CHALLENGES
Target: eliminate hard-core poverty and to halve
general poverty to 2.8 per cent by 2010
reduce spatial and ethnic inequalities (Gini = 0.462
in 2004)
improve quality of data and coverage - gaps in data
ensure the right strategies and programmes for the
right target groups
Improve monitoring and coordination
