1. What are the different types of cooperatives mentioned in the study?

The different types of cooperatives mentioned in the study are the


following:

● credit unions
● consumer cooperatives
● industrial cooperatives
● service cooperatives
● federation of nonagricultural cooperatives
● cooperative education and training
● electric cooperatives
● sugar cooperatives
● transport cooperatives
● private sector-led cooperative initiatives

2. Describe the situation of cooperatives in Mindanao.


After World War II, cooperatives began to re-emerge in the Philippines.
The 1950's marked the beginning of a new era of rapid growth for cooperatives in
the country. In the year 1983 and onwards, new types of cooperatives started
operating. Despite this achievement, the country's cooperatives have suffered
from a range of constraints including lack of qualified managers and a lack of
effective recruitment and training systems. The total volume of business of
registered cooperatives in the Philippines (437.6 billion pesos) is 3.8% of the
2013 GDP of the Philippines. About 6 out of 10 jobs generated by cooperatives
are in Luzon. The total 4volume of business of registered cooperatives in
Mindanao in 2013 is 101.88 billion pesos. Davao Region has the greatest
number of MPC, consumer, and service cooperatives. A one-peso increase in
the revenue of MASS-SPECC member-cooperatives generates:3.18pesos
additional output, household income, and jobs. The government should leave the
organization, management, and operations of cooperatives to the cooperators
themselves. In 2005, Deradicalized the operations of the cooperatives in
Northern Mindanao. Based on her comprehensive analysis, it was found that
cooperatives showed an overall positive productivity performance and growth
rate. The target of cooperatives is to uplift the livelihood, welfare, economic, and
social status of the less-privileged members of society. The Cooperative
Development Authority's aim is to put them in the economic mainstream so that
instead of becoming a burden to society, they become an active player in nation
building. Cooperatives are here to stay, but they must grow as a sector
(interdependence) and their contribution to society must be felt. The second-
generation leaders and managers will play a key role in meeting the challenges
that include competence and business skills and solid social commitment (value
driven).

3. What are the common reasons for cooperative failures?

-Incompetent management

-Lack of proper understanding of the principles, practices, true aims, and


purposes of cooperative associations.

-Improper use of credits by the borrowers who, instead of using money


borrowed for production, spent it for fiestas or luxuries.

-Defective securities.

-Political interference particularly in the collection of overdue accounts.

-Lack of compensation for officers.


-Inadequate character and moral responsibility in handling the other
fellow's money.

-Lack of adequate safeguard against unscrupulous officers who took


advantage of their position to grant loans to themselves and their
compadres which later proved disastrous to the system.

-The dominance of the individualistic attitude instead of the spirit of


cooperation among the people.

-Inability of cooperatives to secure adequate capital.

-Their dependence on alien suppliers and distributors.

-Ineffectiveness of the government and promotion of cooperative


-organizations.

-Inadequate marketing facilities.

4. What are the roles of MCN as a federation?

MCN, as a federation, awards all affiliates the right to use the trademark
(FOCCUS) stands for Finance Organizations achieving Certified Credit Union
Standards if they have met and maintained worldwide prudential requirements in
their operations. These guidelines assist primary cooperatives 41 in ensuring that
their members' money is safe and growing, in providing competitive and high-
quality financial services to its members, and in guaranteeing the cooperative's

5. What are the cooperatives included in this study, and what are their business
activities?

The cooperatives included in the study are the following:

