In line with the decentralization of the Government in order to provide for more
effective and expeditious implementation of projects and based on the resultof the
assessment conducted by the Bureau of Design on the design capability of DPWH
field offices, the limits of delegated authority of the following Regional Directors and
District Engineers to approve plans with respect to locally-funded infrastructure
projects within their respective region/district are hereby increased as follows:

REGIONAL DIRECTOR PROJECT COST

1. Region II P 100,000,000
2. Cordillera Administrative Region 100,000,000
3. Region IX 100,000,000
4. Region XIII 100,000,000
5. Region VIII 100,000,000
6. Region III 100,000,000

DISTRICT ENGINEER PROJECT COST

1. North Cotabato 1st DEO 40,000,000

2. Surigao del Sur 2nd DEO 40,000,000
3. Malabon-Navotas DEO 40,000,000

Except for the above amendment, the other provisions of Department Order
No. 54 series of 2011 shall remain in force. These levels of authority will be temporary
while the Regional Directors/District Engineers are doing well.
