IRR 1.0 BACKGROUND

IRR 1.1 Article V Section 1.a and 1.b of the 2018 NFJPIA Region 10 and CARAGA
Constitution and By Laws stated that the membership into the Federation is mandatory

to all JPIA Local Chapters of tertiary schools duly recognized by the Commission on Higher
Education (CHED). Only Local Chapters duly recognized by the Federation can use the

name JPIA. The Regional Vice President for Membership and the Regional Executive
Officers are responsible for the implementing rules and regulations for the acceptance of

qualified applicants and to ensure adequate controls to address risk of unauthorized,


inaccurate and incomplete handling of membership matters in the organization.

IRR 2.0 OBJECTIVES

IRR 2.1 To establish standard procedures for application and admission for membership
to the organization.

IRR 2.2 To define the membership requirements including the documents that shall be
submitted by the Local Chapters.

IRR 2.3 To determine the Regional Council Membership Contribution of the organization.
IRR 2.4 To define rights, duties and responsibilities of all the members.

IRR 2.5 To define the terms of membership and grounds for termination.

IRR 3.0 APPLICATION AND ADMISSION FOR MEMBERSHIP

IRR 3.1 Documentary Requirements for Local Chapters. All Local Chapters shall submit
the following to the Regional Council:
1. LC Members Database. In filling out the LC Members Database under

Renewing Members sheet, you will just have to encode the last federation
year’s JPIA Number under the “JPIA number” column. And all the basic

information like; name, gender (you may change, if encoded wrong or no entry
recorded), and local chapter name shall be ready available but the course,

contact number and email address must be updated on a regular basis. Under
New Members sheet, all the required information must be encoded upon

registration except the JPIA Number. The JPIA Number to be used shall be given
by your respective RVP Membership. While under backup file sheet, all those

who cannot search their JPIA number and/or those who has misspelled name,
must be encoded here. Under their name, kindly use lower case letters only and

following this format: Given Name, Middle Initial, and Surname. (See the LC
Members Database.xlsx)

JPIA Number Example: RC CODE-LC CODE-JPIANUMBER (04- 01-0001) Name

Format Example: Romoros, Mohamad Mojib G.

2. Local Chapter Requirements (See the NFJPIA2021_LC


Membership Requirements.xlsx)

• Local Chapter Information and summary of members


• Local Chapter Officers with ID Picture

• Local Chapter General Plan of Activity (GPOA) or Calendar of Activities


(COA)
• Membership report
• LC Members Count

The filename to be used shall be School Name_Requirements.xlsx. Use the given template
for uniformity purposes.

Ex. Bukidnon State University_Requirements.xlsx


3. List of enrolees or number of students enrolled in BSA, BSMA, BSAT

or ANY accounting related courses certified by Chairperson, Dean, and


Registrar. Scanned copy must be sent to the council.

4. Certification Letter from the Office Students Affairs (OSA) stating that
the organization is duly recognized by the school. Scanned copy must

be sent to the Council.


5. For first time applicants: Constitution and By-Laws. For renewing

members: Amendments or Revisions of the Local Chapter Constitution


and By-Laws only (if any).

6. Annual Accomplishment Report of the previous federation.


7. Deposit slip of membership contribution.

8. Resume of Local Chapter Officers. Local chapters may also include


the resume of their graduating students. (5th year students for 5-year

program, while 4th year students for 4-year program). Kindly use the
prescribed format and compile it in a separate folder for LC Officers and

for the Graduating students according to its course/degree. Use this


format in naming your resume:

For the officers: FullName_Position_School Name (Acronym)


Ex. Mohamad Mojib G. Romoros_Vice President for Membership_BukSU
For graduating students: Full Name_Resume
Ex. Mohamad Mojib G. Romoros_Resume
IRR 3.2 All membership requirements shall be uploaded to the drive folder sent by your

respective regional council.


IRR 3.3 For the JPIA Number Code, this format shall be followed:

2020-WW– XX – YYYY
• 2020 Federation Code

• WW- Region Code


• XX - Local Chapter Code

• YYYY - Member Number


IMPORTANT NOTE: For federation year 2020-2021, renewing members shall be used their

respective JPIA number last federation year 2019-2020 but the federation code shall be
changed accordingly (ie., 2020). It means that, your registered RC, LC Code and JPIA number

this year will serve as your permanent number on the next federation years, only the
federation code will be subject to change. For new local chapters, a new LC Code shall be

assigned by the Regional Vice President for Membership provided that he/she will not use
the LC Code of existing LCs. And for new members, the Regional Vice President for

Membership shall have the discretion in providing JPIA number for their respective local
chapters in their regions. The Regional Vice President for Membership will just inform the

local chapters regarding such.


IRR 4.0 NFJPIA MEMBERSHIP CARD
IRR 4.1 There will be a uniform membership card design.

IRR 4.2 the NFJPIA shall accredit membership card suppliers. Transactions (e.g.,
negotiations and payments) between the Regional Council and their own supplier are no

longer required to pass through NFJPIA.


