PCA-Human Resource Frame Worksheet
Worksheet Objectives:
1. Describe the human resource frame
2. Apply the human resource frame to your personal case situation

Complete the following, making sure to support your ideas and cite from the textbook and other
course materials per APA guidelines. After the peer review, you have a chance to update this and
format your Electronic Portfolio due in Module 6.

1) Briefly restate your situation from Module 1 and your role.

Girl Scouts is facing a significant membership shortage due to an increase in market


completion, societal changes, and lack of volunteers. Membership is the lifeblood of Girl
Scouts as fewer members significantly impact fundraising, the overall impact of the
program, and relevancy in society. With additional pressures placed on local councils
from the national organization, this has trickled down into increase stress for staff. My
role in the organization is internal as I was staff for the last ten years serving in many
roles from Camp Director to Product Program Coordinator, and currently, I'm now a
volunteer.

2) Describe how the human resources of the organization influenced the situation.

The way the national organization is structured, with each council running their way,
looks different in every council. For example, the local council that I was involved in
Human Resources was handled by the CEO directly as our staffing structure varied from
50-60 employees at a time. Though this is a common practice for many small
organizations, the CEO had demonstrated many discriminatory practices. In addition to
that, she also leads with emotion, and it was common knowledge that it was not if you got
in trouble; it was when. A majority of the management was promoted into management
positions very fast without much experience or training; therefore, there were vast
inequalities of treatment to staff and a lack of knowledge about emotional intelligence.

There were a few futile attempts to create more standardized Human Resources practices;
however, when the Human Resources consultant is openly a good friend of that CEO,
there's still created a lot of distrust with the Human Resources practices for the rest of the
staff. Additionally, as there were no checks and balances with the CEO, it started to be
brought up to staff that as the membership decreased, there would need to be less staff.
Though that statement does not sound like it would have a significant impact and is

relatively logical when repeated, it created moral issues. Staff began to worry about
losing their job at any point obsessively. There was also a more significant focus on
ensuring every member participated in fundraising events such as the cookie sale.

3) Recommend how you would use the human resources for an alternative course of
action regarding your case.

As a leader, I see how imperative it is to have an effective human resources team in the
work environment. I feel that the human resources department and leadership need to
work hand in hand to ensure that policies and procedures are being followed and give
coaching and advice. Especially when someone is new to management, having someone
there to guide you through different situations, whether employment laws or disciplinary
actions, are essential management skills but should not be learned by fumbling through
them.

Emotional intelligence is an essential part of the human resources frame. Emotional


intelligence needs to be continuously worked on and learned by all employees but
especially those in leadership roles, as you have influence and power over others.
Unfortunately, emotional intelligence has strongly lacked in my organization, and it was
very prevalent.

4) Reflect on what you would do or not do differently, given what you have learned
about this frame.

Though I feel much of this frame has been a review, as when we took our self-assessment
at the beginning of the course, they scored a 23/24 in human resources. My biggest
takeaway from the HR frame has been the importance of emotional intelligence and
connecting with your team as a leader. I strive to make sure each and every one of my
employees knows that they are heard and valued each day. As a leader, I view that my
number one job is to support my team. The main Success Factors for my job would not
be achieved by myself without my team being successful in their roles.

The other part of the human resources frame I also took away is ensuring that your
employees are taking care of will keep and attract them for longer, whether through
compensation or other benefits. In looking at many of the large corporations such as
Google, Zappos, or Costco, the reason their staffing structures and HR structures have
worked so well. It is due to the compensation and benefits they have provided for their
employees along with their culture.
