Saturday
to Thursday as per Authority Regulation.
