1.0 SCOPE
This specification covers the selection of materials and procedures to be followed in the
course of surface preparation and the application of protective paint and primer to
above–ground piping, vessels, structural steel and other materials, whether they are
prepared and protected in the shop or field.
2.1 External painting and protective coatings for structural steel shall meet or exceed the
requirements of the latest edition of the following codes, regulations and standards, except
as superseded herein. In cases where more than one code, regulation or standard apply to
the same condition, the most stringent shall be followed. In the event of a conflict between
this specification and other specifications or correspondence, the OWNER shall be
consulted and a ruling, in writing, shall be obtained before any work is started.

2.2 Some requirements in this specification may be modified by specific requirements in the
Purchase Specification. In case of conflict, the specific requirements supersede this
specification.
2.3 Any deviation from this specification must be approved, in writing, by OWNER. Such
written approval must be obtained prior to the commencement of any work which would
constitute such a deviation.
3.0 GENERAL
3.1 Workmanship
Work shall be done by qualified and competent craftsmen in a neat and workmanlike
manner conforming to code requirements and industry standards.
Where elevated structures require marking for safety consideration, they shall be
marked in accordance with the requirements of the Authority having jurisdiction.
4.0 MATERIALS
5.1.1 All surfaces subject to weathering, rusting or corrosion by exposure to the elements shall
be painted. All uninstalled carbon steel surfaces shall be primed and painted.
5.1.2 Carbon steel surfaces, which are insulated or fireproofed, shall, as a minimum, be coated
with primer.

5.2.1 The following are not to be painted and must be protected from painting:
• Porcelain
• Gauge Glasses
• Meter Faces
• Valve Stem and Threads
• Working Surfaces of Equipment
• Name Plates
• Aluminium, Plastic and Stainless Steel
• Insulation or Fireproofing
• Galvanised Steel
• Concrete, Transit, Masonry, Stucco, Etc.
• Factory Finished Control Panels
• Factory Finished Instrument Cases and Meters
• Factory Finished Equipment, Including Compressors, Pumps, Control Valves, Etc.
• Factory Finished Buildings
5.2.2 Masking or compounds used to protect non-painted surface must be removed prior to
completion of the job.
6.2 Exposure conditions may overlap in a single location or a change in operation may bring
a change of exposure conditions, either more or less severe.
This exposure shall be defined as any area where chemical fumes, mist or dust can
combine with high humidity and condensed moisture to corrode carbon steel at rates
greater than 150 micrometers per year and corrode zinc at rates greater than 25
micrometers per year. Local rates of pitting corrosion may be higher.
Other areas would be equipment and surfaces operating above 660C and subject to
spills of corrosive materials.
Examples of areas where severe exposure conditions exist are sulphur plant areas,
sulphur loading areas, chlorinating units, areas within 15m radius of cooling towers and
areas with high concentrations of solvent and alkaline fumes.

This area shall be defined as normal outdoor weathering and/or light concentrations of
chemical fumes that combine with humidity and condensed moisture to corrode carbon
steel at rates of 80 micrometers or less per year and zinc is almost free of corrosion.
Examples of mild corrosive areas are most tank farms, areas where moderate exposure
conditions may be found and equipment operating at a temperature such that
condensation forms on equipment externals (i.e., gas absorption units, refrigeration units,
hot stacks and other surfaces subject to wide temperature fluctuations).
No surface preparation or application of material may take place under the following
conditions:
7.2 Ventilation
During all stages of surface preparation and application of material, adequate ventilation
must be assured.
8.1.1 The steel surface shall be cleaned by SSPC-10 near White Blast Cleaning or SSPC-6
Commercial Blast Cleaning.
8.1.2 All rough welds, burrs and sharp surface projections shall be ground smooth and all weld
splatter shall be removed prior to blasting operations.
8.1.3 All gasket surfaces, valve stems, name plates, pressure gauges, instrument cases,
gauge glasses and all previously coated or galvanized surface shall be adequately
protected prior to commencing any blasting operation. All open piping, access fitting,
nozzles, etc/., shall be plugged or sealed to prevent ingress of the abrasive material.
8.1.4 Blast cleaning operations shall not be conducted on surfaces that will be wet after
blasting and before coating when the surfaces are less than 3°C above dew point or
when the relative humidity of the air is greater than 80%, without permission of the
OWNER' s representative.

8.1.5 The blast-cleaned surface shall be coated with one application of specified primer during
the same day as blasted, prior to sundown of that day and before any visible rusting
occurs. Blast cleaned surfaces allowed to set overnight shall be blasted again prior to
priming.
8.1.6 Sandblast sand shall be freshwater washed, controlled particle size, high silica content
sand, with sharp angular surfaces and no soft particles to ensure fast, positive cleaning
action with a minimum of dusting when used to blast clean metal surfaces. Under no
circumstances shall it contain clay particles or any other extraneous matter.
8.1.7 Profile depth of the abrasive blast cleaned surface shall not be less than 25 nor greater
than 40 micrometers.
8.1.8 The compressed air for blasting shall be free of water and oil.
8.1.9 No coating shall be permitted applying over scale, rust, oil, grit or other foreign material.
All sand, shot and grit will be removed by brush, air blast or vacuum type cleaner prior to
applying primer. Care shall be exercised to assure that the cleaned surface is not
contaminated with any foreign material or fingerprints prior to applying primer.
8.1.10 Surface preparation of fabricated items to be painted in the shop shall be done in an area
free of dust and contaminants from other shop work. Blast-cleaned steel shall be
supported on clean bucks, lugs or legs. Dirty bucks, lugs or legs shall be covered with a
clean suitable material such as masking tape, etc.
9.1 General
9.1.1 All surfaces to be painted shall be free of dust or other surface contaminants before
application of the coat.
9.1.2 The specified surface finish shall exist at the time of applying the first coat.
9.1.3 The storage, mixing, thinning, and applying of paints and coating material and the type
application equipment shall be in accordance with the manufacturer’s instructions.
Mixing shall be done in a well-ventilated and dust free area.
9.1.4 Paint manufacturer’s instructions regarding pot life, drying/curing intervals between
successive coats and final curing periods before assembly or transport, shall be followed.
Successive coats shall be of a different shade to ensure full cover.
9.1.5 Manufacture’s instructions shall be mentioned on data sheets and be appropriate for
prevailing environmental conditions.
9.1.6 Paints shall not be used beyond the expiration date, as shown on the Container or
alternatively stated by the Supplier for a given batch. All paint shall be used in order of its
successive manufacture and/or delivery.