IRR 4.3 All members who paid the Regional Council Membership Contribution shall be

entitled for a membership card that will serve as an acknowledgement of their active
involvement of the organization.

IRR 4.4 The membership card is valid upon receiving the membership card and expires
until the prescribed expiration date by the NFJPIA shown at the back of the card.

The validity implies to as an Identification Card and proof to avail discounts within the
geographical location, if any.

IRR 4.6 Membership cards shall be based on the Local Chapter Database. Regional
Council shall be only liable to replace the membership cards which have errors in details

due to the fault of the membership cards provided or printer, otherwise liability shall be
void.

IRR 5.0 NFJPIA MEMBERSHIP CERTIFICATE


IRR 5.1 Membership certificate shall be designed by the National Federation.

IRR 5.2 All Regional Councils are mandated to provide a Membership certificate to the
members of the National Federation.

IRR 5.3 Regional Council, so as to promote ownership and efficiency of work.


IRR 5.4 Membership certificate will not be valid without the Regional Council’s dry seal.
IRR 6.0 NATIONAL/REGIONAL/LOCAL MEMBERSHIP CONTRIBUTION

IRR 6.1 Required Regional Council Membership Contribution for the federation year
2020-2021 shall be P 80.00.

IRR 6.2 Breakdown of P 80.00 will be sent by the Regional Vice President for Finance
through Memorandum.

IRR 6.3 The Regional Council must declare 100% of their members.

IRR 7.0 DEADLINE OF SUBMISSION AND PAYMENT


IRR 7.1 All soft copy requirements shall be uploaded to the official share drive folder or

link sent by the Regional Vice President for Membership. Uploaded files must be on their
local chapter respective folders. After uploading the said requirements on their respective

folders, notify the Regional Vice President for Membership that they already uploaded the
files.

IRR 7.2 All hard copy requirements, if there is any, shall be placed inside a long brown
envelope and shall be submitted to the Regional Vice President for Membership via mail.

IRR 7.3 All Local Chapters are required to follow the prescribed format of the Regional
Council. All Regional Councils are required to follow the prescribed format of the National
Federation. This is to keep a well tracked record. Templates and prescribe formats shall

be available the social networking sites for reference.


IRR 7.4 the Regional Vice President for Membership shall confirm and verify the files to

the Local Chapters they have submitted.


IRR 7.5 If the Local Chapter did not receive any confirmation regarding the submission of

files; it means that the Regional Council did not receive any file from the respective Local
Chapter.
IRR 7.6 If the Local Chapters were not able to submit the payment on or before the
deadlines, an additional fee of 5 pesos will be charged to each members of the Local

Chapter.

IRR 8.0 MEMBERSHIP BENEFITS


IRR 8.1 All registered members shall receive a membership card and membership

certificate which is a tangible proof of membership to the organization.


IRR 8.2 Priority notice to the updates and events of organization.

IRR 8.3 Ability to use NFJPIA logo, name and reputation for promotion of local or regional
events. Note: It is applicable only to the events recognized by the National, Regional and

Local Chapter.
IRR 8.4 The opportunity to serve and the ability to hold leadership positions within various

committees.
IRR 8.5 The opportunity to participate in the following ACADEMIC EVENTS:

1. PICPA NAQDOWN
2. National Academic Competitions
3. NFJPIA Cup

4. National CPA Mock Board Examination


5. Case Study Competitions

6. Cup Series
7. Academic seminars in partnership with each region across the

country.
8. Academic events in the Regional Mid-Year Convention and

the Annual Regional Convention.

IRR 8.6 The opportunity to participate in the following NON ACADEMIC EVENTS:
1. Socio-Civic Comprehensive Program

2. National Non-Academic League


3. National Non-Academic Tournament

4. Non-Academic events in the Regional Mid-Year Convention and the


Annual Regional Convention.

IRR 8.7 Meeting and interacting with the other members, future colleagues in the

accountancy profession, during the 19th Regional Mid-Year Convention and 28th Annual
Regional Convention.

IRR 8.8 The opportunity to avail premiums and discounts to the National Federation
Industry sponsors.

IRR 8.9 The opportunity to receive soft-copy of test banks and review materials.

IRR 9.0 MEMBERS CLASSIFICATION

IRR 9.1 Regular members – Those who have fully complied with all the requirements set

forth under this article, and actively performed the objectives of the organization.
IRR 9.2 Probationary members - Those who have fully complied with all the requirements

set forth under this article but have committed an act discreditable to the Federation as
deemed by the Executive Board. Probationary members shall have their right curtailed as

regular members and shall be disqualified from the activities of the organization, unless
provided otherwise under meritorious cases by the Regional Executive Officers.
IRR 10.0 MEMBERSHIP TERM

IRR 10.1 Membership in the federation is for a period of one federation year and is
renewable annually.

IRR 11.0 TERMINATION OF MEMBERSHIP

IRR 11.1 Graduation – any member who is duly recommended by their school’s Office of
the Registrar for graduation in Bachelor of Science in Accountancy degree ceases to

become a member.
IRR 11.2 Degree Program Shift – any member who is disqualified to enrol in the Bachelor

of Science in Accountancy or any accounting-related degree program of his member


school ceases to become a member.

