OVERVIEW

ECONOMIC DEVELOPMENT UNIT: PROJECTS

PROJECTS DEPARTMENT: AT THE FOREFRONT OF URBAN REVITILISATION

The EThekwini Municipality’s Economic Development Unit is tasked with the responsibility of
stimulating the local economy by playing a facilitative role to encourage economic growth and
job creation. The City’s recently adopted Economic Development Strategy asserts a bold vision of
halving unemployment and poverty by 2030. Within this Unit is the Projects Department, which is
responsible for revitalizing priority nodes and corridors that provide the context for economic activity.

This new department has developed programmes aimed at achieving its objective of revitalizing
priority nodes and stimulating economic activity in these areas. Four programmes of particular
interest are the revitalization of town centers (priority nodes); the targeting of priority nodes and
corridors within previously disadvantaged areas (township nodes), the revitalization of tourism/
rural nodes and corridors, and regeneration of industrial nodes. The first programmes identifies
areas across eThekwini that are in decline or have the potential for further economic activity and
investment, and undertakes projects mainly in the public realm to improve the business environment.
The second programme focuses on previously disadvantaged areas, and undertakes planning and
targeted intervention in these areas, aimed at stimulating economic activity and encouraging private
investment. Funding has been secured from the National Treasury’s Neighbourhood Development
Partnership Grant (NDPG) to fund this programme. In both instances, the special emphasis is
placed on the spending of public funds on these areas, as an incentive for private sector to invest
in appropriate forms and scale. The third programme focuses on revitalizing tourism nodes and
corridors with the objectives of attracting a greater number of tourists and improving the quality of the
tourist’s experience. In respect of rural nodes the focus is on crowding private and public investment
in nodes that are highly accessible to surrounding rural communities. The fourth programme
targets the regeneration of old industrial areas and the provision of specialized focused services.

The programmes aim to grow in future, to create clusters of nodes which include key industrial areas.
While there are currently various nodes that are targeted, the ones of special interest in the following:

TOWNSHIP RENEWAL

CLERMONT
DESCRIPTION
The Clermont Town Centre is located at the entrance of Clermont and
KwaDabeka townships and has a variety of private businesses, which
service the local community who commute to this town to access
government services.

MAIN OBJECTIVES
To develop the town into an important commercial node, with both
private and public investment.

SUB-PROJECTS
• Upgrade of urban fabric along Zazi by introducing trading kiosks,
way finding signage & street furniture
• Upgrade of Zazi Street to provide adequate sidewalk parking and
traffic management;
• Development of Clermont Entrepreneur Support Centre and Youth
Centre to promote business development and entrepreneurship.
• Formalisation of the informal manufacturing economy into a viable
center known as Kwa-Dabeka Business Hive

INTERVENTIONS
• KwaDabeka Agritourism Permaculture garden, nursery &
supporting infrastructure with site landscaping, public amenities

TOWNSHIP RENEWAL

UMLAZI
DESCRIPTION
Umlazi Town Centre (UTC) performs an important function of serving
as a key development township node for the southern corridor. The
UTC has over the years continued to grow becoming one of the largest
townships in the country and the largest single township in eThekwini
Municipality with key economic activities like, intermodal transport
points with both formal and informal business activities. Whilst the
township has experienced growth and emerged as an active and vibrant
residential area, a lack of strategic interventions and public infrastructure
upgrades amongst other things has resulted in the townships decay. The
lack of a supportive/approved framework to guide development in the
area has exacerbated the situation.

In response to the above, the city has over the years commissioned
studies to look at the functionality of the area in relation to neighbouring
communities as well as the wider eThekwini Municipal area in a bid to
develop a framework that will guide development, improve the built
environment and restore business confidence amongst other things.
However little progress was made and the process was stalled due to land MPUMALANGA

INVESTMENT OPPORTUNITIES
The 30 hectare site identified for the town centre development which
currently falls under the ownership of the Ingonyama Trust Board is
jointly being developed by the eThekwini Municipality and National
Treasury. Bulk services are in place for Phase one and two. The town
centre offers approximately 18 ha of serviced mixed use/ business sites.

MTSHEBHENI
DESCRIPTION
Inanda is located roughly 24km north and inland of Durban. It is part
and parcel of the greater INK area (Inanda, Ntuzuma and KwaMashu),
which comprise a mix of formal residential areas. The node has been
identified as a secondary node of the greater INK area in terms of the
Urban Network Strategy. This then forms a basis for future development
and investment in the node.

HAMMARSDALE
DESCRIPTION
Hammarsdale has recently become a key focus area for the eThekwini
Municipality for attracting new investments in the industrial and
logistical warehousing sector. The area has become a significant role-
player in Government’s Strategic Infrastructure Project (SIP 2) and as a
result has experience considerable industrial growth in the past 2 years.

MAIN OBJECTIVES
The Economic Development and Investment Promotion Unit’s
intervention into industrial renewal programme targeting the
Hammarsdale area is informed by the eThekwini IDP and the adopted
Mpumalanga/Hammarsdale Economic Strategy which calls for public–
led investment into nodal renewal and restructuring. The industrial
renewal programme aims to optimise the leveraging of private and
public sector investment, preferably in a partnership fashion, that
ultimately leads to economic improvement and job creation.

