1.0 Scope
This procedure covers general requirements for cleaning of piping system,
which shall be completed fundamentally prior to the start of function test.
Cleaning of systems which had been specified to be executed according to
respective instructions given by the equipment Manufacturer and/or Vendor,
shall be carried out after approval given by Owner.
2.1 Cleaning method shall be selected from the following, considering the type of
service fluid, pipe material and condition of internal surface of piping to be
cleaned and shall be approval prior to use by Owner.
- Water flushing
- Steam flushing
- Air flushing
- Chemical cleaning
- Oil flushing
2.2 For each of the above methods to be used, shall prepare detail method
statement to be submitted to Owner for approval prior to application.
3.1.1 Vinyl caps and other seal materials which cover ends of pipes shall not be
removed until completion of fabrication or erection work in the temporary work
shop and fabrication at site.
3.1.2 For valves, fitting, in-line instruments (eg. control valves, relief valves) and
other parts, the same as above shall be observed.
3.1.3 Inside surface of fabricated piping shall be made free from slag, scale and
other foreign matter with grinder, chisel, wire brush, etc. and be air-blown. After
completion of air blowing and visual checking, the ends of the piping shall be
covered with suitable caps made of vinyl or plywood until final connection in
the field. These caps shall be attached by suitable means to stay in place
during normal handling.
3.1.4 Cleanliness of internal surface of all fabricated piping and non-fabricated piping
components shall be ensure just before installation.
4.1.1 As a rule, pure water, potable water, steam condensate or industrial water shall
be used. Sea water or brackish water shall not be used. If using of sea water
or brackish water is unavoidable, washing with fresh water shall be carried out
4.1.2 Pure water or potable water shall be used for cleaning austenitic stainless
steel. Also initial flush with industrial water followed by pure or potable
water is acceptable. Maximum chloride content for water used for cleaning
shall not exceed 50 ppm. In any case, sea water or brackish water shall not be
used for cleaning of austenitic stainless steel.
4.2.1 Water flushing shall be performed with pressurized water and hammering or
rapid draining of filled water. Hammering shall, however, not be performed for
austenitic stainless steel, copper and aluminum pipes.
4.2.2 Temporary strainers with about 80 mesh shall be used, and flushing shall be
performed until no foreign matter is found in the temporary strainer.
4.2.3 Judgement of cleaning work shall be done by checking the cleanliness of water
and temporary screen installed, visually. Flush/cleanliness should be
witnessed by Owner.
5.1 Steam flushing shall be performed after completion of pressure test and major
insulation work.
5.2 Steam flushing shall only be carried out after having determined that the steam
flushing temperature does not exceed the limiting temperature of piping
components subjected to such flushing.
5.3 Steam traps, vents and drains shall be removed or kept opened.
5.5 During flushing, expansion joints, spring hangers etc. shall be checked for
effects caused by thermal expansion.
5.6 Cooling down shall be carefully performed to effectively remove the metal
scale by effect of temperature change. This can be done through and cooling
cyclically keeping the temperature difference as large as possible between
flushing and cooling period.
5.7 Judgement on result of steam flushing shall generally be done by checking the
cleanliness of steam by Owner.
6.2.1 Air flushing shall be performed with pressurized air. Hammering shall be
performed only when required for cleaning, however shall not be performed for
austenitic stainless steel, copper and aluminum pipes.
6.2.3 Judgement of cleaning work shall be done by checking the cleanliness of air by
Owner.
7.1 The piping system from which mill scale shall be removed prior to the original
start up, and will be specified on marked up P&ID.
7.2 Procedure
7.2.2 The acid cleaning of the listed piping systems may be performed either by
pickling prior to or following fabrication with the cleaned surfaces properly
passivated so as to remain clean until startup, or by circulation of a suitable
acid cleaning solution through the piping system after fabrication and erection.
If the latter method is used, it should be done as near the startup date as is
convenient, and the cleaned surfaces protected by means of a passivating
solution or a nitrogen atmosphere.
7.4.2 Preferably, spend acid solution and passivator solution should be collected and
stored prior to transfer to a scavenger contractor for disposal offsite. Both of
these solutions may contain heavy metals whose discharge is strictly regulated.
7.4.3 If detergent, soda ash solution, rinses and other liquids are discharged to
public waters, these liquid effluents must comply with the applicable provincial
and local pretreatment regulations.
7.4.4 If any liquid effluent streams are discharged to a sewer system connected with
a public sewage treatment plant, they must comply with the applicable
provincial and local pretreatment regulations.