IRR 11.3 Others – any member who, in one way or another, has failed to uphold the
purposes, for which this Federation was established, upon the discretion of the Federation

Officers and Adviser, ceases to become a member.

IRR 12.0 RIGHTS, RESPONSIBILITY, AND DUTIES OF MEMBERS

IRR 12.1 The regular Local Chapter members of the Regional Council shall have the
following expressed rights:

IRR 12.1.1 The right to participate in the discussion in all assemblies of the Federation
and Regional Council.

IRR 12.1.2 The right to inspect the records and financial reports of the Federation and
Council within a reasonable time and place.

IRR 12.1.3 The right to vote in all of the major activities of the Federation and Council.
IRR 12.1.4 The right to participate in all of the activities of the Federation and Council

aimed towards their development and improvement.


IRR 12.2 The regular Local Chapter members of this Federation through their

representatives shall have the following expressed duties and obligations:


IRR 12.2.1 The duty to comply with the provisions of this Constitution and ByLaws

and other rules that may be promulgated by the Regional Executive Board,
National Executive Board or may be agreed upon.

IRR 12.2.2 The duty to attend meetings whether general or special.


IRR 12.2.3 The duty to pay the membership fee and such other fees that may be

deemed appropriate by the Regional Executive Board and National Executive


Board in accordance with the Constitution and By-Laws.

IRR 12.2.4 The duty to comply with any other requirements set by the Regional
Executive Board and National Executive Board.

IRR 12.2.5 The duty to defend the honor, prestige and integrity of the Federation
and Regional Council.

IRR 12.2.6 The duty to respect the other members of the Federation and Regional
Council.

IRR 12.2.7 The duty to support all the undertakings of the organization and
participate actively in all the activities and functions of the Federation and the

Council.
IRR 12.2.8 The duty to deepen their understanding of the concept of the

Federation and Regional Council.


IRR 12.2.9 The duty to engender academic excellence in the Federation.
IRR 12.3 The act of a Local Chapter/Regional Council representative or his proxy shall

mean act of the Local Chapter/Regional Council as a whole.

IRR 13.0 VIOLATION OF MEMBERS


IRR 13.1 Culpable Violations on any provisions of the Constitution and By- Laws.

IRR 13.2 Gross misconduct, dishonesty, discourtesy and disloyalty to the Federation.
IRR 13.3 Inefficiency and incompetence in the performance of official duties.

IRR 13.4 The use of the name of NFJPIA shall be deemed inappropriate

IRR 14.0 ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS

IRR 14.1 It shall be the primary duty of the Regional Vice President for Membership and
the Federation to effectively enforce the provisions of this Implementing Rules and

Regulations. The Federation also has the sole right to interpret the contents of this
Implementing Rules & Regulations and their decision will be binding and irrevocable.

IRR 14.2 The Regional Adviser or his duly designated representative shall act as legal
adviser to the Regional Vice President for Membership and the Federation and shall

render legal assistance as may be necessary in carrying out the provisions of this
Implementing Rules and Regulations

IRR 15.0 AMENDMENTS OR REVISIONS

IRR 15.1 The Federation shall be vested with the exclusive power to revise and amend the

Implementing Rules and Regulations.


IRR 15.2 Any amendments to or revisions to this Implementing Rules and Regulations

may be proposed by any member of any regional council/local chapter upon a written
request of such member, stating the reasons thereto.

IRR 15.3 The Regional Vice President for Membership must initially review any request
for amendments and revisions as well as proposed amendments then to be forwarded to

the Regional Executive Officers for discussion, editing and final approval and to be noted
by the National Adviser.

IRR 15.4 The Regional Executive Officers shall have the right to debunk any proposed
revisions and amendments, submitted to them by the Regional Vice President for

Membership, which are deemed unnecessary. The final decision on any inclusions and
exclusions to this Implementing Rules and Regulations must be determined by a majority

vote of all Regional Executive Officers in which the Regional Vice President for
Membership is included.

IRR 15.5 Amendments to particular provisions in this Implementing Rules and


Regulations shall be allowed provided that such amendments will be communicated to

stakeholders at least two weeks before it could take effect.

IRR 16.0 SEPARABILITY CLAUSE

IRR 16.1 If any clause, provision, paragraph or part of this Implementing Rules and
Regulations shall be declared unconstitutional or invalid, such judgment shall not affect,

invalidate, or impair any other part hereof, but shall be merely confined to the clause,
provision, paragraph or part directly involved in the controversy in which such judgment

has been rendered.


IRR 17.0 REPEALING CLAUSE

IRR 17.1 Any rule and regulation or resolution or part/s thereof inconsistent with the
provisions of this Implementing Rules and Regulations are hereby repealed or modified

accordingly.

IRR 18.0 EFFECTIVITY

IRR 18.1 This Implementing Rules and Regulations shall take effect immediately after its
presentation and approval from the Regional Executive Board.
