tamarind and neem trees that
line the road on either side

Activists are up in arms as
word has spread about the
imminent cutting of the gigan-
tic trees that turn the two-lane
highway into a shaded boule-
vard. A number of trees have
already been cut and their
stumps can be seen lying on
the road. For others, earth-
work is going on to create
space for the road.
“The stretch is full of
tamarind and neem trees that
are very large and old, and
form ecosystems unto them-
selves. There are no such tree
clusters left anywhere in the 6
km radius of Anantapur.
Translocation is not an option.
Climate change is another
important reason. We need to
stop cutting down trees,”
observed Dr M. Suresh Babu,
president, Residential Welfare
Association.
P. Naveen Kumar, a civil engi-
neer, pointed out why the trees
could not be used as a median
by acquiring land on the other
side? “It will become a land-
mark and can even be provid-
ed as a solution to rampant
tree felling during road widen-
ing projects to other states.
The road can become an
attraction,” he said.
“Incidentally, in the executive
summary for the road project,
the care of trees doesn’t figure.
We create new plantations
whenever we widen roads. If
some trees can be relocated,
we do that as well,” said an

CID DSP G. Ravi Kumar said
that the gang tried to alienate
2,320 acres of land by resorting
to all kinds of backdoor activi-
ties and by tactfully utilising
the loopholes in the revenue
department.
Following a complaint lodged
by Somala Tahsildar A. Shyam
Prasad Reddy that three per-
sons identified as Rajan,
Dharani and Madhusudhan
tried to obtain pattadar pass-
books by producing manipu-
lated revenue records and
online records, the Somala
police registered a case on
May 29, 2020. Further, Chittoor
SP S. Senthil Kumar trans-
ferred this case to the CID.
“During the investigation,
we noticed similarities
between this case and an earli-
er land scam case reported at
Peddapanjani mandal in the
district in 2017. Interestingly,
the three accused involved in
the Peddapanjani land scam
case are also the accused in the
Somala case. One after anoth-
er, we were able to unearth all
land scams they were involved
in,” the DSP said.
According to the DSP, the
mastermind behind the huge
land scam was identified as
Mohan Ganesh Pillai (72). He
worked as a grama karanam at
184 Gollapalle village in 1977-
84 and after the abolishment of
grama karanam system, he
joined the government servic-
es as a VAO in 1992 and further
worked as a VRO at Gollapalli
village and subsequently
retired in 2010.
“Mohan Ganesh Pillai had
vast experience and knowl-
edge about the revenue
records. Using backdoor tech-
niques and utilising loopholes,
he tried to alienate about 2,320
acres of government land,
which is worth `500 crore,
under 93 survey numbers
spread across 13 mandals in
the district by forging docu-
ments. When the village adan-
gals were computerised, he
manipulated revenue records
and online records between
2005-2010,” the DSP said.
Mohan Gopal Pillai tried to
register the 2,320 acres of gov-
ernment land in the name of
his four children identified as
M.G. Madhusudhan (40), M.G.
Rajan, V. Komala (45) and K.
Dharani. One K. Ramana (61),
hailing from Charala in
Chowdepalli mandal helped
the retired VRO and his family
members in forging online
records in their favour.
The CID sleuths arrested five
of the accused and launched a
search operation to nab
Dharani, who is at large. They
seized revenue records per-
taining to various land parcels
as well from the possession of
the accused, the DSP said.

The Corona crisis had a
huge impact on
truck/lorry drivers and
cleaners as many of them
fell ill due to the pandemic
and they are no more will-
ing to continue in the job
due to post-Covid issues.
There were nearly 3 lakh
trucks/lorries in 13 dis-
tricts of AP, but nearly 30-
40 per cent vehicles were
facing problems about
returning to the roads due
to shortage of drivers.
Adverse working condi-
tions like lack of regular
sleep, erratic lifestyle,
road accidents, insecurity
in the job and socioeco-
nomic conditions are dis-
couraging the driver com-
munity to remain in the
profession.
According to reports,
faced with this problem,
truck operators are gradu-
ally reducing the number
of vehicles and trying to
stop transport operations.
Some big players in the
transport field are main-
taining their operations
and offering good salary
and other facilities to driv-
ers to keep them satisfied.
Transport operators say
every truck would have a
driver and assistant called
cleaner. The cleaner grad-
ually learns driving skills
and becomes a licensed
driver after passing a test.

