GUIDELINES AND INSTRUCTIONS TO THE CANDIDATES

1. The candidate’s admission to the Test is provisional, subject to the eligibility,


confirmation/satisfaction of
conditions laid down in the Notification No.06/2020.
The mere fact that Hall Ticket has been issued to him/her does
not imply that the
candidature has been finally cleared by the Commission or that the entries made
by the
candidate in his/her online application for the Test have been accepted by
the Commission as true and correct.

2. The hall ticket must be presented for verification along with at least one original
valid photo identification card
issued by the Government i.e., Passport, PAN Card,
Voter ID, Aadhaar, Government Employer ID and Driving
License etc.

3. This hall ticket is valid, only if the candidate’s photograph and signature images
are legible. To ensure this, print
the hall ticket on A4 size paper using a laser
printer, preferably a colour photo printer.

4. In case the photo on Hall-Ticket is too small, he/she should affix a passport
size photo on Hall-ticket duly getting
attested by Gazetted Officer. He/she shall
handover similar photo for each paper to Chief Superintendent for
affixing the same
on the Nominal Rolls. Failing which the candidate will not be admitted to the examination.

5. Candidates are not allowed to bring any electronic devices such as mobile/cell
phones, tablets, pen drives,
Bluetooth devices, electronic pagers, electronic /
digital watches, Scientific calculators, programmable calculators,
log tables, wallet/
purse, notes, charts, loose sheets or recording instruments strapped on your body
or in your
pockets. Possession of the said items is unlawful and liable for debarment.

6. For the tests prescribed with books also, candidate is permitted to carry only
his/her hall ticket, valid
identification card(s) and authorized material like Bare
Acts, Service Rules etc., inside the test centre. The short
notes, made easy, training
material, hand books, Guides, Hand Written or Photostat copies and any other
unauthorized
material will not be allowed inside the test centre.

7. A virtual calculator will be available on their computer system to do the calculations,


if any, and candidate will
be provided with a rough sheet by the invigilator.

8. Candidates will be permitted to appear for the Test, ONLY after their credentials
are verified by centre officials
and after Ensuring that
no prohibited articles are carried with him/her. APPSC will not make any arrangements
for
safe custody of any material brought by the candidates and candidates shall
make their own arrangements.

9. The check-in procedure will be held inside the test hall includes capturing the
image. This is a security feature
which will allow APPSC to cross check the identity
and also to prevent impersonation cases.

10. Candidates are allowed inside the test centre from 8:30 AM onwards (for
the forenoon session) and from 1:30
PM onwards (for the afternoon session)
for Registration. The test centre gate will
be closed at 9:30 AM (including
Grace Period) for forenoon session and at
2:30 PM (including Grace Period) for afternoon session. NO
CANDIDATE WILL
BE ALLOWED TO ENTER THE TEST CENTRE AFTER CLOSING THE GATE.

11. Candidates will be permitted to occupy their allotted seats after completion
of Registration procedure.
Candidates can login and start reading
the necessary instructions 15 minutes before the start of the examination.

12. The total duration of the each Test is 120 minutes for objective type papers
and 180 minutes for descriptive
type papers. Candidates will not be permitted to
leave the examination hall till the expiry of full time. If any
candidate leaves
the examination hall in the middle, his/her candidature would be disqualified. If
there is any
problem with computer system, the candidates have to wait without talking
to others till the system is restored. In
case of any violation, such candidates
will be disqualified. Candidates are requested to remain in their seats and
not
to glance into the computer other than the one allotted to the candidate. If any
candidate or candidates are
found to be peeping or glancing into computer of other
candidates, their candidature would be disqualified.

13. Future correspondence, if any, shall be made by enclosing the Hall Ticket. He/she
may obtain Chief
Superintendent’s attestation on Hall Ticket for attendance certification.
Candidates are instructed to preserve
the Hall Ticket for future correspondence,
if any (Duplicate Hall Ticket will not be issued by the APPSC
under any circumstances).

14. The Conventional Type Tests, such as, Language Tests, Translation Tests and
Surveyor's Tests, papers should be
answered in chosen language only. Answering of
any paper in bilingual, i.e., partly in English and Telugu/Urdu
leads to invalidation.
The candidates should put his/ her signature and get the signature of the invigilator
at the
appropriate places in the Bar Code sheet affixed to the answer script.

