PCA-Human Resource Frame Worksheet


Worksheet Objectives:
1. Describe the human resource frame
2. Apply the human resource frame to your personal case situation

Complete the following making sure to support your ideas and cite from the textbook and other
course materials per APA guidelines. After the peer review, you have a chance to update this and
format for your Electronic Portfolio due in Module 6.

1) Briefly restate your situation from Module 1 and your role.

My situation involves my time that I spent in the United States Navy. In the Navy, when

preparing for a deployment, ships and their staff will go through phases called “work

ups”. Work ups involve the extensive amount of work to make a ship deployment ready.

The work entails anything from proper staffing and qualifications to the integrity of the

ship itself. These are a few months that are beyond stressful for everyone included and

there are several ways the Navy could go about making it easier physically and

emotionally on their sailors.

My role in my most recent work ups was that of a division supervisor. I lead a small

group of approximately 10-15 sailors in what was called Primary Flight Control. My

division was responsible for several key tasks regarding flight operations. During work

ups, my goal was to make sure that our sailors were qualified for certain positions in the

tower so that we could adequately get through flight ops.

2) Describe how the human resources of the organization influenced the situation.

Human resources in the Navy were commonly referred to as simply, “admin”. Admin

was responsible for the staffing of the departments and divisions that made the ship

operate at a consistent level and assuring the happiness and wellbeing of those sailors. A

key part of admin would be there recruiting and reenlistment retention. The Navy has

several ways about recruiting new sailors, for example, showing up at high schools and

passing out pamphlets or what most people see, the dramatic commercials that make the

Navy look like an amazing time. Admin also is a huge part of keeping morale levels high

by implementing services and activities that help meet basic human needs in a very

stressful environment.

Morale is a must in the military, unfortunately during work ups, the morale is typically at

an all time low. I would say that the Navy does a relatively poor job regarding the human

resources frame as they tend to put their sailors on the back burner and focus more on the

task. I understand that the importance of work ups is extremely high, but with a ship

filled with low morale sailors, there will be conflict.

3) Recommend how you would use the human resources for an alternative course of
action regarding your case.

While on deployment, sailors begin to miss their families and miss the everyday life of

being able to access anything they pleased. Human resources do a great job by

implementing things that help boost morale and feed basic human needs. For example,

we would have bingo nights where the top prize could be something as luxurious as a

new car. They would also implement “fancy” dinners that included a sliver of overcooked

lobster and steak whenever we were about to hear bad news. In work ups, they struggle to

implement these types of things in what some would say is much more of a stressful

environment than a deployment itself.

With my small group of sailors, I would try to keep the morale at a higher level by having

small little events on a weekly basis. For example, I would host a “feast” every Friday

where I would buy a ton of snacks or have my wife ship me a care package. We would sit

around and joke while eating cut up salami and cheese. This would get our minds off

work ups and the stressful qualification tests we were about to take and just enjoy our

time together as we would off the ship. I would also set a time frame where everyone

could access the computer to contact their families. Unfortunately, we only had one

computer in our workplace, and it caused a lot of stress when someone was not able to

reach out to their loved ones. I made sure that each person had an ample amount of time

to do so.

4) Reflect on what you would do or not do differently given what you have learned
about this frame.

In this frame, we learned the importance of human resources and why we must spend the

time to understand and value the feelings of those around us. We also learned the

importance of relationships in a work environment and how they could potentially lead us

to success. As I have said earlier, I believe the Navy does a great job with the task of

meeting basic human needs for the most part, but while in work ups, it is all work and no

fun.

If I were in a leadership position that could adjust how human resources were managed, I

would spend the time to identify the most stressful situations and assure that in these

times I would focus on the morale of my sailors. More communication would have to be

the start. There is very little communication and understanding why, is a basic human

need. I would also plan more events that would get the stress out of the sailor’s minds and

give them something to look forward too. From readings and videos, I have learned

plenty that a higher morale leads to a higher production. I think this is a relatively easy

task for the Navy to implement and I believe the outcome would be outstanding.
