REVISED GUIDELINES FOR


FORMATING OF THESIS/DISSERTATION

It is suggested that thesis/dissertation writers refer to standard manuals on


thesis/dissertation writing for more detailed discussions of the points outlined below and
of such other matters as capitalization, spelling, abbreviations, plagiarism, and
copyrights. Kate Turabian’s Manual for Writers of Term Papers, Theses, and
Dissertation (Chicago: The University of Chicago, 1964) is one such manual.

NUMBER OF COPIES

for the members of the Thesis Committee

. For Ph.D. students: as many as there are committee members — one each for the

For the Master of Science in Regional Development Planning students, a total of


seven (7) or two more bound copies are required. The additional copies are for the
SPRING Center at the University of Dortmund, Germany and for the local
government of the study area.

FONT

Any font except script fonts (e.g. Brush Script MT, Coronet, Matura, MT Script Capitals)
may be used. Recommended fonts are Arial and Times New Roman. Recommended
font size is 12.
QUALITY OF PAPER FOR FINAL COPIES

Original prints and photocopies should be on 8 ‘2” x 11”, substance “20” bond paper.

BINDING OF FINAL COPIES

Itis suggested that the thesis/dissertation writer show a copy of one of the bound thesis
of the School of Urban and Regional Planning Library to the binder.

The color for the hard cover must be maroon and the letterings in gold.

The title page includes the title of the thesis/dissertation, the name of the author, the
college to which the thesis/dissertation is submitted in partial fulfillment of the
requirements for the degree, and the date of approval of the thesis/dissertation.
The letter of endorsement by the Thesis/Dissertation Adviser is addressed to the Dean
of the School. It will include the exact title and a brief description of the
contents/contribution of the thesis.

The exact working of the approval sheet is presented below. The six bound copies
have to be signed by the thesis adviser, the Director of Graduate Studies and the Dean
of the School.

The Dissertation Committee page lists the names of the members and their
designation. This page is not signed.

The Oral Defense Panel page lists the names of the members and their designation
during the defense of the dissertation. This page is not signed.

Included in the biographical data are: date of birth, place of birth; education and
degree(s) received, and work experience(s), if any. The biographical sketch is usually
written in the third person and should not be more than 150 words.

The abstract should contain a statement of the research problem, the assumptions and
hypotheses, if any, and the major findings and conclusions/ recommendations. It should
not be more than two-and—a—half pages long. It should be signed by the writer and
approved by the Thesis/Dissertation Adviser.

The acknowledgement recognize the help and guidance the writer received in
preparing the thesis/dissertation.
The text of the thesis/dissertation is divided into chapters with each chapter dealing with
a specific aspect of the subject. The plan for dividing the thesis/dissertation into major
topics varies with the subject and the approach in presenting it

The bibliography lists down the written references and interviews (if any) used in the
study. There are various ways of presenting bibliographies. In general, these are
presented by broad categories including: books, articles from journals, magazines,
bulletins, pamphlets, and newspapers, official documents, and websites.

Usually included as appendices are: description of sampling techniques used (if any),
research instruments (if any), detailed statistical tables, copies of forms or letters,
discussions of technical problem, texts of laws, circulars, and memoranda, and such
other information that are either too detailed or could not otherwise be fitted into the
discussions in the text.
PAGINATION

The title page is assigned number (Roman numeral lower case) but the number does

not appear on the page.


The blank page are not assigned any number.

Letter of endorsement is assigned page(s) ii, etc.

Text of thesis/dissertation, appendices, and bibliography are assigned Arabic


numbers with the first page of Chapter as page 1. Succeeding pages are numbered
I

consecutively up to the appendices.

MARGIN

The space allotted for typing is circumscribed by the four margins. The recommended
top, bottom, and left side margins are 11/: inches from the respective edges of the page;
the marginal space at the right is one inch from the right edge of the page.

INDENTATION

indent the first line of each paragraph.

Quotations of five (5) lines or more are written ten (10) spaces flush to the right from the
left-hand margin in single space and without quotation marks. Quotations of less than
five (5) lines are run in the text without indentation but are enclosed in quotation marks.