causing concern among

Sunday. The officials said
that the incident took place

rately. They said that the
Army jawan posted at a
camp of the 42 Rashtriya

The Jammu and Kashmir
police on Sunday claimed that
it seized a weapon consign-
ment dropped by a drone in an
area close to the International
Border (IB) with Pakistan in
Jammu.
A statement issued by the
police in Jammu said that the
consignment included one AK-
47 rifle with three magazines
and ammunition, one night-
vision device and other
incriminating material.
“The consignment had been
dropped through a drone at
Phallian Mandal near the IB in
Jammu on Saturday night as
was evident from the packag-
ing and the thread used in it.
We are looking for possible
receivers,” it said.
J&K police chief Dilbag Sin-
gh had recently said that mili-
tant outfits Lashka-e-Tayyaba
(LeT) and Jaish-e-Muhammad
(JeM) are using drones to drop
weapons and other arsenal
including improvised explo-
sive devices and narcotic drugs
in various parts of the Union

Congress on Sunday alleged
that the raid conducted by the
Narcotics Control Bureau
(NCB) on a cruise ship in
Mumbai and subsequent
action against some persons
was an attempt to deflect
attention from the “real issue”
of the drugs seizure at
Mundra port in Gujarat.
The party also demanded a
Supreme Court-monitored
probe into the drugs haul at
the port. Last month, the Dire-
ctorate of Revenue Intell-
igence (DRI) had seized
2,988.21 kg heroin, likely worth
`21,000 crore in the global mar-
ket, from two containers at the
Adani-operated Mundra port
in Gujarat’s Kutch district.
On Sunday, the NCB detained
Bollywood actor Shah Rukh
Khan’s son Aryan Khan and
seven others after raiding a
Goa-bound cruise ship in
Mumbai and recovering drugs
from them. Aryan Khan was
later sent to custody for two
days on an appeal by the NCB.
“There is a news that a
Bollywood actor’s son has
been arrested. Where did this
drug come from? The NCB has
come out and all of sudden
saying that it has caught drugs
from a cruise ship,” Congress’

The Delhi Police on Sunday
morning recovered a body of a
19-year-old woman with injury
marks from a park opposite
Nandnagri bus depot in north-
east Delhi.
Police said that the deceased,
a resident of Seemapuri, was a
drug addict and according to
initial enquiry, moved among
persons with criminal back-
ground and those involved in
drug peddling.
“The woman was taken to
the GTB hospital where she
was declared brought dead.
Apparent strangulation marks
were found on her neck along
with those made by cuts on
hands during physical exami-
nation,” said a senior police
official.
“Primary medical examina-
tion has not confirmed any
sexual assault. An First
Information Report (FIR) has
been registered under sections
of the Indian Penal Code
(IPC),” police said, adding that
various angles are being
examined to solve the case.

The National
Investigation Agency
(NIA) on Sunday raided
several locations in
Jammu and Kashmir,
mainly the offices and
homes of those dealing in
trade across the Line of
Control which remains
suspended since April
2019.
The raids, NIA sources
said, were carried out by
its sleuths over its probe
into the alleged terror
funding. Confirming it, a
NIA spokesman said that
its sleuths were being
assisted by the J&K
Police, CRPF and the
Indo-Tibetan Border
Police (ITBP) in conduct-
ing searches in at least
nine locations in Poonch
district. Similar raids
were conducted by the
NIA in the Kashmir
Valley earlier.
The sources said the
NIA is probing all aspects
of the funding of J&K’s
separatist leaders and
militants and the use of
funds obtained through
the cross-LoC trade in
fuelling the unrest in the
Valley. The NIA has, since
it began the probe in
early 2017, arrested sever-
al separatist leaders and
activists, a businessman

In 2021, it appears,
Rahul Gandhi is trying to
mimic his grandmother
by seeking to split the
party once again, attack-
ing the old guard and tilt-
ing Left. A senior
Congressman recently
explained to me that
Rahul Gandhi’s strategy
is to rid the party of the
“deadwood” like
Amarinder Singh and
the so-called Group of 23,
and revitalise it with
“fresh blood”, preferably
young and Left-leaning,
like Kanhaiya Kumar. So
if it was the likes of a
Nijalingappa and a younger
Sanjiva Reddy that had
to go in 1969, it is a
Jyotiraditya Scindia and
an Amarinder Singh who
have to be shown the
door now; and if it was
Communists like Mohan
Kumaramangalam and
K.V. Raghunatha Reddy
who were inducted then,
it is a Kanhaiya Kumar
who is inducted now. Old
whine for new battles.
Addressing a student

over a decade ago, Rahul
Gandhi revealed his
political game thus:
“What is the option for
me? I can either propa-
gate the system or
change it. I am not the
one to propagate it so I
am trying to change it.”
By positioning himself as
an agent of change rather
than of continuity, Mr
Gandhi had hoped to dis-
tance himself from the
negative baggage of the