1. SILANGAN COOPERATIVE - They contributed a start-up fund of Php


55,000.00 and embarked on the planning and organization to create credit
cooperatives.
2. INCOME DAVAO - was organized to create funds in order to grant loans
for productive and providential purposes to its members. Furthermore, it
aims to help improve the quality of life of its members and its community.
3. PANTUKAN CHESS CLUB COOPERATIVE - It is a lending business and
their mission is to provide accessible and quality financial services that
encompass members’ needs and ensure the equitable distribution of
returns.
4. MARAGUSAN GROWERS MULTI-PURPOSE COOPERATIVE - Magrow
Business Operations include Savings and credit, MAGROW trade center,
labor pool operations, banana farm operation, coop assurance and
emission testing center, bookkeeping services, high value crop ventures,
print shop, and FOB2 operations. Their mission is to improve the quality of
life of its members and their families.
5. NABUNTURAN INTEGRATED COOPERATIVE - It is a lending business
that provides a wide range of products and services classified as lending,
agri-products trading, deposit services, function hall, and coop assurance
center. The lending includes salary loan, commercial loan, agricultural
loan, micro finance loan, housing loan, SSS loan, GSIS loan, and PVAO
pension loan. Agri-product trading refers to copra, cooking oil, and rice.
Function halls are offered for a fee for occasions like weddings, baptism,
birthday, seminars, meetings, and conferences. Deposit services covers
regular savings, time deposit, youth savers club, power teen savers club,
millennium savings, family savers club, and double your money program.
Lastly, coop assurance center provides for life and non-life types of
insurance
6. UNITED SUGAR PLANTERS OF DAVAO SAVINGS & CREDIT
COOPERATIVE - United Sugar Planters of Davao Multi-purpose
Cooperative management thought of teaching its members the value of
saving after having seen the effects of El Nino that hitted Davao. In this
program, women are taught how to save, how to effectively use a credit
line, and trained to be capable of engaging successfully in micro-
enterprises.
7. BANSALAN COOPERATIVE SOCIETY-CREDIT COOPERATIVE - BCS-
CC is a credit cooperative whose primary purpose is to generate funds,
extend loans to members for provident and productive purposes and
provide security in the form of affordable and reliable insurances.
8. TAGUM MULTI PURPOSE COOPERATIVE - As a FOCCUS Cooperative,
TC adopts the tenets espoused by WOCCU in its operations, programs,
and policies, making it a World Class savings and credit cooperative
providing the necessary environment for the safety and security of the
member’s money, and giving very attractive interest rates on their deposits
and savings through the adoption of a sound, effective and rigid financial
management.
9. KAPALONG COOPERATIVE - Its mission is to provide quality financial
and agri-based services and ensure optimal utilization of cooperative
resources towards uplifting the well-being of members. KC is involved with
the programs of Department of Social Welfare and Development through
its Gabay ug Kaagapay Program, provides feeding program, supports the
Brigada Eskwela of schools, actively participates in the Produkto DAVNOR
Trade Expo, accommodates on-the-job trainees from different schools, and
organizes bloodletting program.
10. SAMAL ISLAND MULTI-PURPOSE COOPERATIVE - Samal Island
multi-purpose cooperative is more on Financial Services.
11. PANABO MULTIPURPOSE COOPERATIVE - Its mission is to
commit to transform and uplift the quality of life of members, and
communities they serve by providing competitive products and services.
PMPC offers the following products and services: investment programs,
loan products, special program, and other products. Under its investment
programs are regular savings, time deposit, youth savings program, and
golden savers club. Loan products include business loan, consumer loan,
loans against investment, and special loans. The special program offered
by PMPC refers to Savings and Credit with Education (SCWE). Lastly, the
other products and services are financial wellness, bookkeeping, gender
sensitivity training, and livelihood training programs.

6. What cooperative/s obtained the highest scores on the HR Practices?

The cooperatives that obtained the highest scores on the HR practices are:

1. Tagum Multipurpose Cooperative- Among the member cooperatives,


Tagum Multipurpose Cooperatives has the highest mean of 3.70 which is
considered to be high. This means that the HR practices described by the
HR Officers are experienced by their employees all the time. It has said
that the recruitment and selection mechanism of the company is very
organized and follows a thorough process. In terms of recruitment, they
give weight on education qualification, referrals, attitude and previous work
experiences. They also screen applicants through several testing, both
mental and physical, and a panel of evaluators decide on their acceptance.
When it comes to compensation and benefits, TMC also holds the top post
in terms of compensation and benefits practices with a rating of 3.91. This
rating is considered as High which means that HR practices for
compensation and benefits are experienced by their employees most of
the time. They were also given a high rating when it comes to training their
employees.
2. Silangan Multipurpose Cooperative- follows second after TMC with a
score of 3.41, which is likewise considered as HIGH. This means that
employees experience the Performance Evaluation practices all the time.
3. Panabo Multipurpose Cooperative- was also rated High by its
employees even without the presence of a training plan for their
employees. Just like the Silangan Multipurpose Cooperative, the PMC also
received the same rating when it comes to performance evaluation.
4. Pantukan Chess Club Cooperative- has also received a high rating when
it comes to performance evaluation. PCCC is also rated “HIGH” in terms of
employee relations. They received a HIGH rating because they provide
spiritual growth sessions, bible sharing, and recollection for its employees
which advocates work life balance.

7. What are the conclusions derived from the study?

The research study concluded that most MCN certified cooperatives


have operated in the industry for more than 20 years and are prominent in
assets. However, this number of years in operation is not determined by
how they developed and grew, given their varying number of cooperative
members. Also, it inferred that all the cooperatives in Mindanao had the
same beginnings before they got the MCN certification. CUES Philippines
also invited these cooperatives to upgrade their operations and standards,
but only a few of them were able to meet CUES Philippines' requirements.

Moreover, the study also concluded that almost all the cooperatives
have HRD or Human Resource Development structure and personnel in
their respective offices. But, some of these cooperatives' HRD officers and
staff are not aligned with their course, so their management capitalizes on
training, retraining, and work exposure to achieve competence in their
company. And, when it comes to training their employees, it is greatly
subsidized by the federations like MCN.

In terms of HRM practices, there is a significant difference in all


HRM practices of cooperatives when analyzed according to their number
of members except for the recruitment and selection process, for most of
them share the same recruitment and selection practices. Besides that,
there is also a substantial difference in HRM practices among member
cooperatives based on their years of operations.
Correspondingly, all of the cooperatives in Mindanao are compliant
with DOLE concerning the compensation of their employees. They all have
voluntary benefits provided to their employees. And these voluntary
benefits and employee relation programs vary from one cooperative to
another.