SPACING

In general, use double-spacing throughout except in the following cases:

Three spaces separate paragraph and main topic titles (or headings) from subtopics (or
sub—headings) or paragraphs.

Single spacing is used in quotations of five or more lines. The reproduction of research
instruments, laws, circulars, etc. as appendices should follow the format of the original
copies wherever possible. Single spaces would therefore be used in appropriate cases.
NOTE that for long quotations of two or more paragraphs (or parts of such paragraphs),
the paragraphs are separated by two spaces. (See section of quotations below for
additional rules.)
Footnotes are single spaced; however, two spaces separate notes on the same page.
(See section on footnotes below for additional rules.)
Title or headings of tables and illustrations, if written in two lines, are single spaced.

QUOTATIONS

Single marks enclose quotations within quotations of not more than five lines. Double
marks enclose quotations within quotations of more than five lines and which, therefore,
are written single-spaced as explained in the preceding section.

Quotations of more than five lines are flushed to the right, ten spaces from the left-
hand margin regardless of whether the quoted first lime is indented (as in the case
of the beginning of a paragraph) or not in the original.

Three spaced periods are used in place of words omitted within a quotation. A whole
line of spaced periods is used to take the place of one or more paragraphs omitted.
Four spaced periods take the place of an omission at the end of a sentence.

Some of the foregoing rules are illustrated below.

in one his works, Abraham Zaleznik advises that “just as the physician

must take into account . . . the ‘healing forces of nature,‘ so the administrator

must take into account . . . the tendency in work groups for organization,

stability, and survival,”1 Zaleznik’s hypothesis regarding the development of a

social structure in a work situation suggests that

the first problem for administration is to establish the conditions which


are most favorable for allowing a group to work out or itself the structure
which will satisfy needs for group membership.

The conditions include, first, a technological setting which allows a certain
amount of worker interaction, mutual helping on the job, and even preferably
setting which builds “teamwork" into the job.

industrial concerns in the area of technical work organization... It would be
fruitful, for example, to determine the effects of a work plan which increase the
possibility of worker interactions as compared with a plan based solely on
technical requirements of the job . . . .2

FOOTNOTES

Footnote must be placed at the end of the page of the material to which it refers. The
corresponding number and citation(s) are placed at the bottom of the page as
exemplified in the preceding section. Two or more citations for the same statement are
separated by semi-colons in the same footnote. Footnotes are numbered consecutively
throughout each chapter. It is recommended that each chapter has a new series of
footnote numbers.

Footnotes are single spaced. If a footnote cannot be accommodated in one page, it may
be continued on the next page. Formatting of footnotes are generally built—in in most
word processing softwares.

FIGURES

Tables and figures should be placed as near as possible to the text to which they refer.
The words “table” and “figure” (for illustrations) are written with initial caps only. They
are followed by the number of the table or illustration and then the title. Numbering of
tables and figures may consist of two parts, eg. 2.1. or 5.11, where the first number
refers to the chapter number and the second number refers to the sequencing of the
tables or figures within the chapter.
NUMBERS IN THE TEXT

As a rule, numbers under one hundred are spelled out. Exceptions:

When a number, whether one hundred and over or not, starts a sentence, it is always
spelled out.
Arabic numerals are used for page numbers, dates, amounts of money (in any
currency), and per cent.
if the largest number in a series of numbers in one sentence contains three or more
numerals, use figures for all. Example:
In hisstudy, he found out that 6 families in Northern Luzon, 12 in Central
Luzon, and 123 in Visayas, have assets of more than P2,000.00.

DIVISION OF CHAPTERS

Main headings are written with the section number and titles. Numbering for main
headings in a chapter may consist of two parts, e.g., 2.1 or 5.11, where the first digit
refers to the chapter and the second number refers to the sequencing of the main
sections of the chapter. Main headings may be written in bold.

Subheadings are likewise written with the section numbers and titles. To distinguish
main headings and subheadings, the numbering may proceed to a 3—part number, eg.
2.1.1 or 5.11.1, where the added third digit “1" refers to subsection no. 1 within the main
sections 2.1 and 5.11.

