Modifications to Policy Matter-Technical 204/2016 dated 19.04.2016 and 207/2016 dated 12.05.2016 With reference to the instructions issued vide NHAI Policy circular no. 207/2016 dated 12.05.2016, it is to inform that the revised RFP document for appointment of Safety Consultants has been approved by the Competent Authority which shall be applicable to all highway projects under NHAI. Accordingly, a copy of the approved RFP document is enclosed herewith for necessary action. 2. Further, in suppression to the list of empanelled Safety Consultants circulated vide no. NHAI/RSC/2012/Empanelment/102582 dated 10.07.2017 (11 teams) and NHAI/RSC/2012/Empanelment/4460 dated 17.05.2019 (4 teams), it is informed that empanelment of safety consultants has been carried out afresh and 21 eligible firms have been shortlisted as Safety Consultants by NHAI as per details in Annexure |. This list shall be appended/amended as and when empanelment of safety consultants is carried out by NHAI in future. 3. This empanetment shall remain valid for five years or till such time the listed firms continue to satisfy the terms & conditions of the empanelment and there is no material change from their respective empanetment proposal, whichever is earlier. 4. As per extant policy for NHAI vide no. NHAI/RSC/2012/ Empanelment/3149 dated 30.05.2013, ROs are assigned to carry out timely procurement of safety consultant keeping in view the status of each project. As per the RFP, the procurement shall be done online (without hard copy submission) through the e-tender portal i.e. https://etend n. The financial bids shall be invited from the list of empanelled safety consultants as circulated herewith. 5. It is further informed that each team of two key personnel (Sr. Road Safety Auditor-cum Team Leader and Traffic Planner) shall not be eligible for award of more than four NHAI contract packages at any point of time and a firm shall also not be allowed to propose more than one team for the same NHAl contract package. Further, an empanelled firm shall be eligible to be appointed in Zone it has chosen at the time of empanelment. The Regional Officers shall forward a copy of LOA issued to the safety consultant to Road Safety Cell and respective technical division at NHAI HQ for reference and record. Contd....2/2 6. It is reiterated that as per the provisions of this RFP, a firm will not be allowed to change the key personnel other than proposed at the time of empanelment; bids of those firms which propose change of Key Personnel during negotiation shall be liable to be cancelled and the negotiation will be carried out with the next ranked applicant. 7. The performance appraisal of the safety consultant shall be carried out by the Road Safety Cell based on the report of the concerned Regional Officer / Project Director of NHAI. In the event of defaults attributable to the firm for non-timely completion/ poor performance of services, the empanelment of firms shall be liable for cancellation/ debarment, for a period of two years. 8. The Regional Officer(s) may annul the tenders already invited for appointment of safety consultants using RFP circulated vide circular dated 12.05.2016 and re-invite the RFP circulated herewith. 9.