If Indira Gandhi’s “split
and rule” strategy
worked in 1969, the
Gandhi’s
“inherit and dissent”
strategy is unlikely to
work now. The reason is
simple. Mrs Gandhi was
bolstering her political
base within at a time
when the opposition to
the Congress was still
splintered and weak, and
the Congress itself was in
a much stronger posi-
tion. Mr Gandhi is seek-
ing to establish his lead-
ership over a much
weakened and dispirited
party that is also poorly
funded. That at a time
when the ruling side led
by a powerful Prime
Minister is well-funded.
What the Congress
Party needs today is a
closing of ranks, not a
division of the benches.
Many within the
Congress who wish to
build a strong Opposition
alliance for the 2024 Lok
Sabha elections now
believe that rather than
splitting the party, what
the Congress leadership
should undertake is a
reunification of the
party, bringing together
all the ex-Congress per-
sons from across the
country. However, any
such unification strategy
will have to clarify the
roles of the Nehru-
Gandhi family. An
unwillingness to do so
has already cost the
party dear with the exit
of several party members
dle to the younger Nehru-
Gandhis.
If the Sonia Congress
enters the fray for the
coming state Assembly
elections on its own it
may have less to show
than if it were to do so in
alliance with strong
regional players.
Bringing regional parties
opposed to the BJP on to
its side can create a for-
midable alliance.
However, its strength
will depend on the ability
of the Congress leader-
ship to manage the indi-
vidual egos of its own
party members and,
more importantly, those
of powerful regional lead-
ers like Ms Banerjee.
Indeed, of all the poten-
tial prime ministerial
aspirants around, as of
now, Ms Banerjee is the
most credible. Her politi-
cal credibility rests on
three pillars. First, she
has demonstrated her
capacity to defeat the
Modi-Shah combine.
Second, she is the only
woman political leader of
any stature today in the
country. Third, she has
the experience to deal
with political leaders of
different parties from
Sharad Pawar to Arvind
Kejriwal,
Chandrashekhar Rao to
Akhilesh Yadav. While
K.
Sonia Gandhi demon-
strated the ability to
relate to a wide range of
politicians in 2004, Rahul
Gandhi has singularly
failed in this respect. He
does not seem to have the
emotional quotient
required. A healthy and
vibrant democracy needs
a vibrant and active
political opposition. The
Congress, under its pre-
sent leadership, has not
been able to play that
part. It needs new think-
ing and a new leadership.

else is listening? Does he stroke his cat and
gaze meditatively at the wall-to-ceiling fish

James Bond is made up — and everyone
knows it. But just like The Crown, 007 has a
habit of shaping global perceptions for better
or worse. Why else did China censor the
Bond...” It would be unbearable — and that
would have been the case long before the
word “Aukus” sent the French into a Titanic
tailspin of pique.
The irony is that 007’s star has continued to
rise even as Britain’s military and diplomat-
ic heft has diminished. Whether or not the
long-awaited No Time to Die, 25th in the
series, matches the success of 2012’s Skyfall,
it will still work its magic again by placing a
certain Commander James Bond and the
British Secret Service at the heart of a global
busy plotting a return to international rele-
vance by joining the European Economic
Community. And then the long dark days of
the 1970s hit, when Britain’s economic dete-
rioration culminated in its castigation as the
sick man of Europe.
Yet through the Seventies, James Bond,
still in impeccable Savile Row suits and cos-
setted behind the wheel of a succession of
Gaydon’s finest four-wheel grand tourers,
continued to take on the world — and win.
To hell with the fact that Britain had to go
Bond sailed on regardless.
The Bond effect endures, even today. The
prestige he brings to MI6 and to Britain —
continues to confer an imagined sense of
omniscience on Britain’s secret service.
So, I ask you: how many squadrons of
Typhoon fighter jets is James Bond worth to
Britain? How many frigates trolling around
the Caribbean, doing honest work staffed
with dedicated Royal Navy personal, is one
immense movie franchise worth in terms of

