Resolution proposal:

The district council commissions the administration with the further planning preparation and
structural realization of the cycle path - Alte Poststraße in Erkner with a length of about 2.4 km.

Presentation:

As an immediate measure, the district administration of the Oder-Spree district intends to

establish a cycle path on Alte Poststraße together with the city of Erkner. His goal is to develop
the TESLA Gigafactory from the Erkner urban area by means of a fast bike path connection.
The city of Erkner is making its urban property available for this purpose.

The construction measure is a temporary measure, as only the frost protection, gravel
support and a bituminous base layer are to be applied. Autobahn GmbH intends to widen
the A 10 in the area between the Freienbrink junction and the RE1 railway line. As a result of
this construction measure, the bridge bordering on Alte Poststrasse will be demolished. A
decision on the new building will be made as part of a plan approval procedure. Only when
the permanent existence of this crossing has been secured can the cycle path be made
permanent.

The city of Erkner is and remains the building contractor of the Alte Poststrasse and also
takes on the costs of the later structural maintenance of the cycle path. The details are
regulated in a separate contract between the city and the district. Since the district is
carrying out the construction project for the city of Erkner, an investment is made in
someone else's property (see the finance department).

Due to the ambitious schedule of the district administration, the first services for planning,
surveying and subsoil investigation were commissioned as early as mid-August 2021.
Construction is planned for November 2021 to May 2022.

locally.

The signposting of the cycle path takes place in accordance with the traffic regulations.
In addition, the instructions for the signposting for bicycle traffic in the state of
Brandenburg (HBR Brandenburg) are used. This is done in coordination with the
Seenland Oder-Spree Tourist Association.

Those responsible for public affairs, including the lower nature conservation, waste management
and soil protection, monument protection, water and forest authorities, have already given their
approval. The minor interventions in nature and the landscape are compensated for by

Opinion of the finance department:

The new construction of the cycle path - Alte Poststraße in Erkner is an investment project that
is not planned in the 2021 budget and is to be carried out in addition. Since the district is not a
building contractor itself, the financial resources required for this in the budget year 2021 must
be made available as investment grants to third parties (building cost subsidies). The cover
comes from the measure OD-Werder, which will not start in the budget year 2021.
