IN IMPLEMENTING REPUBLIC ACT NO. 11285 OR THE
“ENERGY EFFICIENCY AND CONSERVATION ACT”
AND ITS IMPLEMENTING RULES AND REGULATIONS (IRR)
IN COMPLIANCE WITH DILG MEMORANDUM CIRCULAR
NO. 2020- 082 dated MAY 9, 2020

WHEREAS, Republic Act (RA) No. 11285, or “An Act Institutionalizing Energy Efficiency
and Conservation, Enhancing the Efficient Use of Energy, and Granting Incentives to
Energy Efficiency and Conservation Projects,” otherwise known as the “Energy
Efficiency and Conservation Act” (EEC Act) signed by President Rodrigo Duterte on
July 23, 2018 with the primary aim of establishing a framework for introducing and
institutionalizing fundamental policies on energy efficiency and conservation, including
the promotion of efficient and judicious utilization of energy, increase in the utilization of
energy efficiency and renewable energy technologies and the delineation of
responsibilities among various government agencies and private entities;
WHEREAS, the Implementing Rules and Regulations (IRR) of RA 11285 provides the

guidelines for the Local Government Units (LGUs), and some of these are adopted by
Barangay Molino II:
1. The Barangay Energy Efficiency and Conservation Officer (BEECO) who shall head the
Barangay Energy Efficiency and Conservation Coordinating Office (BEECCO) must be at
least a college graduate

2. Barangay Molino II shall develop and implement their respective local energy efficient
and conservation plans, and incorporate these to Barangay Development Plans.

3. The Barangay Council, may include energy efficiency projects in their respective
Investment Priority Areas (IPA) and shall grant applicable incentives, including
assistance or fast-tracking of permits or licenses indicated in Local Investment Incentives
Plans (LIIPs) to establishments with energy efficient projects upon registration and
compliance with the requirements of LGUs.
4. Barangay Molino II, through their BEECO Genesis A. Ventura, shall prepare energy
performance report that contains, among others, the monthly breakdown of its energy
performance and such other information to be prescribed by the DOE.
5. Barangay Molino II implements the mandated responsibilities provided for in the said law.
6. Pursuant to Section 30 of the EEC Act, any person or entity found to commit the
prohibited acts and enforcement shall be subject to appropriate criminal, civil, and/or
administrative sanctions as provided in the EEC-IRR and other existing applicable laws,
rules, and regulations.
7. Barangay Molino II, through their BEECO Genesis A. Ventura shall monitor the
implementation of the following cost cutting measures with the help of monitoring officers
Barangay License Inspectors Zosimo A. Jimenez and Ernesto S. Leabres:

7.1. use of solar energy through solar street lights,

7.2. use of power saving devices to cut down cost of consumption
7.3. reduce use of air conditioning units by putting them on from 9am to 4pm in all
offices
7.4. responsible consumption of electricity and water
7.5. scheduling of vehicles to lessen consumption of gasoline and fuel
7.6. implementation of Earth Hour program every March of every year
7.7 follow-up reports of Barangay License Inspectors, Zosimo A. Jimenez and Ernesto
S. Leabres, in their conduct of monitoring faulty wirings, illegal connections of water
and electricity, to prevent fire hazards and other foreseen accidents and conflicts in
business establishments, schools, hospitals, offices and households.

NOW, THEREFORE, on motion of Barangay Kagawad RICO J. TAGLE, Chairperson

on Ways and Means, duly seconded by Barangay Kagawad CEFERINO A. ARCIAGA,
Chairperson on Committee on Environment, the Sangguniang Barangay of Barangay
Molino II appoints Barangay License Inspectors ZOSIMO A. JIMENEZ and ERNESTO
S. LEABRES to be the Monitoring Officers in coordination with Barangay Energy

RESOLVED, AS IT IS HEREBY RESOLVED, that SANGGUNIANG BARANGAY OF

BARANGAY MOLINO II approves the implementation of RESOLUTION NO. 18 - S-
2021: RESOLUTION OF BARANGAY MOLINO II to appoint Barangay License
Inspectors ZOSIMO A. JIMENEZ and ERNESTO S. LEABRES to be the Monitoring
Officers in coordination with Barangay Energy Efficiency and Conservation Coordinating
Officer (BEECCO) Brgy. Secretary GENESIS A. VENTURA in implementing Republic
Act No. 11285 or the “ENERGY EFFICIENCY AND CONSERVATION ACT” AND ITS
IMPLEMENTING RULES AND REGULATIONS (IRR) in compliance with DILG
Memorandum Circular No. 2020- 082 dated May 9, 2020