Sensitive personal data
are defined as financial
data, health data, official
identifier, sex life, sexual
orientation, biometric
data, genetic data, trans-
gender status, intersex
status, caste or tribe, reli-
gious or political belief or
affiliation, or any other
data categorised as sensi-
tive personal data by the
government. Given the
broad definition of sensi-
tive personal data, the
proposed legislation cre-
ates a greater compliance
burden for companies.
The government can con-
sider any data as falling
within the scope of "criti-
cal personal data",
big technology compa-
nies. Certain civil society
bodies have expressed
concerns that the Draft
Data Protection Bill does
not contain adequate
checks and balances, espe-
cially because any gov-
ernmental agency can be
exempted from the law.
Due to the unusually
large size of the market,
coupled with the presence
of tech start-ups and ade-
quate number of engi-
neers, data localisation is
likely to decrease pres-
sure from foreign com-
petitors and improve mar-
ket opportunities for local
companies. However, such
measures entail costs for
consumers as domestic
options were not as effi-
cient or cost-effective as

and Zydus Cadila over the
pricing of the Covid-19
vaccine ZyCov-D, the phar-
ma company is learnt to
have proposed a price of
Rs 1,900 for its three-dose
jab that can be given to
those above 12 years of
age. However, the govern-
ment is negotiating for a
reduction in price, and a
final decision on it is likely
to be taken this week,
sources in the know of the
developments told PTI.
The government had on

cine by Zydus Cadila will

Bernard Tapie's rags-to-riches life
story of a failed pop singer-
turned-tycoon who dabb into poli-
tics, bought a top soccer club and
did a stint in jail transfixed
France for decades.
He died on Sunday aged 78, hav-
ing suffered from stomach cancer
in the final years of his life.
Tapie was born in Paris in 1943,
the son of a plumber, and pulled
himself out of a poor suburban
childhood to become one of
France's richest men and buy
Olympique de Marseille football
club in 1986 and sports retailer
Adidas in 1990.
He revived the ailing club to see
it win its only Champions League
title and five French champi-
onships.
At the same time, the solidly
built man with thick, dark wavy

hair entered politics, injecting a
touch of charisma amid the grey-
suited technocrats of French poli-
tics and touching a chord among
the young and the working class.
He grabbed national attention
in a no-punches-pulled debate
with the then-leader of the far-
right, Jean-Marie Le Pen, in 1989.
That same year he was elected
lawmaker for the first time, the
start of an ascent towards the
cabinet of Socialist President
Francois Mitterrand's govern-
ment, where he did two stints as
ministerin 1992-1993.
But things started unravelling
in the mid-1990s, when business
woes and judicial probes started
piling up. "I was rich, I am no
longer. I was fashionable, I am no
longer. I was president of a
European championship team, I
am no longer. I ran businesses, I
no longer do so," he told Le Figaro
daily in September 1995.
"Many French people have more
to complain about than do I."
In 1995, Tapie was sentenced to
jail for match-fixing during his
time at the helm of Olympique de
Marseille.
Two years earlier, he sold
Adidas in what became the start
of the longest and most complex
of the judicial sagas he was
involved in.
That Adidas saga had seen more
than 20 years of probes and rul-
ings, with abrupt twists some in
his favour, some against him.
Tapie had claimed that when for-
mer French state bank Credit
Lyonnais had sold the stake on
his behalf, the bank had made a
gain at his expense.
The eclectic tycoon also tried
his hand at being an actor, play-
ing in a Claude Lelouch movie in
1996, at a time when he had just
been declared bankrupt. And he
became a newspaper owner in
2012, buying southern French
local newspapers.
Tapie also released some pop
records in the late 1960s along
with a 1985 song called "Reussir
Sa Vie". Tapie set up the La Vie
Claire cycling team, and while he
was still involved the team's star
cyclists Bernard Hinault and
Greg LeMond won the Tour de
France in 1985 and 1986 respec-

round with high expectations
but the reigning European
champion did not let the Indian
repeat his heroic act.
Harutyunyan was brilliant with
his counter-attack and finished
the bout in just two minutes
and 16 seconds with a technical
superiority win. In the morning
session, Ravinder’s victory was
similar to Ravi Dahiya’s incredi-
ble semifinal win at the Tokyo
Olympics when he trailed 2-9
but eventually pinned his rival.
The Bulgarian dominated the
