For perception assessments: Does the community members have a changed


Purpose
attitude towards the police and do they see a increase in cooperation?

Should be filled out by the assigned DDG field staff member.

Who collects Please inform the beneficiaries that you want to know people's attitude towards
the police and that this will help DDG improve the sessions for others. Be aware
not to mention the words test, control as this might scare some people away

Before the session


Select 2 beneficiaries before the dialogue meetings starts. Be aware that it
should be people, who intend to participate in all the sessions.

After the session
Select the same 2 people and repeat the test. Be aware of the same things as in
the pre test

When to NB: The pre-test should be done before the first dialogue meeting and after the
collect last one.

Fill out the categories below in 1st session:

1. Name of facilitator: What was the name of the facilitator?


2. District: What district is the activity conducted in?
3. Community: What community is the activity conducted in?
4. Date: What date was the session conducted?
5. Full name: What is the participant's name?
6. Sex: Is the person male or female?
7. Age Category: What was the age of the participant?

Then ask the selected respondent questions: "What do you think of the Police?

NB: As this tool focuses on narrative it is very important that you are very precise
when filling out the tool. What this means is you need to write concretely down
what the beneficiary are saying.

Fill out the categories below in "End of dialogue meetings". If possible


select the same beneficiary:
1. Full name: What is the participant's name?
2. Sex: Is the person male or female?
3. Age Category: What was the age of the participant?

Then ask the selected respondent questions: "What do you think of the Police?

NB: As this tool focuses on narrative it is very important that you are very precise
when filling out the tool. What this means is you need to write concretely down
what the beneficiary are saying.

Then ask: "Has your opinion about the Police changed compared to before
DDG's project?"
Listen to the answer and mark either: "Yes" or "No"
Ask now: "If yes, what has changed? (In comparison to before the dialogue
meetings"

NB: Do not read out the answer categories, as DDG are interested in what the
person in saying without any answer categories.

Listen to what the beneficiary are saying and list all the answers down, if they fit
in some of the answer categories.

What is important is that you have to analyse what the person is saying. The
beneficiary might not concretely say: "The police are now more visible in the
community" but if what they are saying means that police are more visible in the
community then you can tick the box

An example:
"The police now comes more often to the community"
Even though the beneficiary did not say: "more visible" the meaning is there, i.e.
that police are more often coming to the commnity
Field staff: The filled out data sheet should be brought back to the country office
and given to the M&E team the next time you travel to the country office

M&E staff: First of all fill in the general information: Name of facilitator, district,
community, date, name of beneficiary and their age

The 2 columns with the question: "What is your opinion about firearms?" should
be entered into the relevant quote summary sheet. In this section the narrative is

The questions of: "Has your opinion about the Police changes compared to
before DDG's project?" Should be entered into the soft copy of this tool.

The questions of: "If yes, what has changed? (In comparison to before the
dialogue meetings" should be entered the same way as above. I.e. tick the same
boxes as are marked on the hard copy.
For Country Directors, AVR Managers and M&E Focal points:
The overall summary sheet will aggregate if people feel there is a difference

Field staff: To see if their trainings are having the intended effect. This also
makes field staff focus on the purpose of the training and overall why they are
doing the activities they are doing.

An additional effect can be that field staff are more motivated as they directly
can see that their learning has an affect

National coordinators: If there is no change in knowledge / perceptions, why is


this the case? You need to raise this with your line managers, quality assure
trainings and ask beneficiaries what the positive / negative aspects of the training
was and why they did not see any difference / use of the key points

How to use AVR Managers & Country Directors: Is our programmes making a difference
for i.e. are people experiencing improved knowledge / perceptions or is there no
programme & change.

If this is the case you need to ask yourself if we are doing the things well? Or
should the training be more targeted, do the teams need more quality assurance,
should there be more / better capacity building etc.?

By the beginning of the project, managers can use the information from the first
meeting to identify locations where there may be a particularly conflictual
relationship between secuirty providers and communities. Based on this, a
strategy can be made for how to ensure that project implementation is sensitive
to it, and how it can be adressed within the scope of the project. By the end of a
project the findings about change in the perception and level is trust is linked to
project output and used to evaluate the projects impact on the quality of security
provision.