9.1.7 Each layer of paint shall be allowed to dry for a period of time within the limits prescribed
by the paint manufacturer, before the next layer is applied.
9.1.8 Subsequent layers of a paint system shall have a difference in tint or colour.
9.1.9 No coating shall be applied to edges prepared for field welds or within 50mm of these
edges, except for a prefabrication or welding (shop) primer which shall be limited to a
maximum 25 micros.
9.1.10 No coating shall be applied when steel surface temperatures are less than 3℃ above
dew point to avoid the risk of condensation during painting.
9.1.11 No coating shall be applied to surfaces which have a surface temperature above 50℃ at
the time of coating.
9.1.12 Precautions shall be taken to prevent the coating from being applied to name plates,
couplings, shafts, valve stems, bearings, linkages, bent openings, gauge glasses,
pressure gauge, instruments, instrument windows etc. Masking tape, plastic film, or
some other suitably impervious material shall be used, and all materials shall be
removed after the painting has been completed and accepted,
9.1.13 The finish and primer paint Manufacturer's recommendations on application and surface
preparation are to take precedence over these general specifications.
9.2.2 The gun shall be at right angles to the surface and 20 cm to 25 cm from the surface.
9.2.4 When a pause in spraying occurs, the material shall be blown back into the pot.
9.2.5 The material in the pot shall be kept thoroughly mixed at all times.
9.2.6 Any material not used in its pot life shall be destroyed and the containers used thoroughly
cleaned.
9.2.8 Prime coating shall be applied soon after preparation - before flash rusting occurs.
9.2.9 Finish coating shall be applied as soon as possible after the underlying coat is in
condition to receive it, according to Manufacturer's specifications.
9.2.10 Care must be taken to ensure that "hard to get at" places are properly primed and
painted, that there is no bridging, etc.

9.2.11 A thickness gauge shall be used to determine that a complete even coat has been
applied for each primer and finish coat.
10.0 INSPECTION
10.1 The OWNER's representative shall have access to all work while being performed and
shall be given sufficient notification to complete all required inspections.
10.2 All prepared surfaces shall be subject to inspection by OWNER's representative and
approval before primer is applied.
10.3 Measurement of paint dry film thickness will be made with a Mikrotest or similar approved
gauge. The dry film thickness of individual coats and of the total coating system shall be
checked at 5 random locations over areas representative of work in progress. There shall
be a check of at least one area on each horizontal, vertical and curved surface. Failure to
meet specified thickness requirement shall cause work to be rejected.
10.4 Paint shall not be thinned beyond Manufacturer's recommendation and if OWNER
requires it, a viscosity check shall be made.
10.5 With the exception of areas such as welds, crevices, etc., the specified minimum dry film
thickness shall not exceeded by more than 50 percent.
10.6 The adhesion of the applied coating systems to the steel surface shall be spot-checked.
The cross cut method shall be used for a qualitative assessment of adhesion. The
cross-cut test shall be carried out as a go/no go test in accordance with British Standard
BS 3900 Part E6”Cross-cut test” whereby test results meeting step 0 and step 1 of the
classification shall be approved. Following cross-cut testing, the areas shall be repaired
in accordance with the requirements of paragraph 12.0 of this specification.
10.7 Work will be rejected because of poor workmanship. Poor workmanship is defined as
inadequate drying or curing, dirt and dust inclusions, over spray, pin-holes, runs and
sags, or inadequate film build.
10.8 Acceptable finish work must be free of abrasions and must be uniform in colour and
appearance.
10.9 Daily coating work quality control records and paint inspection reports shall be kept and
provide on completion of work giving details of the visual inspection carried out together
with the readings noted at the different stages of the work.

11.1 Paints and coating, whether applied to new construction or to existing installations, may
require repair and maintenance in areas of damage,
11.2 The coating materials used for repair and maintenance shall be the same as the original
materials,
11.3 The surface preparation method for repair will depend upon the size of areas to be
coated and the repair coating materials required.
• Dry-blast cleaning
• Power tool cleaning
• High-pressure water jet cleaning
• Hand tool cleaning
11.5 Surface preparation at defects or damaged areas shall be extended over the surrounding
sound coating for a minimum of 25mm on all sides, and the edges shall be feathered.
11.6 Surfaces to be coated which become contaminated with oil, grease, salts, etc., shall be
cleaned with solvents and detergent/fresh water solutions, followed by a rinse with
potable water containing a rust inhibitor.
11.7 Repair coatings shall be applied so that the final coat overlaps the surrounding sound
coating for a minimum 25mm. For colour coding, it may be necessary to extend topcoat
over a larger surrounding area.
12.0 GUARANTEE
Contractor shall guarantee painting against poor workmanship and improper application.
This guarantee shall remain in effect for eighteen months from the date painting is
completed or one year from the time the equipment is placed in regular operation.
Contractor shall repair at his own expense any defects noted during the guarantee
period.