15. In case the persons with benchmark disabilities (not less than 40 percent) in
the category of blindness, loco
motor disability (both arm affected-BA) and cerebral
palsy, the facility of scribe shall be given, if so desired by the
person. In case
the candidate is allowed to bring his own scribe, the qualification of the scribe
should be one step
below the qualification of the candidate taking Examination.
The compensatory time will be twenty (20) minutes
per hour of examination for persons
who are allowed use of scribe. The candidates, not availing the facility of
scribe
will also be allowed additional time of minimum of one hour for Examination of 3
hours duration and 40
minutes for Examination of 2 hours duration, as per Office
Memo F.No.34-02/2015-DD-III, Government of India –
Ministry of Social Justice &
Empowerment, Department of Empowerment of persons with Disabilities, dated
29/08/2018.

16. CANDIDATES SHOULD MAINTAIN STRICT DISCIPLINE IN THE EXAMINATION HALL. CANDIDATES
ARE
PROHIBITED FROM COMMUNICATING, CONSULTING OR CONVERSING WITH OTHER CANDIDATES,
CAUSING
DISTURBANCE AND ADOPTING AGITATION TACTICS IN THE EXAMINATION HALL.

17. The candidature will be rejected in such cases, in case of impersonation/disorder/rowdy


behavior during
examination; necessary FIR for the incident will be lodged with
concerned police station apart from disqualifying
the candidature. The Chief superintendent/
Chief Invigilator is duly authorized to take spot action in such cases.

18. Violation of any of the instructions may lead to invalidation of Answer Sheet
besides penal action. Rules of
punishment are governed by Regulation PME notified
vide G.O.MS.No.385, GAD (Ser-A) Dept., Dt: 18/10/2016 with
regard to Malpractice
/ Misbehavior in the examinations conducted by the APPSC. For details, candidates
shall
refer to the G.O available on website of APPSC.

19. NO NEGATIVE MARKS: As per G.O.Ms.No:101 (Ser-C) Dept., Dated:


25/09/2020 (Please refer Annexure-III of
Notification for paper wise qualifying
marks).

20. ANY INFRINGEMENT OF THE ABOVE INSTRUCTIONS SHALL ENTAIL DISCIPLINARY ACTION ON
THE
CANDIDATE WHICH MAY INCLUDE DEBARMENT FROM APPEARING ANY OF FUTURE TESTS OF
APPSC.

21. Note:: Safety measures to be taken by the candidates to prevent spread of COVID
- 19:

1. Hand sanitizer will be placed for general use


of all the candidates. Candidates are advised to bring
their own Mask, Gloves, Personal
hand sanitizer, transparent water bottle and a simple pen.
2. "No Mask No Entry" policy must be followed for
admission into venue.
3. Candidate should sanitize hands thoroughly before
entering the venue.
4. Candidates should maintain physical distance while
entering and exiting the venue.
5. A Candidate must have Aarogya Setu App installed
on his mobile phone. The Aarogya Setu
dashboard must show candidate’s risk factor.
A candidate will have to show this dashboard to the
Security Guard at the entry
into the exam venue.
6. In case a candidate does not have a smart phone,
he/she will have to bring in a signed declaration to
this effect (declaration is
provided along with this Hall ticket) and show the same to the Security
Guard at
the entry into the exam venue.
7. Temperature of candidates will be checked at the
entry to the exam venue via a Thermo Gun. Only
those candidates will be allowed
inside the exam venue whose temperature is within the
acceptability limits as approved
by competent authorities. Candidate with fever will be allotted to
isolation lab
for the exam.
8. Mapping of candidates Roll Number and the Lab
number will NOT be displayed outside the exam
venue, but the same will be provided
to the candidates individually at the time of entry of the
candidate into the exam
venue.
9. Candidates needs to follow directions given by
representatives & need to stand in the circles draw at
the entry points
10. At registration desk, the candidate will be directed
to sanitize his / her hands using provided
sanitizer. Photograph will be captured
during the registration process.