SUBJECT: Clarifications and Revisions on guidelines for Public Access to Theses and
Dissertations

Pursuant to provisions of applicable laws including the Technology Transfer Act of 2009, Article 7
'

of the Revised Intellectual Property Rights Policy of the University of the Philippines System and
Memorandum No. PAEP 2012—03 of UP President Alfredo E. Paseual dated 2 February 2012 (Annex
A), Memorandum No. BMP 12—011 of then Vice—Chancellor for Research and Development Benito
M. Pacheco (Annex B) is updated. Please observe the following immediately:

A. Permission Marking on Title Page


1. All theses and dissertations will be classified as only one of the following:
i. I: has patentable or registrable invention or creation
ii. P: author wishes to publish the work personally
iii. C: confidential information ofa third-party is embedded
iv. F: a regular work, i.e., it has no patentable invention or creation, the author
does not wish for personal publication, there is no confidential information.
2. The Title Page of a thesis or dissertation will include the above classification. Please
refer to Annex C for an example.

B. Policy on Public Access


1. All theses and dissertations classified as I, P, or _C are automatically closed to the
general public for one 11) year. Access to theses and dissertations classified as such
shall be withheld from the general public by the respective college/unit library. The
restricted thesis or dissertation shall be removed from the common areas.
2. Before the lapse of the one—year period, the author or the adviser may request
extension of his/her right to withhold public access to the thesis/dissertation for a
period of one '(1) year, renewable every year, upon request. It shall be the
responsibility of the author or the adviser to submit such requests to the College/Unit
where the thesis/dissertation was submitted as a requirement.

RE-;EIVED
3. Immediately after the lapse of the one-year period in Section 1 above, or the one—year
extension in Section 2 above, the Libraries may then allow public access to the theses
and dissertations by making the theses and dissertations available in their viewing areas,
and the University may then exercise its right pnder the royalty—free, non—exclusive
license granted pursuant to the Revised 2011 IBR Policy of UP to publish theses and
dissertations.
4. For cases classified as “C”, the third-party will be asked to redact parts of the
thesis/dissertation relating to their confidential information. Once the information has
been redacted, the thesis/dissertation can be removed from observing the one year
restriction on public access It is the responsibility of the author and/'or thesis adviser to
ensure redaction of third-party confidential information.
5. All other theses and dissertations (F) are accessible to the public, subject to the
University Library‘3 Policy on Access and Duplication.

C. Policy on access during restricted period


A restricted thesis/dissertation may still be accessed provided that the following conditions are
met: ,

1. If the requesting party is a student, staff, researcher, or faculty of the University, a


signed Conforme (Annex D) shall be submitted to the Library or- College/Unit where
'-

access to the thesis/dissertation is being requested.


2. If the requesting party is not any of the abovementioned persons, i.e. not connected to
the University, the following documents shall be submitted to the Library or the
College/Unit where access to the thesis/dissertation is being requested:
1. A Non-Disclosure Undertaking (Annex E) signed and notarized by the

requesting party, provided that one ofthe witnesses shall be from the Intellectual
Property and Technology Transfer Unit (IPTTU) of the Office of the Vice-
Chancellor for Research and Development (OVCRD); and
ii. A written permission from the author or the adviser. If neither can be contacted
or reached, a written permission from the IPTTU of the Ofiice of the Vice—
Chancellor for Research and Development (OVCRD).
The Library or College/Unit where access is being requested shall receive the required
documents and transmit a copy to the IPTTU of OVCRD.

D. Guidelines on Restricted Theses and Dissertations


1. The college/unit library shall create a compilation of all theses and dissertations
abstracts classified as “I”. The college/unit library shall submit the compilation to the
intellectual Property and IPTTU of the OVCRD every end of semester.

E. University Permission Page


1. The University Permission Page, immediately following the Title page, shall contain
the following statement:

"I hereby grant the University of the Philippines a non-exclusive, worldwide, royalty—
fiee license to reproduce, publish and publicly distribute copies of
this thesis or
dissertation in whatever form subject to the provisions of applicable laws, the
well as more
provisions of the UP IPR policy and any contractual obligations, as

specific permission marking on the Title Page.

