 Spearheaded development and delivery of operations strategies for continual improvement in deficient areas such
as crime, community engagement, building trust with the community.
 Developed first ever strategic plan for both organization with input from internal and external stakeholders.
 Changed organizational perspective to develop next generation of leaders by enlisting the assistance of the
vertical slice of the organization in policy development.

Served as a command staff member for approximately 12 years out of 24 years, overseeing diverse commands such as
Community Policing, Special Operations, Human Resources and Support Management (administrative). Command
responsibilities ranged as follows:
 Outreach to the community to include holding meetings different stakeholders to include residential/business/non-
profit and media. Additional responsibility of overseeing School Resource Officers (July 2014 - April 2017)
 Spearheaded the operation of Personnel and Recruiting, Career Development, and the Training Unit; facilitated
consistent career growth for personnel development through training programs (January 2012 – July 2014)..
 Led and consistently optimized operational efficiency of several divisions to include Human Resource,
Community Engagement, Traffic and Traffic Safety, Special Events Management to include large scale events
requiring collaboration of local, state and federal assets.
 Managing projects ranging from an collective effort to reduce the impact of sexual abuse against children, Photo
Red Light, implementation of in-car cameras, and overseeing grants.

Highlights of some of achievements as a command staff member.

 Instituted an evidence-based approach to identify solutions to an area by partnering with the business entities and
George Mason University Center for Evidence Based Policy in two different areas resulting in the organization
adopting the approach to both issues as part of their strategy for the future
 Collaborative effort with the business owners, County Departments and the surrounding residential community to
address on-going social disorder issues in/around the entertainment sector.
 Led the effort to increase use of social media to highlight the positive work being accomplished on a daily basis
by our officers.
 Coordinated recruitment of new officers to effectively respond to department needs and adhere to EEO
requirements resulting in increase of 44% of minority/female candidates hired and revamped promotional process
for 21st century.
 Successfully led the effort to revamp command focus group meetings to provide avenues for command staff and
personnel focusing on policy development.
 Planned and commanded several high threat security events such as the annual running of the Marine Corps
Marathon, planned protest and being the lead for Virginia for President Obama’s 1st inauguration.
 Developed and implemented the proposal/policy for the Police Department’s Photo Red Light program.
 Discovered severe abuses of the Police Towing contract that resulted in the termination of the vendor
 Proactively took accountability for the creation of specifications for the in-car camera system; initiated a vendor
change process and partnered with Purchasing to identify better vendor opportunities
 Worked with citizens, towing industry, and county personnel to develop Arlington County Towing Ordnance
 Developed and implemented in-car cameras for the department working in collaboration with the County
Attorney’s Office, Purchasing Office and Information and Technology Office.
