Abstract
Over the last ten years many jurisdictions have transitioned from vertically integrated
utility based structures to competitive energy environments organized by competitive
markets for generation, transmission facilities operated on an open-access common-
carrier basis, and retail competition among power marketers that rely on regulated utility
distribution companies for delivery. Regulation of the wholesale and retail energy
markets has been reduced to structural requirements and operational guidelines and
monitoring, while retaining substantial regulation of the “wires” markets for transmission
and distribution. These changes entail unbundling energy from T&D, thereby reversing
the vertical integration of utilities. The experience accumulated over the last ten years
has provided substantial insights on the market models that yield market efficiencies and
value to the consumers.
In this presentation I address mainly the organization of the wholesale markets for
energy and transmission and the lessons learned from designing and implementing
organized energy markets. Further, I focus on the challenges of the next generation of
energy market design structures. The new challenges we face today take into account
problems related to sustainable development, security of supply, climate change,
renewable generation and demand response. The examination of these issues will benefit
from the history of restructuring in many jurisdictions including several states in the U.S,
Canada and Europe.
I emphasize the implications of the general principles of market design based on ideas
from economics and game theory. These principles also take into account the temporal
and stochastic variability of demands and supplies, accentuated by the non-storability of
power, multiple technologies with varying sensitivities to capital and fuel costs and
environmental and siting restrictions, and dependence on a reliable and secure
transmission system. The economic problems include substantial non-convexities, scale
economies in generation, non-linearities in transmission), and externalities (mainly in
transmission).
Biography
Dr. Alex Papalexopoulos (M’80–SM’85–F’01), a national and international energy
expert, is president and founder of ECCO International, a specialized energy consulting
and software company, which provides consulting and software services and expert
advice worldwide to a wide range of clients such as Governments, Utilities, Independent
System Operators and Regional Transmission Operators, Power Exchanges, Regulators,
Marketers, Brokers and Software vendors. These services range from strategic planning,
particularly industry restructuring and the introduction of competition into traditional
utility markets, wholesale and retail electricity market design, competitive bidding,
market trading, public policy analysis, auditing utility practices, market simulation,
optimization and computation techniques, renewable energy resource modeling and
analysis, demand response and energy conservation, pricing negotiation and strategy to
power system analysis studies, system operations and planning, generation and
transmission projects, Energy Management Systems (EMS) and software system issues.
Dr. Alex Papalexopoulos has designed some of the most complex energy markets in the
world including North and South America, Western and Eastern Europe and Asia. He is
currently the key designer of the energy markets in Poland and Hungary. He is also a
consultant to the Public Power Corporation on issues related to the reforms in the energy
sector in Greece pursued by the TROIKA.
Prior to forming ECCO International in 1998, Dr. Papalexopoulos was a director of the
Pacific Gas & Electric Company’s Electric Industry Restructuring Group in San
Francisco, California. In that capacity, he became heavily involved in the California
energy industry restructuring effort since its inception in 1994. He was one of the key
energy market designers of the California Power Exchange and the California
Independent System Operator. Prior to being involved in the Electric Industry
Restructuring efforts in California Dr. Alex Papalexopoulos led the development and
implementation of advanced applications for the PG&E’s EMS. He also worked on the
development of power system analytical methods and software in a number of other
areas, including optimization, grid modeling, dynamic and voltage stability, bidding
systems for resource acquisitions, and costing methodologies for transmission services.