“Specifically I grantvthe following rights to the University:


a) To upload a copy of the work in the theses database of
the
college/school/institute/department and in any other databases available on
the public internet;
b) To publish the work in the college/school/institute/department journal, both
in

print and electronic or digital format and online; and ”


c) T0 give open access to above-mentioned work, thus allowing “fair use of
the
work in accordance with the provision ofthe Intellectual Property Code of the
Philippines (Republic Act No. 8293), especially for teaching, Scholarly and
research purposes. ”

. Limits on Confidential Information


Confidential Information shall not be deemed proprietary, and the RECEIVING PARTY

shall have no obligation with respect to such information where the information:

(a) Was known to the RECEIVING PARTY prior to receiving any of the
confidential
Information from the UNIVERSITY;
(b) Has become publicly known through no wrongful act of the RECEIVING PARTY;
(c) Was received by the RECEIVING PARTY without breach of this Undertaking
from third party without restriction as to the use and disclosure of the-information;
(d) Was independently developed by the RECEIVING PARTY without Use of the
Confidential Information; or
(6) Was ordered to be publicly released by the requirement of a government agency.

. Ownership of Confidential Information


The RECEIVING PARTY undertakes that all Confidential Information shall remain the
property of UNIVERSITY and that the UNIVERSITY may use such Confidential
Information for any purpose without obligation to RECEIVING PARTY. Nothing contained
herein shall be construed as granting or implying to the RECEIVING PARTY any
transfer, any patents, or any other intellectual property pertaining to the Confidential
Information.

. Terms and Condition


The obligations of this Undertaking shall be continuing until the Confidential Information
disclosed to the RECEIVING PARTY is no longer confidential.

. Survival of Rights and Obligations


This Undertaking shall be binding upon, inure to the benefit of, and be enforceable by (a)
the UNIVERSITY, its successors and assignees; and (b) the RECEIVING PARTY,
his/her successors and assignees.

. Remedies for Breach


The RECEIVING PARTY undertakes that in the event of a breach or a threatened
breach of the terms of this Undertaking. The UNIVERSITY or the latter's representatives,
agents, assigns or other successors-in—interest shall be" entitled to an injunction
restraining the RECEIVING PARTY his or her representatives or agents who are about
to commit any breach of this Undertaking or who have committed a breach of this
Undertaking from committing or further continuing such action, without the necessity of
showing or proving any actual damage sustained by the UNIVERSITY. The RECEIVING
PARTY further undertakes that such request for injunctive relief shall not require the"
posting of any bond or security.

The Office of Legal Services of the UP System and the Legal Offices of the constituent
universities shall have sole jurisdiction to prosecute and defend actions relating to the
University’s intellectual property rights. Legal interpretations of the University General
Counsel of constitutional, statutory and university regulations shall be binding on the
UNIVERSITY and the RECEIVING PARTY unless overturned by the President of the
University of the Board of Regents.

9. Undertaking as to Laws and Exclusive Venue

The Undertaking is to be construed in accordance with the laws of the Republic of the
Philippines, and any action arising from the same shall be filed exclusively in any court in
Quezon City having jurisdiction over the same.

QUOTATIONS

Single marks enclose quotations within quotations of not more than five lines. Double
marks enclose quotations within quotations of more than five lines and which, therefore,
are written single-spaced as explained in the preceding section.

Quotations of more than five lines are flushed to the right, ten spaces from the left—
hand margin regardless of whether the quoted first lime is indented (as in the case
of the beginning of a paragraph) or not in the original.

Three spaced periods are used in place of words omitted within a quotation. A whole
line of spaced periods is used to take the place of one or more paragraphs omitted.
Four spaced periods take the place of an omission at the end of a sentence.

Some of the foregoing rules are illustrated below.

In one his works, Abraham Zaleznik advises that “just as the physician
must take into account . . . the ‘healing forces of nature,’ so the administrator

must take into account . . . the tendency in work groups for organization,

stability, and survival,"1 Zaleznik’s hypothesis regarding the development of a

social structure in a work situation suggests that

the first problem for administration is to establish the conditions which


are most favorable for allowing a group to work out or itself the structure
which will satisfy needs for group membership.
