I. VISION
II. RATIONALE
The barangay as a smallest political unit is challenged by an increasing disaster and climate risk caused
by dynamic combinations of natural and human induced hazards, exposures and people’s vulnerabilities
and capacities.
There is an urgent need for the barangay to prepare and adopt a Barangay Disaster Risk Reduction
Management Plan to respond to any form of emergency and disaster to mitigate its impact on the
community and the residents so that they can live in a safer, adaptive and disaster-resilient community
on the path to developing sustainability.
The Barangay Disaster Risk Reduction Management Plan for Calendar Year 2014-2016 is based on the
following laws and issuances:

Institutional Mechanism
Punong Barangay shall facilitate and ensure participation of two (2) CSO representatives
from existing and active community-based people’s organizations representing the most vulnerable
and marginalized groups in the barangays (section 12, (25) (d)- R.A. 10121).

- Not less than 5% of the estimated revenue from the regular sources can now be used to
support disaster risk management activities such as, but not limited to:
- 30% of the Local DRRM Fund shall be allocated as Quick Response Fund (QRF) or stand by
fund to support relief and recovery programs (section 12, R.A. 10121)

The Barangay Disaster Risk Reduction Management Plan shall have the following
goals :
2. To avoid hazards and mitigate their potential impacts by reducing vulnerabilities and
exposure and enhancing capacities of communities;
3. To provide life preservation and meet the basic subsistence needs of the affected
population based on acceptable standards during or immediately after a disaster;
and
4. To restore and improve facilities, livelihood and living conditions and organizational
capacities of affected residents and reduced disaster risks in accordance with
building back better principle.
The disaster, whether natural or man made, have always been part of life of the
people in the barangay since time immemorial. But the people have learned to live with
them by force of nature and or circumstances. The resiliency
of the barangay residents and the community to overcome those difficulties is a system
of their firm and resolute decision to rise to whatever emergency, hazard, disaster and
risk that may come in their midst.
Thus, an assessment of any hazard which has the potentials of causing disruption
to human lives and damage to properties and their surrounding is inevitable.
The State of Barangay Readiness for Disaster can be assessed using the Barangay
Hazard Map and Barangay Disaster Readiness Checklist:

The implementation of BDRRM Plan shall be monitored and evaluated in terms of:
1. Project Output – projects that are deliverable arising from the activities earned out with the
use of project inputs or resources
2. Project Outcome – results and long term impacts arising from the utilization of project
outputs
3. Project Impact – a date of change over a reference point (baseline or term period) arising
from the production and utilization of project outputs, or long term (when related to the
achievement of project goals)
4. Risk Reduction Management Impact – a state of prevention and mitigation arising from the
implementation of the plan (program/project) on account of action taken by agents outside
the control or influence of the BDRRM Planning system or both.