RURAL PROJECTS

RURAL DEVELOPMENT PROJECT MANAGER DETAILS

The rural areas of eThekwini Municipality are a vast hinterland of 1,500

km2 located in the northwest (including sections found in the outer
west) and southwest of the eThekwini municipal area, and include a
number of “peri-urban areas”. The rural footprint covers approximately
68% of the municipal land which largely falls beyond the ‘urban
development line and largely under the ownership of Ingonyama Trust.

MAIN OBJECTIVES
• To unlock the business and economic potential, and
• To support the entrepreneurial culture and small business in the
area.

SUB-PROJECTS
• eMagabheni Government Complex
In eMagabheni, the Unit has partnered with the Sizakala Centre
to construct a Government Complex that will house the City’s
Sizakala Centre and SASSA’s Offices. The Complex will provide
local social services facilities for surrounding communities and is
centrally located for easy access to surrounding communities. The
completion of the building is due by end of June 2018.

• eMagabheni Business Hive Feasibility Study


The City is also conduction a Feasibility Study into a Business Hive
in eMagabheni. The purpose of this initiative is to give existing,
emerging businesses and aspiring entrepreneurs from eMagabheni
and surrounding areas a significant boost in providing them with
a range of services for their business. It is not yet clear as to what
shape and form the Business Hive will take as the City shall be
guided by the findings and recommendations of the Feasibility
Study. There is no doubt that the proposed Business Hive will
provide critical business and economic services and provide ease
of access and convenience for rural and potential entrepreneurs.
The study commenced from 01 May 2018 and will be completed in
August 2018.

• uMgababa Swimming Pool


For many residents in eThekwini, uMgababa has symbolized
summer holidays, family advetuntures and a sense of pride in
the area. eThekwini Municipality has recognized the need to
proactively promote the development of uMgababa area. The City
is currently constructing a swimming pool in uMgababa to bring
back the old good memories.

• uMbumbulu Transportation Infrastructure Assessment


In July 2012, the KwaZulu-Natal Provincial Government resolved
to formalise thirteen rural towns. uMbumbulu was one of the rural
towns that was selected for formalisation. eThekwini Municipality
has undertaken to facilitate the formalisation process by developing
a number of work streams, including the economic one.

The City has completed the Traffic Impact Assessment, preliminary


and detail design of transport infrastructure for the uMbumbulu
Town Upgrade.

The study essentially considers the transportation upgrades


required to support the latent and future development rights for
the uMbumbulu Central Business District (CBD). To this end, a
review and assessment was undertaken of the uMbumbulu Town
Draft Scheme that was prepared in May 2016.

One of the proposal mooted was the proposed realignment of


MR30 within the CBD. The application was submitted to and
received by KwaZulu Natal Department of Transport on the 28
August 2017. The application is in the process of being investigated.
If approved, the proposed realignment of MR30 will unleash new
developments for the area.

TOURISM

BLUFF
DESCRIPTION
The Bluff Beaches (inclusive of Cuttings, Anstey’s, Brighton and Treasure
Beaches) contribute significantly to the character of the South Durban
Basin.

MAIN OBJECTIVES
The Urban Design Framework Plan (UDFP) for the upgrade of Beach
Infrastructure at Cuttings, Anstey’s, Brighton, and Treasure Beaches has
been completed. The intention of the Plan is to revitalize the identified
beaches to build the domestic tourism sector, improve local businesses
and to provide for integration and accessibility of all users across these
Beaches that were previously segregated as a result of apartheid policies.
VERULAM

UMHLANGA
DESCRIPTION
The broader uMhlanga area plays a significant multidimensional role
in terms of a vibrant economic hub, providing for commercial, retail,
office parks and more importantly serves as eThekwini’s premier tourist
destination. The area is bordered by the Indian Ocean in the east, N2
in the west, the Hawaan Forest in the north, Ocean Drive in the south.
Prior to 1994, there was evidence of decline and neglect which posed a
threat to one the City’s key asset base and potential future investment.
Taking the lead, the City began an inclusive and collaborative
stakeholder process to formulate the uMhhlanga Precinct Plan which
formed the foundation to give effect to various project interventions to
maintain and enable future economic investment.

MAIN OBJECTIVES
The Precinct Plan was prepared to give direction for project intervention
and to attract investment into the area. The Plan also served as a tool
to coordinate and facilitate the effective and efficient management of
development application approvals by the City for the various sites
within the broader nodal area. A key objective is also to ensure that
the vision of area as a premier tourism destination with a safe and
cosmopolitan sense of place and urbanity, is maintained.

SUB-PROJECTS
• Beach Promenade Development with Iconic Pier
• Upgrade of Chartwell Drive
• Upgrade of Lifeguard Tower
• Upgrade of surrounding road network for public transport
• Provision of Informal Trader Facilities.
• Upgrade of Staff Facilities at uMhlanga Main Beach

INTERVENTIONS
• uMhlanga Nodal Precinct Plan, to provide a holistic vision for the
area to ensure integrated Planning and Implementation of projects
in the area.
• Upgrade of public realm in the old town center nodal area.
• City and Urban Improvement Precinct (UIP) partnership for
Urban Management Intensification.

INVESTMENT OPPORTUNITIES
• Development of the ‘UKUSA’ site for retail, commercial, hotel
and residential which is strategically located on Lagoon Drive to
enhance economic development opportunities in the broader nodal
area.
• New investment opportunities largely via brown field re-
development, as well as business growth expansion and retention
opportunities.
